| Question Number | Solicitation Section | Solicitation Language Reference | Vendor Question | Final Response - highlighted RED if other changes are required |
| 1 | Instructions to Offerors, pg. 29 | Element 2: Provide Program Management Plan, PWS paragraph 9.3. To be considered for award, this portion of the proposal must demonstrate the following: |
• Briefly describe contractor’s management approach.
• Include a list of all Standard Operating Procedures (SOPs) for each task/subtask
| • Include a schedule of milestones, tasks, and subtasks as required in this contract | For the Standard Operating Procedures, is the government looking for the contractor's SOPs? | Please provide a list of SOPs that pertain to each task/subtask required. Contractors SOPs will suffice, but must cover down on tasks/subtasks required. | |
| 2 | Instructions to Offerors, pg.
| • Include a schedule of milestones, tasks, and subtasks as required in this contract | For the schedule of milestones, tasks, subtasks required in this contract, is the government looking for a schedule that includes the subtasks in Task 1 - Program Management? | Yes, milestones should include tasks, subtasks for Task Area 1. | |
| 3 | Instructions to Offerors, pg. 29 | (2) Volume II – Past Performance. Offers shall contain information that addresses the following: | |
| (i) FACTOR C. Past Performance: | How many past performance references may we submit? | The contractor may provide as many recent and relevant references as determined necessary for factor C. Note that more references with less relevancy (such as outdated technology) may impact the overall confidence rating. | |
| 4 | Instructions to Offerors, pg. 30 | Element 1: Provide SecureView Engineer, TO paragraph 6.3. To be considered for award, this portion of the proposal must demonstrate the following: |
• Provide SecureView Engineer experienced in working with DoD/AF personnel in the Pacific Theater in architecting and deploying solutions in the Pacific Theater.
| Is the government asking us to provide the resume of a SecureView Engineer to answer this requirement? If so, would the government consider allowing an additional 3 pages for the resume? | The contractor's proposal for TO 001 shall demonstrate the ability to provide adequate staffing for this requirement in short order. | ||||
| 5 | Instructions to Offerors, pg. 30 | (ii) FACTOR E. Order 001 Pricing | In the TO response, the government has only asked that offerors respond to 2 of the task areas. Does the government only require pricing for those 2 task areas or does the government require a price proposal which covers all the task areas in the TO 001 PWS? | Please see section (i.), Factor E. The pricing volume shall cover all costs in support of this project [Task Order 001]. | |
| 6 | Instructions to Offerors, pg. 30 | (ii) FACTOR E. Order 001 Pricing | |||
| As part of Volume III, the vendor shall provide pricing for Order 001 separately from the Technical/Management portion, in a common workbook format such as Microsoft Excel. Multiple tabs are permitted. For purposes of evaluation, offerors shall identify labor categories, the applicable hourly rates, estimated hours, and any other applicable costs utilized in support of this project, broken down at a high level of Labor, Other Direct Cost, and Travel. | In the TO pricing response, the government has asked that we provide a high level of labor, ODC, and Travel. The TO PWS states that travel includes CONUS and OCONUS to include any location or Service Component facility across the Pacific. We suggest that the government provide a plug number for travel and ODCs for the TO, as there is not enough specific information (# of travel events, specific locations, number of days per event, etc.) on which to make a reasonable estimate of travel expenses. | The estimated travel shall correspond with the proposed technical solution for the identified requirements at the task order level. This shall be explained in the Basis of Estimate narrative. | |||
| 7 | Instructions to Offerors, pg. 30 | This shall include a narrative to support the basis of estimate, as well as any necessary supporting documentation. | We ask to be allowed to create this narrative in Word, vice Excel, for readability. | Noted .The vendor may use any word processing desired to create the narrative; however, the complete pricing volume for TO 001 response shall be provided in one workbook file. | |
| 8 | Instructions to Offerors, pg. 30 | (4) Volume IV – Contract Level Pricing. | |||
| FACTOR E. This volume shall include the completed Exhibit A Price List document. The vendor may provide supporting documentation or rationale as necessary within the Price List file. Additional worksheet tabs may be added as appropriate. | We ask to be allowed to create a document in Word for the supporting documentation or rationale narrative, vice Excel, for readability. | Noted. Please include all pricing in the Exhibit A workbook file. If there is a specific exception, please request it as such (for example, a supplier agreement). | |||
| 9 | Solicitation, pg. 5, Para B.7 | Reference states that the Government "may require the contractor to purchase other direct costs" but the pricing includes a specific equipment list. Exhibit A, the pricing spreadsheet (Pricing Summary Tab, Cell B8) rolls up the price of the equipment to the overall evaluated price. | If the Government is not certain they will require equipment purchases would the Government consider removing the equipment cost from the overall evaluated price? | No, the Government is providing a standard listing to all offerors in order to ensure pricing is fair, reasonable, and realistic. | |
| 10 | Solicitation, pg. 27, Instructions to Offerors, Para (b)(1)(i)a. | Reference states that the Cover Letter should include an applicable POCs at the Defense Contract Audit Agency or Defense Contract Management Agency. | Is this a typo? If not, what kind of POCs should we list? | This is standard language related to approved purchasing systems. If this is not applicable, it may be annotated as such. | |
| 11 | Solicitation, pg. 28, Factor A, Element 1 and PWS pg. 26, Para 11.12 | The PWS paragraph states that "this engineer will be proficient in and have demonstrated experience:" | Can the Government clarify if they are looking for a Resume with individual experience, or corporate experience? | The contractor shall provide a proposal indicative their ability to meet the requirements described in the RFP and PWS. | |
| 12 | Solicitation, pg. 28, Factor A, Element 1 and PWS pg. 26, Para 11.12 | If the Government wants to see an individual resume here, can this be a generic resume with no name, or does the Government need to see the identity of the individual engineer? | This shall be described as part of the management approach and will be evaluated in accordance with the RFP. Ability to provide qualified personnel for specialty areas will likely decrease risk of unsuccessful performance. | ||
| 13 | Solicitation, pg. 28, Factor A, Element 1 and PWS pg. 26, Para 11.12 | If the Government wants to see an individual resume here, does the resume count against the 20-page limit? | The contractor shall provide a proposal that indicates their ability to meet the requirements described within the page limitations. The Government is not requiring resumes for this solicitation. The Government will be evaluating in accordance with the solicitation. If desired, the contractor may note specific personnel or positions that have resumes available upon request. | ||
| 14 | Solicitation, pg. 28, Factor A, Element 1 and PWS pg. 26, Para 11.12 | In the Solicitation, pg. 28 Factor A, Element 1 lists 4 bullets that must be demonstrated in the proposal to be considered for award. But the PWS, Pg. 26, Para 11.12 lists 14 experience requirements. | Does the Government consider the 4 bullets in the solicitation as the minimum acceptable requirement and the other 10 requirements listed in the PWS as "strengths" as defined on page 35? | The contractor shall provide a proposal that indicates their ability to meet the requirements described in the PWS and RFP. Meeting individual requirements of the solicitation will not necessarily constitute strengths. | |
| 15 | Solicitation, pg. 28, Factor A, Element 3 | Reference states that "to be considered for award this portion of the proposal must demonstrate. . . Experience in Air Force Large Data Implementation, Disaster Recovery (LDI) Program Management, AFRL/Distributed Common Ground System (DCGS), Information Systems Security Officer (ISSO) for the LDI and DCGS programs and systems." This is a requirement that asks for very specific experience (ISSO experience for the LDI and DCGS programs and system, PM on an Air Force LDI DR project). | Would the Government consider broadening this requirement to be any ISSO experience, or any Program Management experience that included Disaster Recovery? | The Government is seeking highly qualified vendors for this type of work, and proposals will be evaluated in accordance with requirements described in the RFP. | |
| 16 | Solicitation, pg. 28, Factor A, Element 3 | Reference states that to be considered for award, this portion of the proposal must demonstrate several experiences. | Does the Government want to see an individual resume, or is this corporate experience? If a resume, is this for a generic resume with no name or a specific individual? | The contractor shall provide a proposal that indicates their ability to meet the requirements described. See questions 11-13. | |
| 17 | Solicitation, pg. 29, Factor B, Element 2, Second Bullet | Reference states that to be considered for award, this portion of the proposal must demonstrate including a list of all Standard Operating Procedures for each task/subtask. | Does the Government want a listing of Air Force SOPs, or corporate SOPs? | See question 1 | |
| 18 | Solicitation, pg. 29, Factor B, Element 2, Second Bullet | Reference states that to be considered for award, this portion of the proposal must demonstrate including a list of all Standard Operating Procedures for each task/subtask. | To which tasks/subtasks does the Government refer? Does this mean all tasks/subtasks in the IDIQ PWS? the Task Order PWS? | This factor is considering the contract level management approach. Please respond accordingly. | |
| 19 | Solicitation, pg. 29, Factor B, Element 2, Third Bullet | Reference states that to be considered for award, this portion of the proposal must demonstrate including a schedule of milestones, tasks, and subtasks as required in this contract. | Would a generic/example schedule of milestones with tasks and subtasks related to implementing the TO1 requirements meet this requirement, or is the Government looking for a broad range of tasks/subtasks for the overarching IDIQ? | The Government would expect both, as appropriate. | |
| 20 | Solicitation, pg. 29, Paragraph (2) Volume II - Past Performance | Reference neither limits nor mandates a minimum number of past performance references. | Can the Government confirm there is no minimum or maximum number of past performance references that may be submitted as part of the Proposal? | See question 3 | |
| 21 | Solicitation, pg. 29, Paragraph (2) Volume II - Past Performance | Reference does not mandate the reference comes from the Prime Offeror or if a subcontractor can submit. | Can the Government confirm that there is no constraint as to which contractor provides the past performance reference (the Prime or a sub)? | Confirmed, there is no limitation of prime or sub in past performance references. The nature of the references will be considered in the relevancy and confidence evaluations. | |
| 22 | Solicitation, pg. 29, Paragraph (2) Volume II - Past Performance | Reference does not describe any constraints on the role of the contractor (e.g. Prime or Sub) in the performance of the project referenced for past performance. | Can the Government confirm that past performance references can be as the Prime or as a Subcontractor on the referenced project? | See question 21 | |
| 23 | Solicitation, pg. 29, Paragraph (2) Volume II - Past Performance | Reference states that the offeror shall provide Attachment 1 - Past Performance Reference Information Sheet. | As the Government POCs for each project will email these sheets directly to the GSA POCs, what information does the Government want to see in Volume II - Past Performance of the proposal? | See solicitation page 29. | |
| 24 | Solicitation, pg. 30, Paragraph (3) Volume III - Task Order 001 Technical and Price. | Factor D, Elements 1 and 2 require a 5-page response describing only 2 of 7 Task Order tasks and only half the corresponding subtasks for those 2 tasks. Then Factor E requires pricing for Order 001. | Does the Government intend that the pricing for Order 001 cover all 7 tasks and all subtasks, or only the 2 tasks and corresponding partial subtasks described in the response? | See question 5 | |
| 25 | Solicitation, pg. 30, Paragraph (3)(i) Element 1, First Bullet | Reference states that in order to be considered for award, this portion of the proposal must demonstrate a SecureView Engineer experienced in working with DoD/AF personnel in the Pacific Theater in architecting and deploying solutions in the Pacific Theater. This is extremely specific experience in the context of a go/no-go validation and could be viewed as targeted at specific vendors. | Would the Government consider broadening this requirement to include experiences in other theaters or removing the requirement that this experience be a qualifier for award consideration? | The Pacific Theater provides a unique set of challenges to other AOR's both geographically and operationally. It is a disconnected, low-bandwidth environment. This task order requires performance in Diego Garcia, and this experience is imperative to accomplish this mission. It is purposely included as an element of the task order requirement rather than a contract level requirement. | |
| 26 | Solicitation, pg. 30, Paragraph (4) Volume IV - Contract Level Pricing | With respect to the equipment tab in Exhibit A Price List, it seems the equipment must be procured at the Task Order level. | Would the Government consider removing the equipment price list from the Contract price so that only labor costs are included in the evaluated price? | See question 9 | |
| 27 | Solicitation, pg. 33, Para e. Factor A: Contract Level Technical Knowledge/Experience | Reference states that in order to be considered for award the Technical/Management portion of the proposal must address a subset of the tasks in the PWS. For example, Element 1 of Factor A requires addressing four (4) requirements related to Multi-Enclave/Commercial Solutions for Classified Subject Matter Expertise but the corresponding PWS paragraph 11.12, on page 26, lists 14 tasks. | Please confirm that the Government does not intend for the offeror to address the other 10 tasks under PWS paragraph 11.12. | See question 14 | |
| 28 | Solicitation, pg. 1 (SF1449) Offer Due Date | Would the Government consider extending the submission date to September 15th? | The response deadline remains unchanged. | ||
| 29 | General Requirements | Who will be providing the hardware and software for this project? Is the contractor supposed to provide all the materials? SecureView is GOTS so it has to be from govt to govt. This requires a one time seat license which I think is around $25k per site and a yearly fee of $100 per device. | SecureView hardware is CSfC. The Government is seeking technical solutions from the vendors to meet the identified requirements. | ||
| 30 | General Requirements | Can the Government provide a list of sites that will have the VDI infrastructure installed? | Please see Attachment 2, PWS section 11.5 and 15. | ||
| 31 | General Requirements | Will the Government provide the laptops/endpoints? | See attachment 3, PWS sections 5 and 21. | ||
| 32 | RFP Instructions, Page 30 | Factor E is listed for Volume III, TO 001 pricing, as well as for Volume IV, Contract Level Pricing. | Question: Please clarify that the Task Order pricing and the Contract pricing together constitute Factor E, even though they appear in separate Volumes. | Correct. These are two different submittals that make up separate elements of the cost factor. | |
| 33 | Price Workbook equipment (Task Order and Main proposal) | There are items in the pricelist that are no longer orderable and are end of Sale and/or end of life. | Question: In the event that a product is no longer manufactured as requested would the government like the vendor to quote the closest new available part instead? | Yes, if this is the case, please clearly annotate the unavailable item and proposed replacement part. | |
| 34 | RFP Instructions, Page 27 | Instructions to offerors indicate a NAICS of 541512 but specifies small business size standard of $25M. The current size standard is $27.5M and DOL has proposed the size standard be raised to $30M. | Question: Will the Government consider aligning the size standard requirement with the current size standard? | Correct, this will be revised, the size standard is $27.5m | |
| 35 | RFP Attachment 1 – Past Performance Questionnaire | The solicitation includes attachment 1 – past performance questionnaire. | Question: Will the Government accept CPARS in lieu of past performance questionnaires? | The Government intends to consider all available data sources for past performance in accordance with FAR 52.212‐2 (g) (page 36-37). The vendor may submit CPARs information as part of the reference if preferred. | |
| 36 | RFP Instructions | The solicitation instructions/evaluation criteria cover a subset of the PWS. | Question: Is it the Government’s intent for offerors to address all PWS areas or will addressing the specific items listed in the proposal instructions be sufficient? | The elements called out are specific minimum requirements. Please consider the factors and technical rating matrix. In order to be considered for award, "The Proposal meets requirements and indicates an adequate approach and understanding of the requirements..." | |
| 37 | RFP Instructions | Question: When does the Government anticipate answers to questions will be published? | N/A | ||
| 38 | RFP Instructions | GSA is states at cost, etc ( FAR 31.205-46). | Question: Will the Government permit offeror’s G&A be added to Travel and ODCs? | These are reimbursable items. See solicitation paragraph B.6. |
