SAMPLE TASK C - PERFORMANCE WORK STATEMENT

Suicide Ideation Risk Factors and Career Outcome Study

1.0 INTRODUCTION. The objective of this effort is to conduct a secondary analysis using the FY2016 Status of Forces Survey of Active Duty Members (SOFS-A) Survey datafile and Defense Manpower Data Center personnel databases (e.g., DEERS, Active Duty

Personnel File) to compare the outcomes of FY2016 SOFS-A respondents who indicated they sought mental health support for suicide ideation with those who indicated they did not seek mental health support.

2.0 BACKGROUND. The research will identify if help seeking individuals have outcomes that are substantively different than non-help seeking individuals. Additional analyses will evaluate the risk factors associated with suicide ideation in two forms:

active and passive. Potential risk factors may include financial readiness, perceived stress, geographic location (urban, rural), relationship status, demotions, and derogatory clearance actions. OPA will track the cohort of help seeking and non-help seeking members over a 5-year period. Specific outcomes to compare may include the following:

career status, separation outcomes, accrual/denial of benefits or incentives, and other data elements from the DMDC Master and Regular Transaction Files identified in DoDI

1336.05. OPA may also include the 2017 and 2018 SOFS-A data in future analysis to further confirm the findings.

3.0 SCOPE. This effort is focused on assisting with the statistical analysis of the 2016

Status of Forces Survey of Active Duty Members.

4.0 REQUIREMENTS. The contractor shall:

4.1 Provide all support activities required under the contract including monthly reports, preparation and updating of a Task Management Plan and required project-specific plans, and VTC kickoff meeting.

4.2 Using the 2016 Status of Forces of Active Duty (SOFS-A) Survey, design a longitudinal, case-control study that compares members who reported suicide ideation in the FY2016

SOFS-A and sought mental health assistance to those who did not seek help. An additional control group who did not experience suicide ideation will also be included.

Once the subsample is determined, contractor will merge personnel record data at yearly intervals. This task order covers Year 1. The analytic dataset will be used to assess differences in outcomes among non-help seeking and help seeking members. Additional analyses will evaluate the risk factors associated with suicide ideation in two forms:

active and passive. Because help seekers and non-help seekers may have systematic differences across Services, paygrades, and other demographics, the analysis will control for a large set of environmental and personal demographics to isolate the effect of seeking help (or not) on each outcome measure (e.g., promotion rates). Contractor will continue to extract the personnel variables of interest each year to assess changes over time. This study will track this subset of individuals over a 5-year period.

4.3 Contractor Manpower Reporting. Report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Government via a secure data collection site. The Contractor shall completely fill in all required data fields using the following web address:

http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs from 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the help desk at: http://www.ecmra.mil/.
