4 Background

It is Pacific Air Forces (PACAF) existing missions and high demand for new technology with new missions being on-boarded along with quick mobility of users, secure collaboration between United States (U.S.), coalition partners, allies, territories, and the ability to push mission data in real-time to places not possible before requires an Information Technology (IT) transformation to occur for operations to succeed. End-User Computing (EUC) provides integrated air and missile defense and warning; commands and controls joint airpower and integrated air and missile defense assets; promotes interoperability in a power projection theater; and is postured to respond across the full spectrum of military contingencies in order to restore regional security. EUC requires a seamless access point, meshed with other data centers to provide transparent and consistent experiences for all PACAF users across the Enterprise.

The command's vision is to provide combat-ready American Airmen who are the foundation of stability and security across the Pacific. PACAF's area of responsibility is home to 60 percent of the world's population in 36 nations spread across 52 percent of the Earth's surface and 16 time zones, with more than 1,000 languages spoken. The unique location of the Strategic Triangle (Hawaii-Guam-Alaska) gives our nation persistent presence and options to project U.S. airpower from sovereign territory. IT challenges faced by the Air Force are mobile devices becoming a more prevalent part of DoD business, while cloud-based services are bringing realities of highly available and resilient data service offering along with more fluidity in the mobile arena.

Challenges faced across the Pacific are further hampered by being located within an overseas Disconnected-Intermittent-Low Bandwidth (DIL) environment. PACAF requires the efficiency of being mobile, while maintaining productive, secure, and reliable data transfer to the tip of the spear at a moment’s notice are just a few issues faced today. In order to meet the challenges a transformation strategy to incorporate a new generation of computing must be formulated, while securely managing data across a broad array of computing platforms. The technical and program management skills required to accomplish those tasks is not inherently available or part of the duty description for military or government personnel necessitating contract support to fill the void.

5 Objectives

The primary purpose of this IDIQ is to provide IT program management, engineering, analysis, architectural design, implementation, and transformational deliverables to advance core business systems related to operational imperatives through the application of knowledge and resources in achieving the requiring activity's mission requirements defined herein.

Key to supporting existing and new missions in PACAF is Engineering and Installation (E&I) Services. Traditionally E&I installation services were performed by 38 Engineering Wing/Group/Division with Air National Guard or Active Duty Military personnel. It has become necessary to use contractor support for this capability due to the unavailability of adequate engineering and installation resources and the increased demand for organic support for communications infrastructure design and installation. The workload is variable due to deployments and relocation of air platforms to new sites. The necessity for the contractor to support emerging requirements at short notice and build out infrastructure is paramount to sustain combat operations throughout PACAF.

The objective of this IDIQ is to protect, enhance, and transform the operational capability of Pacific Airmen, US allies, territories, and bases by optimizing PACAF core business systems related to Command, Control, Communications, Computers and Intelligence (C4I), Command and Control (C2), Cyber air base resiliency, and force protection systems as well as ensuring that PACAF is fully able to meet its Title 10, U.S. Code (USC) responsibilities.

This IDIQ supports the PACAF missions via project-based IT program management, engineering, analysis, architectural design, implementation, E&I and transformation of IT infrastructure, networking, data center upgrades, realization of IT efficiencies, along with collaborative efforts across the Department of Defense (DoD). The work under this program relates to IT platforms that cannot be listed due to the unknown nature of the emerging capabilities and classification level of the implemented weapons systems. Tasks may include coordination with other service resource sponsors in order to assess whether PACAF-required mission capabilities are correctly interpreted and incorporated within an appropriate expeditionary requirements document.

Objectives supporting these efforts shall consist of network architectural design; assessments; implementation; program management/project management; analysis of courses of actions (COAs); transformational mobility; and validations of emerging technological innovations, methods, processes, and programs to further advance PACAF delivery mechanisms to Airmen. Tasks include formulating and implementing network and software solutions; infrastructure upgrades; server/storage area network (SAN) replacement/enhancements; virtualization; as well as assessing current, evolving, and future IT operational capability gaps, host/unit capacity, sustainment, global replication capabilities, and reduction of PACAF IT core business systems for consolidation into the Joint Information Environment (JIE).

These are specific implementation-based tasks and not an augmentation of existing roles and responsibilities within the staff. Contractor resources shall have years of experience and the skills required to execute the unprecedented merger of servers, storage, networking, data centers, DoD component commands, and end-user devices into a virtual environment that allows users access from anywhere and any device. These contractor resources shall be experienced in deploying technologies in PACAFs unique environment.

6 Scope

The Government requires continual improvement within its enterprise to drive efficiencies while offering enhanced support to its diverse and mobile client base. The Government must achieve continual cost reductions in service through innovation, automation, and process refinement. This contract seeks to Provide Cyberspace C2 and Information Operations functional and program analyses, engineering, testing, and non-routine training for systems and platforms. Engineering efforts include cyber and information operations research and analyses, concept definition, training, and representation.

This IDIQ also provides a mechanism for Engineering and Installation Services (E&I). Traditionally E&I installation services were performed by 38 Engineering Wing/Group/Division with Air National Guard or Active Duty Military personnel performing installation activities. It has become necessary to outsource this capability due to the unavailability of adequate engineering and installation resources and the increased demand for organic support for communications infrastructure design and installation. The workload is variable due to deployments and relocation of air platforms to new sites. The necessity for the contractor to support emerging requirements at short notice and build out infrastructure is paramount to sustain combat operations throughout PACAF.

Contractor shall provide a theater-level team to upgrade/enhance/maintain the EUC environment through the utilization of technological advances, software consolidation, and implementation of Virtual Infrastructures from the Data Center to the Edge. This includes designing, engineering, architecting, implementing, and maintaining a Virtual Desktop Infrastructure (VDI) solution for the PACAF theatre across all levels of classification. Provide a comparable solution to the Air Operations Center that shall support CENTRIX/MNIS, enable SecureView, provide a multi-level client architecture all in support of the Core Business Systems platforms. The theater team shall also assist with Contingency Operating Bases, Main Operating Bases, and Geographically Separated Units (GSU) design and review PACAF’s Joint Information Environment (JIE) build-up specifications along with continuous modernization of NIPRNet, SIPRNet, and JWICs infrastructure.

SIPRNet is the Warfighting Network where COMPACAF directs forces, provides critical information, and disseminates the Air Tasking Order (ATO) enabling and directing forces across the PACAF AOR. Current C2 technologies and systems are at risk of not functioning optimally and new initiatives (i.e. Secure Mobile and Virtual Desktops) with their robust security protocols are not supported on the existing platforms. Contractor provided theater crew shall enable changes necessary to bring SIPR in line with NIPR and prepare it for AF Network (AFNet) Migration to create a single domain name space as well as support for complete Windows 10 migration.

Contractor shall be experienced with the technical solutions required to support the Joint Regional Security Stack (JRSS), the Mission Partner Environment (MPE), and deploying solutions in a Degraded Intermittent and Low Bandwidth (DIL) environment. PACAF is lead for the design of Data Centers for PACOM and designated (SAF/A6) as lead for the deployment of the VDI and charged with developing this solution for the Air Force and DoD. This effort involves deployments at multiple bases simultaneously in the Pacific theater to meet mission timelines as well as contract requirements.

The work under this IDIQ is being done principally for PACAF for the Pacific Theater. However, due to the nature of these projects and cooperative agreements with other organizations, PACAF recognizes that other stakeholders may be able to benefit from these solutions, and therefore, support under this vehicle may include outside organizations, both inside and outside the U.S. Air Force (USAF)IDIQ, including, but not limited to:

8 Performance Requirements

The contractor shall provide a theater-level team to upgrade/enhance/maintain the EUC environment through the utilization of technological advances, software consolidation, and implementation of Virtual Infrastructures from the Data Center to the Edge. This includes designing, engineering, architecting, implementing, and maintaining a Virtual Desktop Infrastructure (VDI) solution for the PACAF theatre across all levels of classification. Provide a comparable solution to the Air Operations Center that shall support CENTRIX/MNIS, enable SecureView, provide a multi-level client architecture all in support of the Core Business Systems platforms. The theater team shall also assist with Contingency Operating Bases, Main Operating Bases, and Geographically Separated Units (GSU) design and re-view PACAF’s Joint Information Environment (JIE) build-up specifications along with continuous modernization of NIPRNet, SIPRNet, and JWICs infrastructure.

9 Task Area 1 – Program Management

9.1 Program Manger

Contractors shall provide program management support under this IDIQ. This includes management and oversight of all activities performed by contractor personnel, including subcontractors, required to satisfy tasks/subtasks identified in this PWS.

Contractors shall designate a Program Manager (PM) by name to perform as point of contact (POC) for all issues/concerns/status updates required by the CO/COR. PM shall be responsible for his/her company’s overall execution of this IDIQ with the full authority to make decisions and commit company resources for IDIQ execution and completion. PM shall be readily available to answer/engage on all questions, concerns, issues, comments, along with being proactive in alerting the CO and COR of potential contractual issues that may or may not affect completion of required services.

9.2 Post Award Kick-Off Meeting.

The Post-Award Kick-Off meeting shall be held within 10 calendar days of the start of performance. Schedule and conduct this meeting, in coordination with the CO, COR, and any relevant stakeholders immediately effected upon Post Award.

The purpose of the Post-Award Kick-Off is to:

1) Outline unique characteristics of the requirement(s)

2) Identify immediate stakeholders' roles and responsibilities

3) Establish performance expectations

9.3 Program Management Plan (PMP) and Sub-Plans.

Contractors shall document all support requirements in a PMP. The PMP shall contain at a minimum:

1) Briefly describe contractor’s management approach.

2) Include a list of all Standard Operating Procedures (SOPs) for each task/subtask

3) Include a schedule of milestones, tasks, and subtasks required in this IDIQ

4) Include the contractor’s Communications Plan

5) Include the contractor’s Quality Management Plan (QMP)

The PMP is an evolutionary document that shall be updated/reviewed annually at a minimum to ensure all required actions and information is relayed in a format/manner approved by the Government. Contractor shall work from the latest Government-approved version of the PMP.

9.4 Monthly Status Report (MSR).

Contractor’s shall be required to submit at a minimum one MSR every month. MSR’s shall include at a minimum:

1) Detailed status for the project(s) activities within the PMP as well as capture an overall status of the order.

2) Outlined problems and corrective actions taken.

3) Status updates for any issues or concerns along with proposed resolutions.

4) List any required Government actions required.

5) Current schedule of activities, highlighting milestones, deliverables, planned and actuals

6) Summary of travel

Specific MSR format, and any additional content not specified in this section, shall be mutually agreed upon by the contractor and COR; this should be established no later than (NLT) the Post-Award Orientation. If the MSR shows that a project is not meeting the performance standards the contractor shall provide the rationale and circumstances preventing the standards from being met.

9.5 Technical Status Meetings.

Contractor shall convene monthly Technical Status Meetings with the Government Technical Point of Contact (TPOC), COR, and other relevant stakeholders. Meeting shall ensure all personnel are informed and synchronized on all technical matters pertaining to TOs relating to this PWS. Meetings shall highlight issues, concerns, current status, short term schedules, and establish priorities, as well as coordinate resolution towards any identified problems. Contractor shall provide meeting minutes within three business days of the meeting to all parties involved, to include CO and COR. Meeting minutes shall include listed attendees, issues discussed, agreed upon decisions, and all action items.

9.6 Operational Technical Status Updates.

Contractor shall provide daily Operational Technical Status updates to the Government TPOC, COR, and other relevant stakeholders during on-site project/activity implementation. Daily status reports shall consist of on-going implementation status, issues, concerns, possible delays to schedule, and resolution to any previously outlined issues. Format for status report shall be coordinated with the COR and finalized within 10 days of TO award. Contractor shall provide Operational Technical Status Updates daily to CO and other relevant stakeholders.

9.7 Final Technical Report (FTR).

Contractor shall provide a FTR for each TO awarded. FTR shall consist of basic TO background information, overall objectives, any relevant data collected, analysis conducted, recommendations, and overall project completion status. Reports shall be submitted within No Later Than (NLT) 30 days after TO completion. Each report shall be delivered to the CO and COR.

9.8 Material Inspection/Receiving Report (DD250).

The DoD requires contractors who supply goods or services under a contract that contains DFARS clause 252.246-7000 to submit a material inspection and receiving report, a form DD250. This form is the receiving document used to record the delivery of goods or services including pertinent information about the TO. In order to comply with the contract/TO, the vendor must provide a completed DD250.

9.9 Transition-In.

Contactor shall execute an approved Government Transition-In Plan detailing risks, milestones, dependencies, and highlight any possible hurdles that may affect corresponding solution sets of processes, methods, and strategies to smooth the phase-in solution while seamlessly transitioning from the incumbent. Draft Transition-In Plan shall be provided during Kick-Off meeting. Government shall have 10 business days to review and provide approval/corrections as required.

1) Transition-In services begin on the effective date of award and shall be complete on the date which is 20 business days after the effective date, upon which the contractor shall assume full responsibility.

2) Contractor shall identify points of contact (POCs) to perform as liaison to Government representatives, prime contractor (if applicable), and other contracted industry partners to ensure a proper and orderly transition and transfer of services and assets between the parties cited.

3) Contractor shall ensure there shall be no service disruption vital to Government business and no service delivery degradation during and/or after transition.

4) Support the transition of Government property (if applicable).

5) Upon full transition and stabilization of transfer along with outgoing contractor transition-out period completion, Contractor with Government approval shall begin transformation/methodical change from current inherited as-is environment to contractor’s proposed solution.

9.10 Transition-Out Plan.

Contractor shall prepare and deliver to the Government a Transition-Out Plan that facilitates a low risk seamless transition from incumbent to awarded incoming contractor/Government personnel upon expiration of the Technical Order (TO). Transition-Out Plan shall be provided no later than (NLT) 60 prior to TO expiration.

If required and in the event that responsibility for contract completion, if either in whole or in part, is transferred to new contractor or Government personnel, contractor shall participate in transition-out meetings with Project Manager (PM), current staff, and any required stakeholders. Meetings shall facilitate current project status, outline project materials, ensure preparatory steps are being taken for an effective transition and required contractor support is in place. Upon request contract shall develop, document, and monitor Transition-Out Plan execution.

At a minimum, Transition-Out Plan shall include:

1) Inventory of all services and materials required for full performance of TO

2) Provide detailed schedule of briefings, to include dates, times, brief meeting overview, and attendee listing

3) Full listing of POCs

4) Individual listing of whom shall be fully responsible for briefing follow-on counterparts

5) Program and project management processes

6) Location of all program, technical, and project management documentation to include any standard operating procedures developed under respective TO

7) Appropriate contractor-to-contractor coordination to ensure a seamless transition

8) Transition of Key and non-Key personnel

9) Current schedules and milestones

10) Required Government actions

11) Knowledge transfer and training on key tools, policies, procedures, and any automation

12) Maintain a flexible and adaptive ability to accommodate changes and transition to incoming contractor

13) Transition of historic data and system transfer methodology to new contractor

14) Personnel out-processing procedures, turn-in of all Government keys and ID and access cards.

10 Task 2 – Provide IT Service Strategy Services and Support

Contractor shall provide guidance across the Pacific Theater with an overarching IT Service Management strategic guidance/planning and apply innovative services, utilize optimization and performance delivery across the theater. Contractor shall assist with transformational strategic goals, by utilizing industry best practices, enhanced processes/solutions, propose alternatives, highlight potential risks, all in pursuit of optimizing the Enterprise Wide IT service delivery across the Pacific. Contractor shall provide recommendations on innovative design, development, implementation, and cultivation of IT service management, as a strategic asset and not only an organizational capability.

The contractor(s) shall provide infrastructure architecture and engineering support services to align Enterprise capabilities to the vision and direction of the overall PACAF Enterprise Architecture (EA). This will ensure the Enterprise Service delivery can effectively support the current and future requirements of mission and business portfolios. The contractor(s) shall provide engineering staff in support of government personnel as necessary to:

1) Serve as the focal point, senior technical expert/advisor, and key staff engineer/scientist responsible for planning, designing, directing, conducting, coordination, and advising on projects and programs of broad scope and unusual complexity involving systems engineering/computer science and technical integration concepts in network design and optimization areas.

2) Perform cyber weapon systems analysis, and apply engineering/computer science concepts in support of technical projects.

3) Participate with and provide expertise to government program executive officers (PEOs), program and project managers, senior scientists, and hardware and software developers, technical staff and policy makers across the Air Force and Joint Agencies.

4) Research state-of-the-art technology for potential Air Force usage and develop recommendations for new and cutting-edge technologies.

5) Provide an expert cyber professional for Cyberspace engineering, design, analysis, and implementation support for AFCYBER missions; and improve the operational posture of existing, new, and upgraded Air Force and DoD missions, weapons, sensors, and information systems by conducting cyber, network, and system vulnerability assessments and utilizing leading-edge computer security development, testing, integration, tactics, and techniques.

6) Provide senior technical experts, providing the overall systems engineering/computer science and technical integration expertise for the planning, design, development, and analysis of Air Force Enterprise cyberspace systems, subsystems, and foundational infrastructure.

7) Provide technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations.

8) Provide technical expertise, advice, and guidance for preparation of Cyberspace infrastructure systems plans, designs, and specifications for Air Force Enterprise programs and projects in the network optimization and hardening areas. Performs very complex, difficult studies/evaluations

9) Performs critical analysis concerning engineering/computer science and implementation of cyberspace infrastructure systems and subsystems. Considers all applicable policy, design criteria, and approved cyberspace architectures. Incorporates mission system survivability, redundancy, and technical performance for optimum defensibility of Air Force systems and critical infrastructure. Works closely with Air Force program/project managers to facilitate required changes to new (research and development) and on-going (acquisition stage) programs/projects. Participates in ongoing technical teams involved with the engineering, computer science, implementation and test of these programs, projects, and technologies.

11 Task 3 – Service Design Support Contractor shall provide service design support that will include network infrastructure, Command, Control, Communications, Computers, and Intelligence (C4I), and material components required to improve quality of service and provide enhanced delivery of mission data between offered services and end-users. Provided services shall align back office delivery methodologies that improve end-user access to data and provide relevant and sustainable C4I information deliver to all required mission relevant entities. All activities shall include changes and improvements required to enhance or maintain value to customers, provide continuity of services, and conform to standards and regulations.

11.1 Innovative Technology and Transformational Solutions.

PACAF requires continual process improvement (CPI) across the Pacific Area of Responsibility (AoR) in order to enhance mission data delivery and provide diverse support in a disconnected intermittent low bandwidth environment (DIL). CPI enables support across a diverse network enterprise consisting of physical, logical, and mobile platforms, while enabling service delivery through innovation, automation, and process refinement. PACAF requires a methodology to enable piloting, testing, implementation, and execution of technologies/enhancements that will not disrupt or degrade operational services across the Pacific AoR.

1) As part of the Innovative Technology and Transformational Solutions, contractor shall:

a) Provide an engineering function and innovation process to imbue innovative program solutions and operational recommendations when approved by the Government. Engineering functions shall support the full spectrum of infrastructure design, DoD enterprise standards, integration, including, but not limited to conceptual development, over-arching planning, scope determination, and analysis, system design, combination of technologies and deployment, and completion of full spectrum Assessment and Authorization (A&A) to Operate.

b) Provide improvement, development, and implementation service design foundations, practices, and methodologies to transform strategic initiatives into operational and supportable IT services and service assets.

c) Develop and maintain a progressive IT Transformational Plan to assist with transforming IT services, infrastructure, networking, where emerging technologies can produce a more agile and resilient operational environment. IT Transformational Plan shall include:

i) Technical solutions that can transform service delivery from private data center service to Wide Area Network (WAN) multi-data center delivery.

ii) Outline benefits offered from Virtualization, Software-Defined Networking (SDN), Hybrid optimization, and data center consolidation-based networking for the Enterprise.

d) Provide value added research and evaluation of new and emerging technologies across the IT spectrum that can improve service delivery, integration, and enhancement to the operational environment.

e) Deliver findings and suggest recommendations based on how new and emerging technological innovations can improve/enhance customer data delivery while efficiencies of performance and cost are realized.

2) The contractor(s) shall provide the following infrastructure architecture services:

a) Coordinate and work with the Government to determine business process and productivity needs and an appropriate technology strategy to support business goals as it affects the Infrastructure. The contractor(s) shall analyze technical needs, requirements, and state of the network’s infrastructure design, integration, and operations. The contractor(s) shall recommend and implement approved cost-cutting technologies and methods to increase efficiency and reduce the overall cost of operations and infrastructure for the enterprise.

b) Coordinate and work with the Government to architect and document the as-is and to-be IT infrastructure and networks that effectively reflect business needs, service-level and availability requirements, and other technology parameters.

c) Recommend IT technologies and products for implementation; leading teams of other infrastructure technicians and engineers in developing detailed designs and quality control mechanisms during implementation.

d) Presents the high level functional architecture, organization, roles, responsibilities, processes, metrics, and strategic plan for hosting and use of hosting services.

e) Perform analyses to identify and assess potential mitigating strategies, technologies, and concepts for known or emerging sensing and electronic combat related capability gaps in support of operational and contingency plans. Identification of potential solutions includes research of the existing electronic combat threats, actual and planned electronic protection strategies, and counter-threat capabilities.

3) General capabilities shall include the following:

a) The Government requires a methodology to enable piloting and testing to ensure that recommended technologies or enhancements do not disrupt or degrade operational services.

b) As part of the Emerging Technologies and Innovation Services, the contractor(s) shall:

i) Establish an engineering function and innovation process to infuse innovation into program solutions and operations when approved by the Government. The engineering function shall support the full range of infrastructure engineering design, enterprise architecture standards, prototyping, integration, including, but not limited to, concept development, planning, requirements definition and analysis, systems design, system integration into the current environment, and deployment including all necessary onboarding and approvals from higher headquarters or IT, network, AFNET or any Department or agencies over riding authority. Examples are but not limited to:

· OSI Model L1-7 Design, analysis, engineering, design, installation and documentation

· SecureView

· Enhanced Virtual Desktop Infrastructure (eVDI)

· Big Data Analytics

· Software defined networks

· APPs Rationalization

· Functional Mission Analysis

· Continuity of Operations (COOP) Design, Architecture and Capability

· Multi-National Information System (MNIS)

· Satellite Comms (SATCOM)/Ground-Air-Ground Radio Frequency (RF) Comms, UHF, VHF

· Data Center Design, Analysis

· Data Center As-Is documentation

· Maintain a lab environment for testing and piloting new and enhanced technologies.

· Develop and implement service design principles, practices, and methodologies to convert strategic objectives into actionable and supportable portfolios of well integrated IT services and service assets.

· Develop and maintain a holistic forward-looking IT Optimization and Transformation Plan to incrementally transform services and infrastructure, where emerging technologies provide a more resilient and agile business environment. The IT Optimization and Transformation Plan shall take into consideration:

· Perform analyses of C2 and information operations, network sensor performance and configuration, network assessment and sensor detection defeat techniques, AoAs, and proposed Concept of Operations (CONOPS) for integrated, predictive, and proactive cyber defense in-depth solutions.

· Provide research, analyses, and recommendations for definitions and design of Joint Information Environment (JIE) solutions.

· Develop and document incident response and recovery procedures, develop road maps to implement data loss prevention strategies, two factor authentication, digital signatures, email encryption, endpoint encryption, access management solutions, file and folder encryption, network segmentation, and anomaly detection.

· Perform AoAs and proposed CONOPS for exploitation and defense of embedded and closed network architectures characterized and requiring core competencies in remote sensors, cyber, and the EMS.

· Provide research, analyses, and recommendations for defining CONOPS, techniques, and procedures that embed cyber threat detection and signature analyses processes in network sensors and C2 operations.

· Develop the definition, generation, and integration of an advanced cyber test and training environment for Government approval and provide ongoing analyses and recommendations for improvement of the environment once it is operational.

11.2 Infrastructure Architecture Services/Support.

PACAF A3/6 requires infrastructure architecture support services enabling alignment of Air Force Enterprise capabilities while maintaining service delivery to customers across the Pacific DIL environment. Alignment of service delivery will effectively ensure support of all current and future IT requirements across PACAF’s theater. Alignment can be further broken into several subcategories: strategic, business platforms, applications, infrastructure, security, and data delivery. PACAF requires contractor to provide assistance in maintaining and enhancing infrastructure services across all subcategories. Contractors shall provide the following infrastructure architecture services:

1) Coordinate, analyze technical requirements, evaluate current state of infrastructure, current integration and operation processes, and work with PACAF by providing recommendations on cost-saving technologies and methods, providing reduced cost-savings and increase efficiencies to operations and infrastructure across the Enterprise.

2) Provide as built and future IT infrastructure documentation as required in execution of TO’s awarded. As built and future as built documentation will reflect infrastructure design, implementation, and service-level availability requirements.

3) Provide cutting edge IT technological recommendations and products to implement: coordinate and work in conjunction with technical teams of infrastructure technicians and engineers to develop enhanced designs and control measures during implementation of emerging technological innovation.

4) Provide network diagramming for all implemented technologies to include: High-Level diagram, Rack elevation diagram, data center/server room diagram, and wiring connectivity diagram

5) Possess the requisite certifications Cisco Certified Internetwork Engineer (CCIE) in routing and switching and network virtualization to include but not limited to Cisco Nexus platform devices, Brocade and Juniper switches and routers with experience deploying these devices throughout a large DoD environment. Experience should include the build-out of a virtual datacenter from the Information Transfer Node (ITN) to the servers.

6) Provide designing, deploying, and managing Enterprise Datacenter Switches throughout a large DoD environment. Experience should include provisioning of these devices for Unified Computing (i.e. virtual call managers), Thin Client deployments, and SharePoint deployments.

7) Provide engineering and configuration of network devices in support of Zero/Thin Clients deployments to include experience in deploying this capability on existing infrastructure (category 5e/6 cable and MM/SM fiber) while ensuring that a users’ experience is the same or better than what they currently have.

8) Experience in the deployment of network capabilities in an austere, and disconnected, disadvantaged and intermittent location where bandwidth and access creates unique challenges. This includes large areas and land masses that are disconnected and separated.

9) Provide Customer support and troubleshooting for datacenter networks and coordinating with Government Network Control Centers and Higher Headquarters along with evaluating existing customer network systems in order to support the business case for upgrading platforms.

10) Plan and coordinate network configurations with enterprise technicians and network infrastructure configurations with the local base. Plans and coordinates servers chosen for physical to virtual at the base with base enterprise technicians and A3/6 personnel.

11) Perform first line trouble-shooting activities (if required) for installed environments in conjunction with remote enterprise technicians and local base technicians and act as a technical resource to assist with resolving critical customer issues.

12) Ability to lead efforts for all LAN/WAN related projects, upgrades and outages with a strong understanding of the NIPR and SIPR networks.

11.3 Data Capacity Management Services/Support.

Contractors shall provide data capacity management support services, ensuring sufficient data capacity and performance requirements can meet mission demands to include possible surge operations at any given location. Key data capacity management activities include:

1) Create, document, and maintain data capacity management standards baseline for current infrastructure.

2) Aggregate/Incorporate all new implementations into baseline standards.

3) Build a comprehensive data capacity management plan process that is repeatable and is a building block for future endeavors to ensure operational demands are meet from a strategic, operational, and tactical level.

4) Implement an effective data capacity monitoring/trend analysis process that will provide current capacity metrics and highlight performance issues across IT infrastructure, applications (virtualized/physical), user data profiling, and IT components.

5) Deliver/Provide recommended configuration changes to enhance/improve infrastructure capacity and performance across the PACAF Enterprise.

6) Recommend changes in capacity, cultivating service performance and delivery of information to users.

7) Provide risk assessment for all data capacity planning actions.

8) Continually monitor IT resource usage enabling a proactive identification of capacity and performance issues.

9) Assess incidents/problems related to throughput performance.

10) Monitor trending information and provide future forecast for growth and expansion across PACAF’s IT data centers.

11) Demonstrated history of engineering and deploying a Virtualized Multi-Tenant Data Center and various secure hybrid Cloud Computing solutions, virtualized storage, networks, and desktops in the Pacific Theater or other theater-wide DoD deployments to include server-accelerating RAM-based VDI data storage, with server RAM as the primary storage tier and virtualized server acceleration.

12) Deploy virtual capabilities, to include the storage, network, server (applications and databases) aspects and the software required to centrally manage this architecture. Software may include VMWare vSphere, Citrix Xen, and Microsoft Hyper-V platforms and extends to desktop management and deployment of the VDI otherwise referred to Thin, Zero, Multi-Level, or Trusted Thin Clients.

13) Demonstrated experience deploying networks, servers, and storage on SIPRNet to include configuration of said equipment to Air Force specifications. Experience should include leading a team in the seamless connection to a Virtual Desktop Environment.

14) Expertise to build training plans and train Airmen to manage, the complex backend virtual environment to include Cisco’s Unified Computing Systems (UCS), EMC VNX storage area network, VMware vCenter, and VMware Horizon View

15) Engineer, deploy and manage storage area networks (SAN) to include EMC, with the broad understanding of other SAN leaders to include NetApp. Should possess the broad understanding of Hyper-Converged solutions such as Nutanix and EVO. Should possess a broad understanding of pure flash storage VDI-specific solutions such as Tintri and Nimble Storage.

16) Provision virtual servers to support Unified Computing (i.e. virtual call managers) and SharePoint deployments to include the conversion from Physical-to-Virtual (P-to-V) on a virtualized data center platform.

17) Expertise to build training plans and train Airmen to provision, Zero/Thin/Multi-level/Trusted Thin Clients to include experience in deploying this capability on existing infrastructure (category 5e cable and fiber).

18) Deploy virtual capabilities in an austere, and disconnected, disadvantaged and intermittent location where bandwidth and access creates unique challenges. This includes large areas and land masses that are disconnected and separated.

19) Provide Customer support and troubleshooting for Virtual Servers and VDI client hardware and software and coordinating with Government Network Control Centers and Higher Headquarters

20) Plan and coordinate virtualization configurations with enterprise technicians and network infrastructure configurations with the local base. Plans and coordinates servers chosen for physical to virtual at the base with base enterprise technicians and A3/6 personnel.

21) Deployment of Teradici PCoIP technologies. The PCoIP compresses, encrypts and rapidly transports image pixels to PCoIP end-user devices. They in turn decrypt, decompress and display the image on a screen. Includes adding new devices, updating firmware, adding policies

22) Perform daily VDI Health Checks which includes the systematic and daily monitoring of the backend infrastructure and desktop performance. This includes demonstrated proficiency with Stratusphere or like technology. Stratusphere provides the visibility required to more effectively manage desktop performance and the user experience. Stratusphere provides the visibility necessary for machine boot and login process troubleshooting and optimization, health checks, platform validation, and much, much more.

23) Perform installation, configuration, and management of Atlantis iLio or like technology. iLio allows a datacenter to use Server RAM as primary storage as opposed to traditional storage solutions. This increases IOPS while increasing the number of desktops supported by up to ten times while, at the same time, improving performance.

24) Proficient in VMWare vRealize installation, configuration, and management. vRealize provides complete visibility in one place, across applications, storage and network devices, with an open and extensible platform supported by third-party management packs. vRealize Proactively identifies and solves emerging issues with predictive analytics and smart alerts, and resolves resource contention with intelligent workload placement, enabling optimum performance and availability of applications and infrastructures.

25) Possess Systems Experience managing, implementing, and configuring NetApp E-Series, Avamar M1200/Virtual Edition, DataDomain DD9300/6300, SolidFire Storage, EMC VNX5600/5400/5200/5300/5100, Celerra NS-120/480 File Servers, Cisco UCS 5100 Series B/C Series Servers, Cisco UCS 6248/6296, Cisco MDS 9120/9140/9134/9148/9396s switches, Quantum ADIC i500/i2000 Tape Libraries, DataDomain DD600, HP Blade System C7000, HP BL460, EMC Symmetrix 8530, 8830, Connectrix (Brocade), CLARiiON CX-500/700, EMC RecoverPoint, Dell Servers and Workstations, HP Servers and Workstations, IBM AS/400

26) Possess Software Experience managing, implementing, and configuring within all listed areas: SecureView 2.X, VMware vSphere 4.X/5.X/6.X Horizon View5.X/6.X/7.X, CTERA File Services Platform, NetApp Storage Grid, Ivanti Appsense, Avamar, Liquidware Labs Stratusphere UX/Profile Unity, Atlantis Computing ILIO, Teradici PCoIP Management Console, Windows 95, 98, 2000, XP, Vista, 7/8/10, Server 2000/2003/2008/2012, Microsoft Active Directory 2000 and 2003, SMS 2.0, 2003, Exchange 5.5, 2003, 2008, Blackberry Enterprise Server 3.6, 4.1, Microsoft Office, EMC Legato Networker, Commvault Simpana 7/8/9/10, EMC Control Center, EMC Navisphere, EMC Unisphere, EMC Replication Manager/SE, Time Finder, and Cisco Device and Fabric Manager, Remedy Action Request System.

27) Perform first line trouble-shooting activities (if required) for installed environments in conjunction with remote enterprise technicians and local base technicians.

11.4 Enterprise IT Service Management.

PACAF's Enterprise IT Management (EITM) system provides management control across the enterprise through integration and automation of IT applications, databases, networks, security, storage, and systems utilized across the theater by all DoD and shared among Service Components. This integrated solution directly supports war fighting missions and simplifies IT's management and provisioning of unified services across the Pacific, resulting in expanded business performance while providing comprehensive visibility into the quality, costs, and risks associated with provided services.

PACAF’s EITM systems consist of the following IT resource management solutions which can be provided upon contractor request:

1) Enhanced Virtual Desktop Infrastructure

2) SecureView

3) Cisco Unified Computing Systems (UCS)

4) VMWare Workspace One

5) Solar Winds

6) Data Protection and Disaster Recovery

The contractor may recommend additional EITM modules, APIs and licenses throughout the life of the IDIQ to enhance performance and/or reduce operational costs.

The contractor may be requested to provide operational and maintenance support for PACAF's EITM system to include:
