About this file
This document is Addendum #3 for Invitation for Bid (IFB) No. 24/25-07 for the 2nd Street Streetscape Improvements project issued by the City of Sanford, Florida Finance Department's Purchasing Division. The addendum modifies the original bid solicitation by extending the bid due date from January 14, 2025, to January 30, 2025, and adjusting the Q&A deadline to January 21, 2025. The addendum addresses several technical questions from potential bidders, including clarifications on irrigation system specifications, conduit and wire compensation, festoon lighting pay item, and electrical panel configurations.
The addendum includes revisions to the bid form and specifications, specifically adding a new pay item (Line No. 43) for Festoon Lighting and modifying specifications for event receptacles and conduit. The document provides detailed instructions for bidders, including requirements for acknowledging the addendum and submitting necessary documentation. Key changes involve electrical components, such as specifying that the lighting control cabinet is to be new, and providing guidance on handling existing brick pavers, including contractor responsibilities for palletization and delivery of unused pavers to the City of Sanford storage yard.

B. The Owner reserves the right to alter the Drawings, modify incidental work as may be necessary, and increase or decrease quantities of work to be performed to accord with such changes, including deduction or cancellation of any one or more of the Pay Items. Changes in the work shall not be considered as a waiver of any conditions of the Contract nor invalidate any provisions thereof. When changes result in changes in quantities of Work to be performed, the Contractor will accept payment according to Contract Unit Prices that appear in the original Contract.
C. Quantities necessary to complete the work as shown on the Drawings or as specified herein shall govern over those shown in the Proposal. The Contractor shall take no advantage of any apparent error or omission in the Drawings or Specifications, and the Engineer shall be permitted to make corrections and interpretations as may be deemed necessary for fulfillment of the intent of the Contract Documents.
D. The Engineer will make measurements and determinations as necessary to classify the work within pay items and determine the quantities for pay purposes;
such decisions will be final after 3 days if the Contractor does not submit a written notice as defined in the following paragraph.
E. If the Contractor differs with the Engineer's classification of the Pay Items or determination of quantities of the Pay Items, he must notify the Engineer in writing within 3 days of the time that the Contractor is informed of the Engineer's decision. Otherwise, the Owner will not consider any such difference as a claim for payment.
F. Failure on the part of the Contractor to construct any item to plan or authorized dimensions within the specification tolerances shall result in: reconstruction to acceptable tolerances at no additional cost to the Owner; acceptance at no pay;
or, acceptance at reduced final pay quantity or reduced unit price, all at the discretion of the Engineer.
01270-2
G. Work shall not be considered complete until all testing has been satisfactorily completed and the item of work has demonstrated compliance with plans and specifications.
H. A preliminary monthly application for payment shall be submitted to the
Owner/Engineer for review five (5) days prior to the submittal for approval of the Contractor's monthly payment request.
I. Where FDOT pay item numbers are shown on the bid form, they generally follow
FDOT pay item number formatting; however, they are only provided in order to use them for pay application purposes. FDOT pay item descriptions do not apply;
