About this file

This is a Design Basis document prepared for the State of California Military Department detailing the design requirements for the replacement of the parking lot at Headquarters Hill, Camp Roberts in Monterey County, California. The project encompasses the demolition and removal of the existing pavement and replacement with new parking infrastructure, lighting, and underground utility upgrades. Cannon, serving as the prime design contractor with subconsultants Earth Systems Pacific (geotechnical engineering), will provide Type A and B phased design services over a 276-calendar-day period commencing September 29, 2020, and concluding July 30, 2021. The design schedule includes five review phases (A-I through B-III) with corresponding submittal milestones at 10%, 35%, 65%, 95%, and 100% design completion, scheduled between November 2020 and July 2021. A mandatory pre-bid job walk is required on September 14, 2026, at 10:00 AM at Camp Roberts; prospective bidders must arrive 15 minutes early and remain for the entire walk or risk disqualification. Questions must be submitted by September 17, 2026, at 5:00 PM, with bid submissions due September 24, 2026, at 2:00 PM and bid opening at 2:15 PM the same day.

The design must comply with Unified Facilities Criteria (UFC) standards including UFC 3-201-01 (Civil Engineering), UFC 3-220-01 (Geotechnical Engineering), UFC 3-250-01 through 3-250-11 (Pavement Design), and Army National Guard design guides. Key project requirements include replacing approximately 5.0 to 8.5 inches of existing asphalt concrete using full-depth reclamation with cement and adding 3.0 inches of hot-mix asphalt, with a 25-year design life and traffic index of 4.0. The project includes replacement of existing asbestos waterlines and sewer laterals, addition of storm drainage infrastructure, ADA-accessible parking spaces, new electrical lighting with LED conversion, and preservation of the existing southern flagpole island. Prime contractors must possess either a Type A General Engineering Contractor license or Type B General Building Contractor license plus a C-22 Asbestos Abatement License. All submittals prior to final design require four copies sent to specified state offices, with final design deliverables including three sets of full-sized drawings, three copies of specifications and construction estimates, and one compact disc with CADD and PDF files.

State of California Military Department

Camp Roberts Headquarters Hill Parking

Design Basis Documentation State of California – Military Department Camp Roberts Headquarters Hill Parking Last Submitted: 7/15/2021

Project #: 150117.22 Printed: 8/5/2021

Background and General Description:

The existing parking lot serving Camp Robert’s Headquarters Hill is nearing the end of its useful life and needs to be replaced. The intent of this project is to design plans for the demolition and removal of the existing pavement and the replacement of such, with the addition of new lighting and other features.

Furthermore, the project will take advantage of the pavement removal to perform upgrades to underground utilities, such as the replacement of the existing asbestos water pipes and the addition of lines for future fire water service.

Cannon will provide type A and B phased services to investigate the existing conditions and design a parking lot replacement, including the upgrading of the underground utilities. The existing southerly island in the parking lot that contains the flagpole was recently renovated and will need to be preserved as part of the plan.

(SOW) Design must comply with the following Unified Facilities Criteria (UFC) at minimum:

o UFC 3-201-01, Civil Engineering, with Change 3 o UFC 3-220-01, Geotechnical Engineering o UFC 3-250-01, Pavement Design for Roads and Parking Areas o UFC 3-250-03, Standard Practice Manual for Flexible Pavements o UFC 3-250-04, Standard Practice for Concrete Pavements, with Change 2 o UFC 3-250-11, Soil Stabilization and Modification for Pavements o UFGS, United Facilities Guide Specifications

Request for Information from Cannon (RFI 2021-1-14) Are we to replace the parking lot extending down Headquarters Hill east of the main access road and around Building 113?

o No. (RFI Response 2021-3-11)

Should the northern island in the existing parking lot be removed, made solid concrete, and/or have a picnic area added?

o Remove island at north end which will allow for the addition of additional parking spots.

Is there any more information on the locations of the existing waterlines behind and between

Buildings 105 and 104?

o No.

Are we to replace the existing sewer laterals?

o Yes.

Geotechnical (A-I) The geotechnical engineering report from Earth Systems dated December 30, 2020, contains recommendations for the design of new pavement and utility trenches.

The existing pavement consists of 5.0 to 8.5 inches of asphalt concrete in two layers and no aggregate base.

The R-value of the existing soil is 32.

(B-I) Client asks for a 25-year design life with a traffic index of 4.0.

Full depth reclamation with cement (FDR-C) will be applied. 3.0 inches of hot-mix asphalt will be added on top of the FDR-C.

Civil (KM) Collect storm runoff with additional drain inlets and convey it to existing storm systems.

Add curb, gutter, and sidewalk with provisions for future installation of ADA access to buildings.

Add signs to designate who can park where (i.e., privately-owned vehicle versus tactical). Non-standard signage will be provided by the base.

Designate ADA accessible parking, including van-sized spaces. Possibly four spaces in two sets.

(A-I) Preserve the existing southern island.

The existing asbestos waterlines are to be replaced and abandoned per code.

Stub out waterlines for future fire water such that a loop might be constructed outside of the buildings in the future.

Relocate without replacing the existing fire hydrants.

Add concrete aprons between every other building.

Use thermo-plastic striping for parking spaces, crosswalks, etcetera.

Create a parking area for tactical vehicles southeast of Building 101.

Replace approximately 100’ of the road leading behind Building 101 from the main road.

The main road to Headquarters Hill will not be replaced where it has been recently resurfaced.

(A-II) For tactical vehicle parking, cut an entrance in the existing curb, add an apron, a sign, and one light, and make the area gravel.

Fortify the outlet of the drainage with riprap.

Adjust manholes to grade without replacement.

(B-I) Replace existing sewer laterals and mains up until the manhole in front of Building 109.

Electrical (A-I) Add masted lights, with the possibility for electric vehicle charging stations.

Replace the existing flagpole lights with LED and add electrical outlets.

(B-I) Interior electrical room photos in Building 109 provided by Vince Hindley.

Existing interior panel is not per code (NEC 110-26, working spaces).

New light connection options: 1) Connect to an existing lighting pull box, with no outlet capabilities and no separate circuit protection. 2) New exterior panel with design for outlets and individual circuit capabilities.

Miscellaneous Notes (A-II) Separate costs into sustainment versus modernization.
