About this file

This is a Subcontracting Plan submittal form for the City of Austin, Texas, applicable to Invitation for Bid (IFB) 2200 JRN1044. The document establishes the framework for subcontractor use under the contract, specifying that subcontracting is optional and requires City prior written approval. No Minority and Women-Owned Business Enterprises (MBE/WBE) subcontracting goals have been assigned to this contract. The Austin Small and Minority Business Resources (ASMBR) determined that insufficient subcontracting opportunities and/or availability of certified MBE/WBE firms precluded the application of subcontracting goals. The City encourages contractors to utilize certified Small Business subcontractors, including MBE/WBE entities, whenever feasible and directs interested parties to the Small Business Program resources on the City of Austin's website for a list of recognized certifications.

The form provides three blank templates for contractors to identify proposed subcontractors, requiring completion of fields including subcontractor name, vendor ID code, contact information, subcontract amount and percentage, goods or services to be provided, and relevant experience. For subcontractors recognized as Small Businesses, contractors must include certifying entity information, certification type, certification number, and expiration date. Any changes to approved subcontractors require submission of a revised form to the City for approval prior to implementation. The document governs compliance with City Code Chapters 2-9A and 2-9B regarding the MBE/WBE Procurement Program.

In accordance with the City of Austin’s Minority and Women-Owned Business Enterprises (MBE/WBE) Procurement Program (Program, Chapters 2-9A and 2-9B of the City Code and MBE/WBE Procurement Program Rules), this Contract was reviewed by Austin Small and Minority Business Resources (ASMBR) to determine if MBE/WBE Subcontracting Goals could be applied. Due to insufficient subcontracting opportunities and/or insufficient availability of MBE/WBE certified firms, ASMBR has assigned no subcontracting goals for this Contract.
