About this file
This is Addendum No. 2 to an Invitation for Bids (IFB #285) issued by the Douglasville-Douglas County Water and Sewer Authority (WSA) on August 30, 2023, for aeration basin upgrades at the Sweetwater Creek Wastewater Treatment Plant. The addendum provides clarifications and responses to questions submitted by prospective bidders and incorporates modifications to the original bid documents. Key clarifications include confirmation that vertical mixer VFD panel delivery is estimated for November 15, 2023, that project Notice to Proceed will not be delayed to accommodate equipment delivery delays, and that contractors may request time extensions if equipment delays extend beyond manufacturer timelines and are beyond the contractor's reasonable control. The addendum specifies that dissolved oxygen probes and transmitters will be supplied by the aeration equipment manufacturer and installed by the contractor per manufacturer instructions. Site visits to the Sweetwater Creek WWTP must be scheduled in advance with Vivi Nguyen at Hazen (vnguyen@hazenandsawyer.com) and Harold Green at WSA (hgreen@ddcwsa), are limited to one hour in length, will not include question-and-answer sessions, and must be completed by September 25, 2023.
The addendum includes technical specification revisions, including deletion of Section 1.02 B referencing a nonexistent Process Control System specification and replacement of Section 01 20 00 - Measurement and Payment in its entirety with a revised version provided as Attachment A. The contract duration is specified as 270 days and incorporates anticipated equipment delivery timeframes. The original IFB issued on August 30, 2023, remains in full force and effect except as specifically modified by Addendums 1 and 2.

ADDENDUM NO. 2
September 21, 2023
The following is a listing of additions and clarifications, and/or modifications and responses to questions that were posed by prospective bidders for the above referenced project to the Invitation for Bids originally issued on August 30, 2023, as of the effective date of this Addendum:
1. Question. Please provide an estimated delivery date for the Vertical Mixers VFD’s panels?
Answer: November 15, 2023
2. Question. We would also request that the NTP not start until the VFD’s are on site. Because we have recently found all electrical gear like MCC’s or VFD’s delivery dates have been extended by the manufacturers, due to electrical components not being available for the units.
Answer: Project NTP will not be delayed to account for potential delays in equipment delivery. The 270 day contract duration incorporates the anticipated equipment delivery timeframes. However, if equipment delivery is anticipated to extend beyond manufacturer’s stated timeframe, Contractor may request a time extension; WSA will grant an extension if it determines that the extension is warranted and due to delays in equipment delivery beyond the reasonable control of the Contractor.
3. Question. Under Division 40 – Process Interconnections Specification 406122 Tools, Supplies and Spare Parts Section 1.02 Related Work Specified Elsewhere, has referenced Section B. Specification 406113 - Process Control System General Provision. But the documents does not include this specification with in it or listed in the Table of Contents. Is there supposed to be a Process Control System spec included on these documents?
Answer. The following revision to be incorporated into the Technical Specifications:
1. Section 40 61 22 - Tools, Supplies and Spare Parts
a. Delete Section 1.02 B:
“B. Section 40 61 13 – Process Control System General Provisions”
4. Question. On drawing E102 there are darken DO Probs & Transmitter shown.
But the notes, in the upper right corner, do not tell us to replace them. Please confirm this.
Answer. The DO probes and transmitters will be supplied by the aeration equipment manufacturer to be installed by the Contractor per manufacturer instructions. Refer to Note 1 on M105.
5. Revision. The following revision to be incorporated into the Technical Specifications:
1. Replace Section 01 20 00 – Measurement and Payment in its entirety with Attachment A: Section 01 20 00 – Measurement and Payment, Revised Addendum 2.
6. Question: What is the protocol for arranging additional site visits?
Answer: Contractors can schedule a site visit to Sweetwater Creek WWTP by coordinating with Vivi Nguyen, Hazen (vnguyen@hazenandsawyer.com) and Harold Green, WSA (hgreen@ddcwsa). Site visits must be scheduled in advance, will be no longer than 1 hour in length, no questions will be answered at the visit, and visits must be completed by September 25, 2023.
Invitation for Bids originally issued on August 30, 2023, shall remain in full force and effect, except as specifically modified by Addendum 1 and 2
