IDOT Fuel Specification Summary

This is a fuel specifications document issued by the Iowa Department of Transportation (IDOT) establishing requirements for qualified vendors to provide vendor-owned fuel tanks, Ultra Low Sulfur (ULS) diesel fuel, biodiesel additives, and winter and summer fuel additives to DOT locations throughout Iowa. The solicitation requires vendors to have five years of prior experience in fuel provision. IDOT seeks delivery of #1 and #2 ULS diesel fuel compliant with ASTM D975-23a standards, biodiesel additives (B100/B99 and B6-B20 blends) meeting ASTM D6751-23a and D7467-23 specifications respectively, and propane meeting ASTM D2163-23e1 standards. Biodiesel additives must be produced exclusively from vegetable oil feedstocks (soy, corn, or canola oil) with a cloud point of 36°F or lower; animal fat-based biodiesel is prohibited. Vendors must deliver double-wall storage tanks equipped with emergency vents, pressure vacuum vents, 30-gallon-per-minute pumps with high-volume metering, 17-20 foot hoses, automatic nozzles, and high-volume filter assemblies. Tank wagons must deliver 200 to 5,000 gallons within one working day of order receipt, between 7:00 A.M. and 3:30 P.M. Monday through Friday, excluding holidays.

Pricing is structured using the bulk loading Des Moines terminal daily rack average prices from DTN Corporation or equivalent service provider, plus a vendor-supplied bid margin covering markup, delivery, and overhead costs on an F.O.B. destination basis. The bid margin excludes federal and state taxes; dyed diesel is preferred to avoid tax liability charges. Separate line-item charges apply for the Superfund Surcharge (currently $0.00405 per gallon) and Federal LUST fee (currently $0.001 per gallon); the Oil Spill Liability Trust Fund excise tax expired December 31, 2025 and is no longer applicable. Vendors must obtain BQ-9000 certification from the biodiesel producer and provide certificates of analysis for biodiesel additives. IDOT intends to use 20% biodiesel blends when ambient temperatures permit; during November 1 through March 1, vendors shall contact the Garage Supervisor for alternative #1 and #2 diesel blend instructions. Vendors must register delivered tanks with the Iowa State Fire Marshal and submit Aboveground Storage Tank Plan Review Applications to the Iowa Department of Inspections, Appeals, and Licensing. IDOT assumes responsibility for replacement filters, hoses, nozzles, slab construction, barriers, electricity, and biannual tank testing; vendors retain responsibility for tank compliance with all state and federal codes and replacement of non-accident-related damage or leaks. The contract term is not specified in this document; vendors must remove all DOT properties within 30 days of contract expiration.

Vendor Knowledge of Blending Requirements for Biodiesel The U.S. Department of Energy NREL Biodiesel Handling and Use Guide Sixth Edition attached to this bid under the Buyer Attachments tab.

If you are unable to deliver biodiesel as ordered, you will need to contact the Garage Supervisor for further instructions. By contacting the garage supervisor of your situation, you will then be advised of the appropriate mixture of #1 & #2 Low Sulfur Diesel that location would like you to deliver instead.

Fuel Tank Specifications

• Double wall tanks should be clean when delivered. This means the tank is free from foreign material such as rust, sediment, water, and traces of products previously held by the tank.

• Tanks will need 2 emergency vents and a pressure vacuum vent.

• 30 gal/minute pump w/high volume meter, 17-20 ft. hose, high volume automatic nozzle w/shut off and high-volume filter head & assembly to work w/30 gal/minute pump.

• Vendor will be responsible for registering the delivered tank in their name with the Iowa State Fire Marshal and provide Iowa DOT with documentation. Vendor will also be required to submit an Aboveground Storage Tank Plan Review Application form with the Iowa Department of Inspections, Appeals, and Licensing (DIAL).

• Vendor will be responsible for meters, interstitial sensor, and pumps. Vendor will be responsible for replacement of any non-DOT accident-related damage or leaking fuel tanks.

Certification When signing a contract from this proposal, the successful bidder(s) is stating the blended fuel to be supplied during the contract period meets all the requirements stated in the Code of Iowa and DOT specifications.

BQ-9000 Producer Certification The successful bidder(s) will be responsible to supply the BQ-9000 certification for the producer of the biodiesel they will be providing for this bid. They can provide certification documentation with bid or ask for a provisional qualification while in the process of BQ-9000 Certification. Documentation as well as a phone number for a contact person from ISO will be required.

Bid Pricing The method used to obtain a delivered price for fuels/biodiesel additive is based on the bulk loading Des Moines terminal Daily Rack Average prices as quoted by the DTN Corporation or an equivalent service provider, plus a Bid Margin as provided by the bidder. Adjustments to the Daily Rack Average price shall be computed daily.

The total price of products delivered shall consist of the bid margin (markup and delivery price) plus the Daily Rack Average.

Margin (markup and delivery price) shall be an amount in dollars/cents per gallon. This cost shall include all bidder’s handling transportation/overhead costs and profit costs associated with the delivery of the fuel to each location listed.

The bid margin (markup and delivery price) is to be F.O.B. destination and shall NOT include Federal or State taxes. State exemption forms and Federal tax exemption number will be furnished to the successful bidders.

Dyed diesel is preferred to avoid any charges of state tax. No additional charge will be paid for undyed diesel.

Your bid margin should include any costs for dyed diesel.

The actual amount paid to the supplier will be adjusted to reflect market fluctuations. Bid prices will be adjusted up or down based on the "rack average" base price of the petroleum product for the Des Moines, Iowa terminal.

Terminal prices will be monitored and quoted by DTN Corporation of Omaha, NE, or an equivalent service provider. Daily rack average prices are received daily from DTN Corporation and then posted on the Iowa Department of Transportation Purchasing website at www.iowadot.gov/purchasing. A password is required to access this pricing. The awarded vendor should contact the Iowa DOT Purchasing Section at dot.purchasing@iowadot.us to request access.

Invoices will reflect your bid margin plus or minus the change in the "Rack Average" price. The delivery date shall determine the rack average day’s price to use. If the terminal that you bid your fuel to be pulled from cannot provide product due to outage, vendor will need to contact the contract administrator per agency to negotiate a freight differential that will be paid for the vendor to pull fuel from another terminal.

Oil Spill Liability Trust Fund (OSLTF) or Oil Spill Recovery (OSR) The OSLTF excise tax imposed under 26 U.S.C. §4611 expired on December 31, 2025. Congress has not reauthorized or reinstated this tax. As a result, the OSLTF excise tax is no longer in effect and may not be applied to any fuel transactions dated on or after January 1, 2026.

Superfund Surcharge This fee is currently $.00405/gallon and will NOT be included in the bid margin. This fee will need to be a separate line-item charge on the invoice. DOT will pay this amount on the diesel products, U87E10, CnvE- 15 and E-85 blends and will not pay it towards gallons of biodiesel since we order biodiesel in different mixes and the fee is different for all blends.

Federal LUST This fee is currently $.001/gallon and will NOT be included in the bid margin. This fee will need to be a billed as a separate line-item charge on the invoice.

RIN Value If the value of the RIN is substantially affected by an outside influence, such as a change in EPA policy or market factors, either the Supplier or state agency can initiate discussions to determine a fair and reasonable adjustment on margin prices. The RIN value as of the letting date will be used as the benchmark to evaluate margin changes for the first RIN change and all subsequent changes will be evaluated from the last RIN value change. An attribute has been added requiring all vendors to respond if they deal in “RINS” and would be able to allow for changes in bio-diesel margins per RIN value changes.

Certificate of Analysis for Biodiesel The successful bidder(s) needs to obtain and retain this information so that any authorized representative of the state shall have access to this information if requested. This only applies to Biodiesel additive B99.9/B100 and these documents will not be required for every invoice. This information needs to be held for 6 months beyond the life of the contract.

Monitor Sampling & Testing The contracting authority reserves the right to inspect blending plants and take samples of components and test to verify compliance. Also, random monitor samples of the blended fuel will be taken at various locations and tested to verify compliance.

DOT Fuel Requirements

Use of a 20% biodiesel blend is intended at DOT locations when ambient temperatures allow. It is recognized that deliveries occurring between November 1 and March 1 may not meet the temperature conditions required to support this blend. In instances where biodiesel blending temperature requirements cannot be met, the Garage Supervisor is to be notified. Upon such notification, direction will be provided regarding the #1 and #2 Low Sulfur Diesel blend to be delivered in lieu of the biodiesel mixture.
