About this file

This is a Measurement and Payment specification document (Section 01 20 00) for the Sweetwater Creek Wastewater Treatment Plant (WWTP) Aeration Basin Upgrades project, issued as Addendum 2 on September 18, 2023. The project involves concrete rehabilitation work on Aeration Basins No. 1 and No. 2, and Secondary Clarifiers No. 1 and No. 2, including repairs to floors, walls, beams, and top slabs. The contract includes both lump sum work items and unit price items. Unit price items encompass various concrete repair methods, including crack repairs using cementitious surface seals, epoxy injection, and waterproof injection grout; concrete spall repairs; construction joint repairs; formed spall repairs; cement-based textured coatings; and expansion joint repairs. The Engineer and Contractor must jointly inspect and evaluate the basin and clarifier concrete elements to determine the extent of rehabilitation work before repair material application begins. Measurement of volumetric repairs follows cross-sections taken every one foot along the length of affected areas, with concrete repair thickness measured at six-inch vertical increments.

Compensation for all services, materials, and equipment is included within the stipulated lump sum and unit price bid items, with no separate payment for temporary works, bonds, insurance, or other contract requirements. The contract includes a Material Testing Allowance to reimburse the Contractor at cost for third-party testing agencies and certified coatings inspectors complying with Association for Materials Protection and Performance (AMPP) standards; retesting due to failed initial tests is at the Contractor's expense. An Unforeseen Conditions Allowance provides funds for additional work authorized by the Owner through written Work Change Directives (WCDs), which must be fully executed before work commences. The Engineer's estimated quantities for unit price items are approximate only and are provided for bid comparison purposes; the Owner reserves the right to increase, decrease, or eliminate quantities as deemed necessary, with no adjustment to unit bid prices resulting from quantity changes.
