About this file
This is Addendum No. 3 to Solicitation IFB 1500 MHR1020 issued by Austin Financial Services—Central Procurement for the City of Austin, dated September 3, 2026. The solicitation addresses cleaning and sanitation services for biological and environmental waste removal from public areas, rights-of-way, alleys, parks, and encampments across multiple city departments. The contract term consists of an initial 12-month period with four additional optional 12-month extensions, clarifying a discrepancy in the original solicitation documents that referenced differing contract structures. Vendors must demonstrate capacity to provide their own personnel and operational resources sufficient to perform all scope of work requirements, and all personnel performing work must comply with the City of Austin Living Wage requirement, currently mandated at $22.05 per hour effective October 2025.
Key regulatory and operational constraints identified in this addendum include the prohibition of waste disposal at the WM—Austin Community Landfill located at 9900 Giles Lane, Austin, Texas 78754, per Austin City Council policy direction from February 20, 2020. Contractors must obtain TCEQ medical-waste transporter registration under 30 TAC 326.53 with no exemptions available for transporting untreated waste. The addendum notes this is a new solicitation without historical data regarding project timelines, waste quantities, tonnage, labor hours, or service frequency. Notably, Addendum No. 3 leaves unanswered the pricing methodology for roll-off dumpster services, including provision, delivery, servicing, hauling, and removal costs, pending city clarification on whether these costs should be incorporated into existing line items or addressed through separate pricing line items. Offerors must acknowledge receipt of this addendum and return one signed copy with their bid response prior to the solicitation closing date.
