The specification establishes comprehensive health, safety, and environmental compliance requirements that all contractors, subcontractors, suppliers, and employees must adhere to throughout contract performance. The document outlines mandatory general health, safety, and environmental requirements applicable to Authority property, bus yards, and rail facilities, including compliance with all applicable federal, state, and local regulations. The contractor must designate a qualified Health and Safety Representative prior to work commencement and conduct hazard evaluations for all work activities, with documented scope planning to identify and implement appropriate control measures. The contract term is three years with a total budget of $175,230 and is classified as a Prevailing Wage Contract.

The specification requires contractors to assume primary responsibility for identifying, preventing, and correcting all health, safety, and environmental hazards associated with their work, including those affecting employees and subcontractors. Contractors must provide all necessary tools, equipment, and safety protective devices and ensure immediate notification to the Authority's designated representative of any incidents, including property damage, recordable injuries, environmental incidents, and regulatory agency inspections, with written preliminary reports submitted within 24 hours of serious incidents. The contractor must comply with all federal, state, county, municipal, and local environmental laws governing noise, air quality, water quality, stormwater, hazardous materials, contaminated soils, and cultural resources. Repeated unsafe acts, serious safety violations, or noncompliance may result in corrective action up to and including work suspension, site removal, or contract termination at the Authority's sole discretion.
