About this file
This document is an Addendum to an Invitation for Bid (IFB) solicitation issued by the California Department of Water Resources (DWR) for Safety Training Courses for Division of Engineering employees. The IFB outlines the specific scope of work, including the types of safety training courses required, the anticipated number of participants, and the locations where the training will be conducted. The document provides answers to technical questions submitted by prospective bidders, addressing topics such as course format, pricing structure, lead times, and CDPH certification requirements.
The pricing structure includes per student rates for both contractor facility and virtual instructor-led courses, as well as per class pricing for private courses conducted at DWR locations. The bid sheet requires bidders to provide pricing for each course, with a zero-dollar bid interpreted as the bidder's agreement to perform the services at no cost to the state. DWR clarifies that travel expenses should be included in the pricing for each location, and that the contract will be awarded to a single contractor.

INVITATION FOR BID
ADDENDUM # 1
ANSWERS TO TECHNICAL QUESTIONS
SOLICITATION # 10204655
NOTICE TO PROSPECTIVE BIDDERS
November 13, 2024
To All Prospective Bidders:
DWR received the following question(s) for IFB No. 10204655 for Safety Training Courses for Division of Engineering employees.
Q1. Specifically, what type of vocational training are you looking for?
A1: Safety Training. Please refer to Exhibit A, Scope of Work, pages 33 & 34 of the Invitation For Bid solicitation.
Q2. Are the listed site locations "potential" training locations, or "definite" training locations for the desired training to be conducted?
A2: Definite training locations are sites where DWR will require group training.
Q3. How many participants are anticipated for these courses?
A3. 10-20 participants for group training.
Q4. How many (or which courses) would be in person?
A4. It depends on the type of course, scheduling, and availability. Typically, courses are taken online individually, or students are sent to the vendor’s facility, individually.
Q5. Would there be a minimum class size for in person (considering that the price break down is per person in different locations)?
A5. For courses at a DWR facility, the minimum participants would be 10.
Q6. What would be the ‘lead time’ for a scheduled in person class or virtual instructor led class?
A6. 4-6 weeks lead time.
Q7. What would be the ‘lead time’ for a private course at DWR locations?
A7. 4-6 weeks lead time.
Q8. Page 17, Column (B) is ‘per student’, while Column (D) through (H) does not indicate if that is a ‘per student’ rate or a flat fee regardless of class size. What would be the expectation here for pricing?
A8. Expectations for pricing in Column D is price per student, self paced. Expectations for pricing for Columns E through H would be pricing for courses at a DWR facility for 10-20 participants.
Q9. Exhibit A. Scope of Work 5. Deliverables – “Contractor will also provide CDPH certificates when applicable and invoice DWR at the current CDPH certification rate.”
Does pricing for CDPH Lead courses need to include the CDPH Certificate Application Fee, or can there be an additional line item for CDPH application fee as an “add on” cost?
A10. There can be an additional line item for CDPH certification fees as an add on cost when invoiced. The current bid sheet will remain the same.
Q11. IFB Reference: Attachment I, Paragraph 3 says “The bidder is required to bid each item. Failure to indicate a dollar amount in any item will be grounds to reject the entire bid. A zero-dollar ($0.00) amount listed for any and all items will be interpreted and understood by the State to mean that the bidder indicating a zero-dollar amount shall perform any such services, up to and including the quantity indicated, at no cost to the state.” For classes in Column (A) with “Online” in the title, can you please clarify how pricing should be indicated in Exhibit B, Attachment 1 Bid Sheet for Column (B) Per student at Contractor’s facility; Column (C) Virtual Instructor Led (Realtime); Columns (E-H) Private course at DWR location(s), as these are all in-person or live options.
A11. Column B pricing should be per student at Contractor’s facility.
Column C pricing should be per student for a real-time Virtual classroom.
Column D pricing should be per student for a self-paced online training.
Columns E-H pricing should be per class at a DWR facility for group training.
Q12. IFB Reference: Attachment I, Paragraph 3 says “The bidder is required to bid each item. Failure to indicate a dollar amount in any item will be grounds to reject the entire bid. A zero-dollar ($0.00) amount listed for any and all items will be interpreted and understood by the State to mean that the bidder indicating a zero-dollar amount shall perform any such services, up to and including the quantity indicated, at no cost to the state.” Furthermore, some of these classes are not available online or virtually per the course requirements – for example a 16hour Scaffold class requires hands on, and cannot be done virtually or online; Cal/OSHA does not allow Class I-II Asbestos classes to be done Virtually or Online – for classes that cannot be done virtually or online, how should that be indicated on the price sheet if a “$0” is not acceptable.
A12. A revised Bid Sheet will be posted shortly.
Q13. Exhibit B, Attachment 1 Bid Sheet does not indicate course hours or a min./max.
number of students per class, is this something the Vendor will be able to indicate on the price sheet? Or may a supplemental sheet with course duration, min. number of students, and max. number of students be included with our pricing? Some classes have a required instructor to student ratios.
A13. All courses must meet all regulatory requirements.
Q14. Exhibit B, Attachment 1 Bid Sheet, line item 24 Online Respirator Medical Evaluation, please note, this can only be provided as a per student cost, will that be acceptable?
A14. Yes.
Q15 Exhibit B, Attachment 1 Bid Sheet, line item 17 HA2COM - GH5 – can you please clarify if this is HAZCOM GHS?
A15. HAZCOM GHS is correct.
Q16. Is additional travel (mileage, per diem, hotel) billable for DWR locations? For example, Pearblossom and Oroville are over 50 miles each way from our Anaheim and Sacramento offices, respectively, and would require overnight travel.
A16. No. Mileage, per diem, hotel, and travel expenses should be included in pricing for each location.
Q17. Is this contract being awarded to one or multiple contractors?
A17. One contractor.
Q18. Exhibit B, Attachment 1 Bid Sheet, line item 25 Qualitative Respiratory Fit Testing– can you please confirm that DWR will be providing the student’s respirators? Please note, medical clearance is also mandatory for Fit Testing participants.
A18. DWR will provide students with respirators.
