CA anticipates consuming approximately 200 to 300 tons of bulk rock salt and 12,000 gallons of liquid brine solution annually, with delivery on an as-needed basis to the CA Community Operations Center at 9450 Gerwig Lane, Columbia, Maryland. All products must meet or exceed ASTM Specification D 632. Bids are due on Tuesday, September 22, 2026, at 2:00 pm via the PlanetBids e-procurement portal. Delivery must be completed within 48 hours of CA's request, and the successful contractor must provide contact information for scheduling purposes.
Pricing must be quoted on a per-ton basis for bulk rock salt (based on 20-ton truck deliveries) and per-gallon basis for liquid brine solution (based on 2,500-gallon deliveries), all FOB Destination and inclusive of State of Maryland sales tax, delivery charges, and estimated delivery time. CA reserves the right to award the base bid for bulk rock salt only, both the base bid and the alternate for liquid brine solution, or to make independent awards for each product to different vendors to ensure adequate supply and competitive pricing. Pricing shall remain firm for the initial contract term; renewal pricing may be adjusted based on Consumer Price Index changes, capped at three percent annually with supporting documentation. CA established a procurement goal to award 23 percent of eligible contract dollars to Minority Business Enterprises, Women-Owned Business Enterprises, and Disabled-Owned Business Enterprises, and vendors certified by the State of Maryland, Howard County, or the City of Baltimore should provide certification documentation with their bids.
