Performance Work Statement
Project ID08190025 – CH-53 Aircraft Maintenance Services
1. 0 INTRODUCTION.
1.1 The purpose of this non-personal services contract is to provide Contractor Maintenance Support
(CMS) for Marine Heavy Helicopter Training Squadron 302 (HMHT-302). CMS will perform organizational level maintenance on the CH-53E aircraft of HMHT-302.
1.2 Under this non-personal services contract, the contractor personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
2.0 DESCRIPTION OF SUPPLIES/SERVICES. The contractor shall perform organizational level maintenance on the CH-53E aircraft within HMHT-302 spaces at Marine Corps Air Station (MCAS) New
River, North Carolina (NC). The maintenance services provided by the contractor shall be within the skill classifications identified in this Performance Work Statement.
3.0 SCOPE. Contractor Maintenance Support: Contractor will perform organizational level (O-Level) scheduled and unscheduled maintenance at HMHT-302 on CH-53E aircraft at MCAS New River, NC.
The types of maintenance support to be provided are maintenance documentation, scheduled and unscheduled maintenance which includes inspections, servicing, lubricating, adjusting and the removal and replacement of aeronautical components, corrosion prevention and treatment.
The Contractor shall participate in periodic quality assurance (QA) audits and periodic monitoring. Additionally, the Contractor shall participate in periodic Government Aviation
Maintenance Management Team (AMMT) inspections, Aviation Logistics Management Assist
Team (ALMAT) inspections, Maintenance Program Assist (MPA) visits, training assist visits
(pre-MPA), Material Condition Inspections (MCIs), and Naval Safety Center surveys.
4.0 CONTRACTOR FURNISHED. The contractor shall provide all supervision and labor while maintaining assigned common use tools and containers provided by the government IAW the most current version of the Tool Control Manual (TCM). All maintenance to be performed by the contractor shall be performed by technicians thoroughly trained and knowledgeable in operation and maintenance of the systems specified in the individual skill classifications as listed in paragraph 9.1.7. All qualifications/certifications listed in paragraph 9.1.7 must be currently held, previously held and/or fully attainable by CMS personnel assigned to production work centers within 90 days of employment. All qualifications/certifications will be documented and maintained using the Advanced Skills Management database. The contractor shall ensure that personnel have applicable training, qualifications, and certifications required to perform services involving Class V Ammunition and Explosive Material required for effectively maintaining and supporting the CH-53E aircraft. Qualification and certification shall be required for personnel performing Class V Ammunition and Explosive Material work in accordance with MCO 8023.3 Series.
5.0 APPLICABLE DOCUMENTS. The contractor shall perform all work in accordance with the most current version of Commander Naval Air Forces Instruction (COMNAVAIRFORINST) 4790, also referred to as the Naval Aviation Maintenance Program (NAMP), and applicable CH-53E maintenance instruction manuals, Technical Directives (TDs), squadron Standard Operating Procedures (SOPs), and such other instructions as may be applicable in the support of these tasks.
6.0 CMS WORK SPECIFICATIONS. The personnel complement shall include an adequate mixture of the following labor categories; maintenance control/team lead, quality assurance representative, technical directive (TD) coordinator, airframe mechanics, flight-line mechanics, electrical/avionics mechanics. The complement mixture shall be balanced in a manner to adequately support one year of scheduled and unscheduled maintenance which includes documentation, inspections, servicing, lubricating, adjusting and the removal and replacement of aeronautical components. Additional guidance and minimum qualifications are provided in paragraph 9.1.7. These CMS personnel shall augment government maintenance personnel at the Organizational level (O-1evel). The goal of this effort is to clean, inspect, document, and repair O-Level discrepancies while assisting in the training and development of their
Marine counterpart’s military occupational specialty (MOS) proficiency. The contractor shall perform the tasks prescribed herein as assigned by the Contracting Officer’s Representative (COR). Contractor personnel are employees of the contractor and under their administrative control and supervision.
6.1 The government’s estimated labor category mixture for CMS is:

6.2 The contractor shall report all interim Intermediate Level (I-Level) and Depot Level (D-Level) repair requirements found during inspection/corrective action, to the designated squadron Maintenance Material
Control Officer (MMCO).
6.3 All work performed shall be in accordance with the NAMP and existing local processes and procedures. All maintenance/inspections performed by the contractor shall be documented via Work
Orders (WO). Contractor personnel shall acquire appropriate Special Maintenance Qualifications (SMQ) to initiate WOs and complete maintenance action within Squadron Naval Aviation Logistics
Command/Management Information System Optimized Organizational Maintenance Activity
(NALCOMIS OOMA).
6.4 The CMS team members shall be qualified to examine, inspect, investigate, repair, and provide recommendations to the local Maintenance Control and/or government agency as required. CMS personnel will be highly qualified and technically competent in their assigned skill category, meeting the minimum qualifications identified in paragraphs 9.1.7 and 9.1.8.
6.5 Selected contractor personnel may qualify as Collateral Duty Inspector (CDI), Collateral Duty
Quality Assurance Representative (CDQAR) and as a Plane Captain in accordance with the NAMP. All maintenance will be performed and inspected in accordance with the NAMP.
6.6 The contract requirement is for all employees to possess at minimum a favorable Nation Agency
Check with Inquiries (NACI) or a DoD-determined equivalent investigation. In addition, the electrical/avionics mechanics shall possess, at a minimum, a SECRET clearance due to their access to cryptographic equipment/components and/or spaces where there are handled.
7.0 WORK HOURS. The standard work week for federal employees is 40 hours per week. The standard
40 hour week is defined as five (5) days a week, eight (8) hours a day. The contractor is advised that deviation from this standard workweek may affect access to buildings, materials and or government employees.

7.2 Current shifts of government employees are as follows, which includes a 1-hour lunch break:
1. Monday-Friday 0700-1600 (1st shift)
2. Monday-Friday 1600-0100 (2nd shift)
7.3 The COR will develop a work schedule that supports the Government’s maintenance work schedule and priorities. The expectation is that all contractor staff will work 1 st shift; however, unique situations may require contractor staff to work 2 nd shift with the approval of the CO.
7.4 The contractor may be required to provide maintenance services in support of natural disasters and other unique situations (e.g., extended hours, stranded aircraft rescue, national security support, low aircraft availability/readiness, etc.). The Government will make every effort to provide at least 24-hour advance notice of emergent requirements. The contractor is required to provide COR and CO an estimation of the number of hours and total estimated cost required to perform requested support IAW contract negotiated labor rates. In coordination with the COR, the CO will approve based on the requested supported hours. The Contractor and COR shall be responsible for tracking and reconciling expended hours. The Contractor shall notify the COR and CO in writing whenever it has reason to believe that the costs it expects to incur under the Labor Hour Contract Line Item (CLIN) will exceed 75 percent of the total amount so far allotted to the CLIN by the Government.
7.5 If Optional CLIN X004 is exercised, the Contractor shall be prepared to support day and night flight operations by proportionally staffing two shifts of maintenance.
8.0 ADMINISTRATIVE INFORMATION.
8.1 The contractor is responsible for maintaining the required minimum number of employees (see
Enclosure 2). The contractor alone shall approve and administer leave and holidays for its employees.
The contractor will be responsible for tasking its employees in accordance with the work required. The
COR will provide the Team Leader with all tasks the contractor will be responsible for completing and the contractor will decide how that work is assigned to its employees. The contractor will perform all supervision, evaluation and disciplinary functions for its employees.
8.2 Due to the urgent and continuous nature of this requirement, the government requires the contractor to maintain the proposed workforce at 100% manning. As such, the contractor is expected to develop a manning plan to fill any planned or unplanned vacancies on an expedited basis. Any vacancies that occur in the contractor’s proposed manning should be filled within 14 calendar days. Any manning vacancies that remain unfilled after 14 days will have an invoice offset calculated using the total proposed daily cost
(including profit and overhead) for the position left vacant (based on a 30 day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.
9.0 QUALIFICATION REQUIREMENTS OF CONTRACTOR’S EMPLOYEES. The contractor shall identify a member of their support team as the Team Leader. The team leader shall be responsible for all contractor activity and for overall supervision of the contract performance associated with the CMS efforts.
9.1 CMS Personnel:
9.1.1 Shall possess extensive maintenance, modification, and repair experience on Naval/United States
Marine Corps rotorcraft or applicable platform or possess equivalent industry experience such as
Airframe and Power Plant (A&P) or Federal Communication Commission (FCC) license. See enclosures
(1) and (2) for specific qualifications and certifications.
9.1.2 Must possess the ability to work independently, without technical guidance, to perform all tasks outlined in the Maintenance Instruction Manual (MIM), and the technical proficiency to qualify as CDI or
CDQAR.
9.1.3 Shall be familiar with all publications relevant to the maintenance of the CH-53E appropriate to the assignment and have a thorough practical and theoretical knowledge of the equipment/systems.
9.1.4 Shall possess knowledge of the learning process and how to transfer technical knowledge to less qualified personnel, including the ability to express thought in both oral and written communications.
9.1.5 Shall possess thorough understanding or become familiar and proficient with NALCOMIS OOMA maintenance documentation within 90 days of employment.
9.1.6 Shall be U.S. citizens to ensure access to flight line work spaces and critical information systems.
10. SAFETY. The contractor shall comply with all applicable and local safety regulations and policies governing work performed on USMC aircraft. The Contractor shall ensure personnel are equipped with proper work attire to include safety boots, eye protection, and other Personal Protection Equipment (PPE) determined to be necessary. Working uniforms shall be clearly marked to identify personnel.
11.0 GOVERNMENT RESPONSIBILITIES. The Government will:
11.1.1 Provide workspace/hangar facilities for the servicing of aircraft and a secure space for storing contractor's common tools.
11.1.2 Provide office space for the CTS team and CMS personnel. The office shall include desks, chairs, filing cabinets, telephones, and access to computers as necessary to include Navy/Marine Corps Intranet (NMCI) accounts.
11.1.3 Provide all technical manuals.
11.1.4 Provide all special Individual Material Readiness List (IMRL) tools, Ground Support Equipment (GSE), ground handling equipment, precision measuring equipment (micrometers, torque wrenches, etc.), and special/common tools required to perform the aircraft maintenance tasks for the contractor’s usage as needed. Ownership and maintenance of these items will remain with the government.
11.1.5 Provide Defense Secure Network (DSN) and local MCAS New River phone service.
11.1.6 Provide all materials, consumable parts, and repairable parts needed to perform scheduled/unscheduled aircraft maintenance tasks.
11.1.7 Provide access to supply databases as required.
11.1.8 Provide existing squadron Pre-Expended Bins (PEBs) for use by the contractor maintenance personnel. All usage will be decremented via OOMA. PEB additions may be made with the concurrence of the COR and Marine Aviation Logistics Squadron (MALS) Aviation Supply Officer.
11.1.9 Provide liaison for squadron concerns, including Engineering Investigations (EIs), hazardous material reports, and quality deficiency reporting.
11.1.10 Be responsible for Quality Assurance (QA) and CDI of all work accomplished by any member of the CTS/CMS team. In the absence of a qualified CMS CDIs or CDQARs, final responsibility for the completed work will remain with the Marine (the USMC) performing the required function.
11.1.11 Upon arrival, change of personnel, and at an annual minimum, CTS/CMS personnel are to be briefed on local policies, safety rules, and regulations.
11.1.12 Provide emergency medical care when injuries occur on the worksite: defined as medical care that is necessary to be performed until the individual can be transported to civilian medical facilities without endangering life. Closing lacerations and tending to unconscious personnel are examples of emergency medical care.
11.1.13 Provide all necessary personnel passes, identification badges, and vehicle permits required for access to work.
11.1.14 For the services described herein, the COR shall be responsible for ensuring services are received and properly performed in accordance with this Performance Work Statement.
12. TRAVEL. Work performed within a 50-mile radius of MCAS New River will be considered local travel, and will not be reimbursed by the government. Travel outside a 50 mile radius shall only be authorized by the CO and shall be in accordance with the Joint Federal Travel Regulations.
12.1 Travel: The Contractor shall be required to travel. Temporary duty will be performed as required by the tasking, only after approval and authorization of the Contracting Officer, in coordination with the COR. All travel will be performed on a reimbursable basis and will be funded separately. The Government will notify the contractor of travel requirements A travel cost estimate report (Attachment 04) will be provided to the COR within seven (7) working days prior to the commencement of the trip, or as soon as possible if the Contractor receives shorter notice. The Contractor shall be responsible for making arrangements for all airfare, car rental, lodging, and subsistence required. Travel will be reimbursed IAW Section 6.9 and the Joint Travel Regulations (JTR).
12.2 Other than Assigned Station: When Contractor personnel remain overnight at locations other than assigned station, per diem shall be paid at a rate not to exceed the rates specified in the Joint Travel Regulations.
12.2.1 Reimbursement of Travel: Reimbursement shall be based upon the JTR, and FAR Part 31.
12.2.2 Travel and Per Diem: Travel and per diem costs incurred in the replacement and/or relocation of personnel shall not be reimbursed when such replacement and/or relocation is accomplished for the Contractor or employee’s convenience.
12.2.3 Government Furnished Transportation: At the Government’s discretion, Government-furnished transportation may be provided in lieu of commercial transportation. If available, the Contractor shall use Government-provided transportation.
12.2.4 Detachment Transportation: If Government provided ground transportation is unavailable for Contractor personnel in/around the detachment site, the Contractor shall coordinate the needed/appropriate transportation. Required flight line vehicles will be provided by the Government. All travel requirements will be coordinated through the COR and approved by the Contracting Officer.
13. Contracting Officer Representative (COR) will be identified at time of contract award via separate correspondence.
14.0 BASE ACCESS.
14.1 Marine Corps Installations East - Marine Corps Base Camp Lejeune and Marine Corps Air Station New River have implemented the RAPIDGate program intended to enhance installation access control. In order to gain access to Marine Corps Base (MCB), Camp Lejeune and/or Marine Corps Air Station (MCAS), New River, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access.
Specifically, a check of records through the National Crime Information Center (NCIC) Interstate Identification Index (III) is the installation's minimum background check for access to MCB, Camp Lejeune and/or MCAS, New River for non-Common Access Card holders, to include entrance of visitors.
14.2 MCB, Camp Lejeune and MCAS, New River applies the following non-Federal Government cardholder criteria to determine the authorized type of access control credentials:
a. Contractors: RAPIDGate or 30-Day Pass followed by 4-DayPass*
b. Sub-Contractors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
c. Vendors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
d. Suppliers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
e. Service Providers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
f. Delivery Personnel: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
g. Public-Private Venture (PPV) Housing and Installation Volunteers: Local Population Credential
(The following are examples of Installation Volunteers: (Red Cross, Community College Instructors and Students, Commissary Baggers, Naval Hospital Volunteers, Family Readiness Volunteers, Wounded Warrior Volunteers, and any other organization approved by the Commanding General, Marine Corps Installation East-Marine Corps Base Camp Lejeune and Commanding Officer, MCAS, New River)
14.3 Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC’s are exempt from RAPIDGate enrollment.
14.4 Contractor personnel who are ineligible for a CAC will be required to either obtain a 30- Day pass followed by a 4-Day pass* or enroll in the RAPIDGate Program. RAPIDGate is a voluntary program due to associated costs. For further information concerning contractor access, please contact the Contractor Vetting Office at 910-450-5978 or visit Marine Corps Base Camp Lejeune (http://www.lejeune.marines.mil/) or MCAS New River (http://www.newriver.marines.mil/) websites. For information concerning enrolling in RAPIDGate please visit their website at www.rapidgate.com.
The Government will not be responsible for any access delays. Delays that may result from inadequate planning are contractor responsibility. Any and all costs associated with RAPIDGate are the sole responsibility of the contractor.
* Contractors will be issued a one-time pass for 30 days. Upon expiration of the 30 day pass, they will only be issued a 4 day pass every 4 days thereafter, for the duration of the contract.
14.5 For all other locations, the vendor must contact the installation security management office for the installation they are trying to access for access rules and restrictions.
15. CONTRACTOR'S UNAUTHORIZED WORK PERFORMANCE. The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR and/or the CONTRACTING OFFICER, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.

The government may require additional contractor support personnel, as referenced in the Price Schedule as “Optional” CLINs. The Contracting Officer may exercise these Optional CLINs by written notice to the Contractor at least 30 days prior to the desired start date for the additional support.
NOTE (1): must have previously qualified as Quality Assurance Representative
NOTE (2): Will be required to attain Safe for Flight certification within 90 days of employment. Must have previously held Safe for Flight certification in CH-53E and working knowledge of Optimized O-level Maintenance Activity (OOMA) NALCOMIS.
NOTE (3): must be intimately familiar with TD coordination, OOMA NALCOMIS, and naval message traffic format and function.
