About this file

This is Addendum 1 to Invitation for Bids (IFB) 41684 issued by the St. Johns River Water Management District in Florida for the Burrell Dam Rehabilitation Project located on Haines Creek. The addendum extends the bid deadline by two days to December 19, 2025, at 10:00 a.m., and modifies the project timeline by extending in-water work to July 31, 2026, and the overall contract period to September 30, 2026. The original 155-day completion timeline was extended to approximately 255 days to account for the complexity of dewatering an existing structure and unforeseen work that typically arises during such projects. The District anticipates awarding the contract on January 13, 2026. The project scope includes rehabilitation work on the dam structure, replacement of boat barriers with new floating safety barriers, removal and replacement of concrete and steel piles, installation of actuators (Limitorque brand supplied by Flowserve), aluminum fencing, and cofferdam design and construction. Supplemental geotechnical information will be available to respondents by December 12, 2025, and a pre-bid meeting recording is available upon request. The District's Project Manager is Natrevia Gradney-Mitchell, with Robert Naleway serving as Engineer of Record, and all formal construction communication should be directed through the District Project Manager, while solicitation questions should be directed to Contracts Manager Kendall Siemiatkoski.

The addendum addresses multiple questions raised by prospective bidders regarding project feasibility, design parameters, and specifications. Contractors are permitted to propose alternative cofferdam systems based on their engineer's design, though the District will provide bypass support during construction and requires contractors to provide a daily rate for a 10-day overflow period. Historical water level data and existing site conditions are provided to support contractor planning. Key specifications include that concrete piles should be fully removed rather than cut at ground level, steel piles must meet coating requirements outlined in the bid drawings, and contractors must account for known conflicts shown on drawings and geotechnical information in their cofferdam design. The District is actively working on burial of Duke Energy overhead power lines, anticipated completion before February 2026. No work hour restrictions exist, though joint inspections with the District must be scheduled during regular business hours Monday through Friday, and all work must comply with local noise ordinances. A bid bond equal to 5 percent of the total base bid amount must accompany all responses, and prospective bidders are required to acknowledge receipt of this addendum in their submittal.

Please be advised of the following regarding the subject Invitation for Bids:

1. The deadline for receipt of Responses is extended by two days, to 10:00 a.m. on December 19, 2025.

2. Question: The time frame for completion that you have listed in the bid document of 155 days is not feasible for this project. The construction time for this project is approximately 100 days short of previous similar projects and this time frame did not account for unforeseen work that always appear when dewatering an existing structure.

Answer: The District supports issuing an addendum to extend the in-water work to July 31, 2026, and extending the contract period to September 30, 2026.

3. Question: Please provide the geotechnical report for this project. this is necessary for developing a cost for the cofferdam system and dewatering.

Answer: Geotechnical boring were completed in the vicinity of the Burrell Dam during the 1977 construction. This boring information is included as drawing number 16 of the Greiner Engineering Burrell Lock and Dam New Water Control Structure plans previously provided. The District is currently acquiring additional geotechnical information immediately upstream and downstream of the Burrell Dam. This supplemental field boring information will be available to the respondents by December 12, 2025.

4. Question: Is there a way to maintain the water elevation upstream of the dam without by-pass pumping?

Answer: Yes, the Harris Bayou alleviates the need to use by-pass pumping.

5. Question: Could you provide a historic water level average for this site(both upstream and downstream)?

Answer: The USGS daily averages (in NGVD29) since 1/1/2000: Upstream 62.36’, downstream 58.57’ and since 1/1/2018: Upstream 62.97’, downstream 59.21’.

6. Question: Is there a laydown area where the material and equipment can be stored?

Answer: Yes

7. Question: Cofferdam note 6 states that care shall be taken not to disturb or injure adjacent structures.

How is this to be accomplished and are there any vibration restrictions?

Answer: No restrictions that the District is currently aware of. However, in the coffer dam design the contractor shall take into account known conflicts shown on the drawings and surveys provided with the bid documents, or shown in the geotechnical boring information provided.

However, any questions during the solicitation process should only be directed to the District’s Contracts Manager, Kendall Siemiatkoski.

9. Question: Aluminum fence specified for this project is not readily available and typically has a long lead time. How is this to be handled if the delivery date is past the contract end date?

Answer: The District supports issuing an addendum extending the in-water work to July 31, 2026, and extending the contract period to September 30, 2026.

10. Question: What is the anticipated governing board award date?

Answer: January 13, 2026.

11. Question: Are there any work hour restrictions?

Answer: No, however any joint inspections with the District and Contractor should be scheduled during regular business hours Monday through Friday. All work activity will need to meet any local noise ordinance restrictions associated with Contractor obtained building permits.

12. Question: Overhead electrical lines (Duke Energy) buried prior to the commencement of the Work?

Answer: The District is actively working on burial of the overhead power lines with Duke Energy, this is anticipated to be completed before February 2026.

13. Question: Actuators, who is the original supplier? Some are refurbished, are you wanting a complete install of new equipment?

Answer: Limitorque is the brand of the actuators. Flowserve is the supplier.

14. Question: Boat barriers will be replaced, removal of the concreate piles, steal pile – galvanized or painting

Answer: As described in Scope Line items 25 and 26. The center concrete piles should be replaced with 2 new center steel piles upstream and downstream. The four existing shoreline concrete posts should remain in place.

15. Question: Can the concrete piles upstream be cut off at ground level or should they be fully removed?

Answer: The concrete piles should be fully removed and disposed of by the contractor.

16. Question: What material and coating requirements are required on the steel pile?

Answer: All steel and steel coating requirements are outlined in sheet S1 STEEL: notes section of the Issued for Bid drawings.

19. Question: Is the District open to alternative coffer dam systems?

Answer: Yes, it is based on the engineer’s design that is hired by the Contractor. There is an alternative to this structure used to manage water during construction to avoid work area flooding. No bypass, the District will provide bypass during construction. There is a 10-day period for overflow that the contractor will be required to provide daily rate for that overflow period.

20. Question: Capacity of the bridge?

Answer: It is included in the original Greiner Engineering drawing plans dated 1977.

21. A copy of the pre-bid meeting recording is available upon request.

22. A copy of the Bid Bond Form is attached to this addendum for convenience.
