About this file
This is a Question and Answer Sheet for IFB 2017_0160, issued by Colorado for the Pipe and Steel Conduit Liner project at Willow Creek Dam in Steamboat. The document addresses three key inquiries from potential bidders regarding project specifications and requirements. The primary products requested include 66-inch OD liner pipe with a maximum length of 20 feet per section, which must be supplied in these shorter lengths to meet project specifications despite bidders' requests for longer sections to reduce field welding requirements. The project requires extensive quality assurance and testing protocols to be implemented during the manufacturing and construction phases.
The document establishes rigorous inspection and testing standards for all shop welds, mandating 100 percent radiographic testing of all longitudinal, circumferential, and spiral butt welds conducted according to ASME Boiler and Pressure Vessel Code, Section V, Article 2, with acceptance criteria governed by ASME Code Section VIII, Division 1, UW-51. Additionally, 100 percent magnetic particle examination is required for all butt welds and fillet welds, with visual inspection of all shop welds per ASME Code Section V, Article 9. The conduit manufacturer is responsible for providing and shop-welding the installation plate to Pipe Piece Mark No. 1 as specified in the project drawings, eliminating any ambiguity regarding manufacturing versus installation contractor responsibilities for critical components.

IFB1 2017*0160 - Question and Answer Sheet
1) I am looking at the 66” OD liner pipe shown on the attached. Our shop does not have spiral weld capabilities, and therefore are not competitive in price with shops that have spiral weld capabilities. To be able to offer an attractive bid would it be possible for us to supply 60’ lengths as opposed to the 20’ lengths shown to decrease the amount of field welding required?
Answer: No, pipe lengths longer than 20 feet will not be accepted for this project.
2) Section 05510, Steel Conduit Liner, 2.3, A, 2 “…provide x-ray testing of all shop welds.”
Please clarify whether x-ray is 100% or spot and what specification or code would govern.
Answer: All shop longitudinal butt welds, circumferential butt welds, and spiral butt welds shall be inspected with 100 percent Radiographic Testing. Radiographic examination shall be conducted per the requirements of ASME Boiler and Pressure Vessel Code, Section V, Nondestructive Examination, Article 2. The governing code covering radiography shall be the ASME Boiler and Pressure Vessel Code, Section VIII, Pressure Vessels, Division 1, UW-51.
In addition, all shop longitudinal butt welds, circumferential butt welds and spiral butt welds shall be inspected with 100 percent magnetic particle examination. The examination of pressure retaining components shall be conducted per the requirements of the ASME Boiler and Pressure Vessel Code, Section V, Nondestructive Examination, Article 7. Acceptance Criteria shall conform to the requirements of Appendix 6 of the ASME Code, Section VIII, Division 1.
All Shop fillet welds shall be inspected with 100 percent magnetic particle examination.
All shop welds shall be visually inspected in accordance with Article 9 of the ASME Code Section V.
3) Drawing S6, Detail B/S6: Is the intention to have the Conduit Manufacturer provide the installation plate or is this the responsibility of the Installation Contractor? Drawings Attached.
Answer: The installation plate is to be provided by the Conduit Manufacturer and shall be shop welded to Pipe Piece Mark No. 1 as shown on the Drawings.
