About this file
This is an Invitation for Bid (IFB) spreadsheet for the City of Houston's cleaning and sanitation of biologicals contract, involving multiple city departments requiring biohazard and environmental waste removal services. The contract seeks a qualified contractor to clean, remove, transport, and dispose of biological and environmental waste, as well as contaminated materials from public areas, rights-of-way, alleys, parks, and encampments across the city. The initial contract term is 24 months with three optional 12-month extension periods, allowing for potential continuation through performance-based renewals. The solicitation includes detailed line items and specifications for the scope of work required across multiple departments and service locations.
The pricing structure and financial terms are established through the bid spreadsheet, which outlines the cost requirements and payment mechanisms for the requested services. The contract is subject to city procurement regulations and may include set-asides for small businesses or disadvantaged vendors as applicable to Houston's contracting policies. Bidders are expected to demonstrate experience in hazardous waste removal, proper disposal certifications, and compliance with environmental and occupational safety regulations. The award is contingent upon bid evaluation based on cost, qualifications, safety protocols, and past performance capabilities in handling biological waste remediation.

Be advised that altering the Pricing Submittal Sheet or taking exceptions to any portion of the solicitation may jeopardize acceptance of your Offer.
The quantities noted below are estimates and not a guarantee of actual volume. The City does not guarantee the purchase of the quantities listed, actual purchases may be more or less. Quantities are provided as a guide based on historical or anticipated usage. Order quantities will be as-needed and specified by the City for each order.
A bid of "0" (zero) will be interpreted by the City as a no-charge (free) item and the City will not expect to pay for that item. A bid of "no bid" or no response (space left blank) will be interpreted by the City that the Offeror does not wish to bid on that item. Be advised, a "no bid" or no response may be considered as non-responsive and may result in disqualification of the bid.
Prices offered on the Pricing Submittal Sheet shall be all inclusive of fees not expressly allowed in the scope of work. The Offeror shall not charge separately for administrative, overhead, per diem, preventive maintenance, and shipping or transportation costs (travel time, fuel surcharges, mileage, stop-fee, etc.) to deliver services or items to the Austin, Texas area. The Offeror shall provide all tools, labor, travel, and equipment necessary to perform the services required under this contract.
