About this file

This is an Indian Affairs Indian Economic Enterprise Representation Form used for federal contract opportunities set aside under the Buy Indian Act (25 U.S.C. 47). The form serves as a self-certification mechanism requiring offerors to declare that they meet the definition of an "Indian Economic Enterprise" (IEE) as specified in the Department of the Interior Acquisition Regulation (DIAR) Part 1480. Offerors must certify compliance with IEE requirements at three critical junctures: when submitting an offer in response to a written solicitation, at the time of contract award, and throughout the full contract term. Contracting Officers retain the authority to request additional documentation or proof of eligibility at any point during the acquisition lifecycle, including during pre-award and proposal evaluation phases.

The form requires offerors to provide specific information including the solicitation or sources sought number, project title, date of form submission, name of the federally recognized tribal entity, the legal business name, the Unique Entity ID (UEI), the name of the 51% or greater owner of the IEE firm, and a certifying signature with printed name. Submission of false or misleading information is subject to severe legal penalties, including violations under 18 U.S.C. 1001 for false statements and 31 U.S.C. 3729 to 3731 and 18 U.S.C. 287 for false claims related to contract performance.
