About this file
This is Addendum No. 1 to an Invitation to Bid (IFB) issued by the City of Danville, Virginia for the Brookview Road Transmission Pole Access Road project. The addendum addresses questions and clarifications submitted by bidders regarding the project scope, specifications, and requirements. The project involves construction of an access road off Brookview Road to existing electrical transmission poles, including grading, drainage structures, curb and gutter installation, paving, erosion control, and site stabilization work. The pre-bid meeting was held on September 17, 2026, and was encouraged but not mandatory. The Notice to Proceed is expected in late October 2026, with substantial completion required within 195 days and final completion within 210 days from NTP to accommodate winter construction conditions. Sealed bids were due October 8, 2026 at 2:00 p.m.
Key clarifications provided in the addendum include confirmation that VDOT prequalification for bridge construction and the Dan River Falls public access maintenance requirements do not apply to this project and have been deleted from the IFB. Liquidated damages are assessed at $500 per calendar day for delays beyond scheduled completion. All excavation work, including rock excavation and removal, shall be bid as unclassified on a lump-sum basis, with bidders responsible for estimating effort and obtaining necessary information for pricing. The City has obtained Erosion Control and Stormwater Management approvals; a USACE permit for temporary stream impacts is in progress. Contractors must obtain City permits for Land Disturbance, Storm Drain, and Curb Cut work and coordinate with the Public Works Department. The contractor is responsible for preparing an as-built survey by a Virginia Licensed Professional Land Surveyor in PDF and DWG formats. Rip rap outlet protection shall be installed to 40 inches or to bedrock, whichever is shallower. Contractors must maintain a minimum 20-foot clearance from energized transmission lines and are liable for any accidental damage to Brookview Road during construction.

Answer: Delete Invitation to Bid Section 4.7, as VDOT prequalification for bridge construction/installation does not apply to this project.
• Section 4.9 requires maintaining access to “Dan River Falls and adjacent public areas.”
Please confirm whether that applies to Brookview or is also template language.
Answer: Delete invitation to Bid Section 4.9.5, as maintaining access to Dan River Falls and adjacent public areas does not apply to this project.
• The IFB states liquidated damages of $500/calendar day in Sections 1.8 and 4.2, while the bid language on page 23 states $250/day. Please confirm the controlling amount.
Answer: The owner will assess $500 per day liquidated damages for each calendar day beyond final completion.
• Section 4.10 requires foreseeable rock excavation/removal/disposal to be included in the lump-sum base bid, while Section 4.11 states no geotechnical/subsurface assessment is available and Section 3.26 provides for differing/concealed conditions. Please clarify how unforeseeable rock/subsurface conditions will be handled for payment/change-order purposes.
Answer: As stated on sheet G-002 of the IFB plan set and under section C of the Bid Form, project excavation shall be bid as unclassified. Estimation of the level of effort needed to perform the excavation needed for the

• Section 5.0 references the permit-review plans titled IFB-26-27-015- 25.03512_COMBINED FOR PERMIT REVIEW 08-17-2026_SS-Plans.pdf. The current bid posting is only exposing the bidding-document PDF on our end. Please confirm where the full plan set can be downloaded and whether it is part of the controlling bid documents.
Answer: The full plan set should be available to be downloaded. Please reach out to the City of Danville Purchasing Department for any questions regarding difficulties downloading the construction documents.
• Confirm the current addenda list and whether the September 17 pre-bid agenda/attendee sheet is the latest project update.
Answer: All documents requested above are provided as a part of this addendum. See the attached pre-bid agenda/notes and pre-bid meeting attendees list.
• Provide a permit matrix identifying which City, DEQ, USACE or other permits are already secured versus contractor-obtained, including responsibility for fees and schedule impacts.
Answer: The following permits have been obtained/applied for during the design phase:
• Erosion Control and Stormwater Management construction drawings have been fully approved by the City of Danville.
• While disturbance of the existing stream channel is not allowed, USACE permit for temporary impacts to the existing stream is in progress and expected to be approved prior to the NTP.
The following permits are the contractor’s responsibility to obtain. Prior to beginning work, the city has asked that the contractor coordinate with Mike Huggins with the Public Works Department in regards to the necessary permits required in addition to those listed below.
• City of Danville - Land Disturbance Permit
• City of Danville - Storm Drain Permit

• Confirm whether the solicitation's VPAT/WCAG accessibility requirement applies to this civil construction scope.
Answer: The IT language does not apply to this project.
• Define the required as-built survey deliverable and format, and confirm whether it must be prepared/sealed by a Virginia-licensed surveyor.
Answer: The contractor shall be responsible for an as-built survey provided by a Virginia Licensed Professional Land Surveyor that includes the underground stormwater BMP. The survey should be provided in PDF and DWG formats.
• Identify coordination, staging and access restrictions for the City or utility's transmission-pole work during the access-road construction.
Answer: The intent is for the project to be completed prior to the removal of the existing poles. The finished access road will be used by the City of Danville Utility Department to perform the pole replacement work.
• Confirm the measurement/payment basis for unsuitable material or undercut, excess spoil, and clearing/grubbing debris when disposal or replacement is required.
Answer: As stated on sheet G-002 of the IFB plan set and under section C of the Bid Form, project excavation shall be bid as unclassified. Estimation of the level of effort needed to perform the excavation needed for the project based on the information provided is the bidder’s responsibility, as
• Sheet c-501:
Show some details for Pipe Rail Gate.
Is this a custom built item or a spec gate? If it is a spec gate can a manufacturer and model be given?
If it is custom built will basic pipe and simple hinges be sufficient? The drawing seems to have “manufactured” components shown..
Answer: The pipe rail gate will be pre-manufactured and shall meet the specifications defined on sheet C-501. The contractor shall submit a shop drawing of the manufactured gate to the engineer for approval prior to ordering.
• On a recent site visit and observation of the creek bed in the outlet there is obvious bedrock exposed in the creek bed.
The elevation of the creek is not clearly shown on the plans.
The following are related to this:
o Sheet c-102, c-104
4 | P a g e
Invert of the headwall is shown At 431.00
Typical Vdot head wall footing is 18”, pipe thickness 5”-6”, bedding 4-6” that would put excavated elevation @ 429.5+/-
I am assuming this is not flexible if rock is encountered.
Answer: The project is to be bid as is. Following the notice of award, value engineering opportunities may be discussed.
o Sheet c-102
The outlet protection adjacent to creek shows rip rap at a depth of 40inches.
This would put the excavated elevation at 427.67. can the depth of rip rap be lessened if rock is encountered?
Answer: Rip rap depth to be provided at a depth of 40 inches or to bedrock, whichever is shallower.
• Can a line item for rock excavation be included in the bid?
Answer: As stated on sheet G-002 of the IFB plan set and under section C of the Bid Form, project excavation shall be bid as unclassified. Estimation of the level of effort needed to perform the excavation needed for the project based on the information provided is the bidder’s responsibility, as
• Please confirm if attendance at the pre-bid meeting was mandatory?
Answer: The pre-bid meeting attendance was encouraged but not mandatory.
• Do we expect to have any clearance issues for the construction equipment in relation to the overhead electrical lines?
Answer: Working clearances around the Transmission Line are subject to OSHA, Danville Utilities, and other regulatory requirements, such as VOSH. It is the contractor’s responsibility to verify they are meeting all required internal and external safety and regulatory requirements. At a minimum, contractor shall not encroach closer than 20 feet upon any part of an energized transmission line.
• Has the City discussed any delays regarding some site work items with the understanding that freezing temperatures are possible given the construction timeline?
Answer: The Notice to Proceed should be issued in late October.
Substantial completion is extended to 195 days after NTP, and final
5 | P a g e completion is extended to 210 days after NTP to address concerns with performing the work during the winter months.
• Has the City and/or the engineer thought of any alternatives for the surface course pavement?
Answer: The asphalt is expected to be a permanent condition.
Adjustments to the asphalt pavement section have been provided with the introduction of a binder course (I19B). The attached heavy duty pavement section detail will replace the pavement section originally provided on plan sheet C-501 in the IFB drawings.
• In the event of accidental destruction on Brookview Road, who is liable for the repairs?
Answer: The contractor will be held responsible for any necessary repairs along Brookview Road.
• Has the City considered bidding the project as unit price in lieu of lump sum?
Answer: The project will be bid as lump sum.
