Summary of IFB 26-013-RM Addendum #2

This is Addendum #2 to an Invitation for Bid issued by KUA (Kissimmee Utility Authority) in Florida for a Monarch System Software Upgrade with Site Acceptance Test. The addendum, issued December 3, 2025, by Jennifer Grieves, provides clarifications and answers to seven bidder questions regarding system configuration, database migration, remote access, operating system preferences, interface scope, workstation build approach, and project workflow responsibilities. The project involves upgrading an OSI Monarch system configuration utilizing eight servers (DEV1, CORP1, and six additional servers across ECC and BUCC environments) with data migration requirements including approximately 250 GB of Chronus historian data covering three years and an 80 GB MSSQL database. The bidder will configure the Monarch system and support Factory Acceptance Testing (FAT), while KUA will provide server and workstation virtual machines, IT minimum configuration, third-party software installation, and remote access via Teams. The final system will be transferred to KUA for on-site staging, Site Acceptance Testing (SAT) with KUA hands-on keyboard operation supported by the bidder, and on-site cutover.

KUA will provide all third-party software, including MSSQL Server, and has confirmed preferences for Windows Server 2022 and Windows 11 Enterprise for workstations built from scratch. The bidder is responsible for no additional third-party interfaces beyond the ICCP interfaces already listed in the solicitation. This addendum supersedes all verbal or other instructions previously given to qualified proposers and must be acknowledged and returned with the bid response. The cost implications and configuration responsibilities outlined in this addendum are incorporated into the fixed-price bid pricing and represent modifications to the original solicitation documents.

I. QUESTIONS

Q1. System: Please confirm that there will be eight (8) servers for OSI monarch configuration including DEV1, CORP1, ECC (DAC1, HIS1, ICCP1), and BUCC (DAC2, HIS2, ICCP2). If so, please confirm DC1, DC2, vCenter Server will not require any Bidder configurations.

A1. Confirmed, we can use the existing AD servers DC1 and DC2.

Q2. Database Sizing: For the Historian migration (3 years Chronus/13 months SQL), what is the approximate size (in GB/TB) of the data or SCADA points quantity to be migrated? For the Chronus migration, will it be from Chronus to Chronus Express, and if not, which products are included in the migration? For the SQL migration, will it be from MSSQL to SQL?

A2. Chronus data is about 250 GB of data for 3 years and MSSQL is an 80Gb Database.

Q3. Remote Access: What remote access will be provided for configuration work or troubleshooting with the KUA system on-site with an air gap (i.e. Teams, etc.)?

A3. Teams.

Q4. OS: Do you prefer Windows Server 2022 or Windows Server 2025?

A4. 2022.

Q5. Interface Scope: Aside from the ICCP interfaces listed, are there any other third-party interfaces (e.g., MultiSpeak, metering, billing, RTO/ISO, etc.) that the Bidder will be responsible for configuring or testing?

A5. No.

Q6. Workstations: Will the bidder build the workstations from scratch or start with an existing workstation to upgrade?

A6. From scratch running Windows 11 Enterprise.

Q7. Build Approach: Please verify the following statements/assumptions or denote any discrepancies.

KUA will provide server and workstation VMs, complete IT minimum configuration, install 3rd party applications, and ship VMs to Bidder. Bidder will complete monarch configuration and support FAT testing.

The system will then be transferred to KUA for on-site staging, SAT testing with KUA hands-on keyboard (with Bidder assistance), and on-site cutover.

A7. I agree with this approach. KUA will provide all 3rd party software such as MSSQL Server.

Bidder(s) must acknowledge receipt of this amendment by signing this form below and returning it with your bid response.

Acknowledgment is hereby made of Addendum #2 to project IFB 26-013-RM Monarch System Software Upgrade with Site Acceptance Test.
