About this file
This document is an Emergency Purchase Statement and Extension provided by the State of Illinois Chief Procurement Office for the Illinois Department of Juvenile Justice (IDJJ). The IDJJ seeks to continue 24/7 Communication Center and Monitoring Services through vendor Protocol until a new Request for Proposal (RFP) can be prepared and a responsive vendor acquired. These essential services include 24-hour monitoring and a web-based community supervision and management service in a call center environment, which are critical for the safety of staff, youth, and the general public. The initial contract was awarded as an emergency and this is a request to extend the contract until June 30, 2022 to allow time for a competitive bidding process to be completed.
The original emergency contract had a value of $70,000 and the extension request has an estimated cost of $177,776.60. The services to be provided remain the same as the original emergency contract. This is a continuous 24/7, 365-day operation that must be maintained. The extension is needed to properly secure a vendor through competitive bidding, as the previous joint procurement between IDJJ and the Illinois Department of Corrections (DOC) only received one bid at a cost higher than DOC found acceptable.

| TextField1: The Illinois Department of Juvenile Justice seeks to continue Communication Center and Monitoring Services through vendor Protocol until such time as it can prepare a Request for Proposal (RFP) and acquire a responsive vendor. These services are essential to the safety of staff, youth and the general public. These services are essential for any correctional organization, including the Department of Juvenile Justice. These services will include 24 hour monitoring and a web-based community supervision and management service all in a call center environment. The Department needs to continue these services to allow time for them to be properly procured under the State Procurement Code and become fully operational. |
| TextField2: The scope includes a control center as a 24-hour service that provides instant data on youth offender movements and processes parole documents. Service remains the same as the original emergency contract. This is a continuous 24/hour, 7 day a week, 365 day a year operation that must be maintained for the safety of youth, staff and general public. Granting an emergency extension allows the agency to properly secure a vendor on contract using competitive bidding. As a joint procurement with IDJJ and DOC, we expected to award the bid by end of the year 2021. DOC/IDJJ received only one bid at a cost higher than what DOC found acceptable over the long term. DOC/IDJJ asked for a best and final offer which came in still too high for DOC over the long term. IDJJ now needs to ask for a second extension until a new solicitation can be put out and a contract awarded. |
