Question #Document / AttachmentPage #Section / ParagraphQuestion, Comment, or ClarificationGovernment's Revised Response 13 AugustGovernment Answer
Performance Work Statement14.0Paragraph 4.0 references PWS paragraph 9.1.7; however, 9.1.7 does not exist. Please confirm the USG is referring to PWS Enclosure 1 and not para 9.1.7.All references to paragraph 9.1.7 will be changed to reference Enclosure 1 through an amendment to the PWS.
Performance Work Statement14.0The UGS states qualifications and certifications will be documented and maintained using the ASM database. The ASM administrator duties are normally assigned to an active duty E-6 and above. Is the USG requiring the contractor to assume ASM database administrative functions, or simply requiring the contractor to work with the administrator?Expectation is for the contractor to work closely with the unit adminstrator.
Performance Work Statement14.0"Qualification and certification shall be required for personnel performing Class V Ammunition and Explosive Material work in accordance with MCO 8023.3 Series." Per the WD, Hazardous Materials, all personnel working within close proximity to CADs (Class V A&E) would receive the WD mandated 4% differential Will the USG please confirm who exactly gets the 4% differentialAll personnel will receive the 4% differential as they will all be in proximity to CADs at some point.
DOL Wage Determination15Hazardous Material"4 percent differential is applicable to employees employed in a position that represents a low degree of hazard when working with or in close proximity to ordnance (or employees possibly adjacent to) explosives and incendiary materials which involves potential injury such as laceration of hands face or arms of the employee engaged in the operation irritation of the skin minor burns and the like; minimal damage to immediate or adjacent work area or equipment being used. Will the Government confirm that all Airframes, Avionics, Flightline and the QAR receive the differential?See Question 3.
Performance Work Statement26.0Paragraph 6.0 references PWS paragraph 9.1.7; however, 9.1.7 does not exist. Please confirm the USG is referring to PWS Enclosure 1 and not para 9.1.7.All references to paragraph 9.1.7 will be changed to reference Enclosure 1 through an amendment to the PWS.
Performance Work Statement26.4Paragraph 6.4 references PWS paragraphs 9.1.7 and 9.1.8; however these paragraphs do not exist. Please confirm the USG is referring to PWS Enclosures 1 and 2?All references to paragraphs 9.1.7 and 9.1.8 will be changed to reference Enclosure 1 and Enclosure 2 (respectively) through an amendment to the PWS.
Performance Work Statement26.6Can the government please confirm whether or not the current/incumbent avionics mechanics posses active secret clearances?Yes, the current avionics mechanics possess active sreert clearances
Performance Work Statement37.3Can the USG confirm whether CMS personnel are embedded in the shops, or if they are a stand alone shop (X50. etc.)?All personnel are standalone.
Performance Work Statement614.1Since CMC personnel will require CAC cards for access to NALCOMIS/OOMA and NMCI, what is the purpose of implementing RAPID GATE? Will all CMS personnel receive CACs?All CMS personnel will receive CAC's however, it take time to process. In the mean time RAPID GATE is nessecary for base access.
Performance Work Statement714.3Will all CMS personnel receive CACs?Yes
Performance Work Statement714.4For accurate pricing, how many personnel utilize RAPID Gate?See Questions 9.
Performance Work Statement14.0 CONTRACTOR FURNISHEDAll maintenance to be performed by the contractor shall be performed by technicians thoroughly trained and knowledgeable in operation and maintenance of the systems specified in the individual skill classifications as listed in paragraph 9.1.7. All qualifications/certifications listed in paragraph 9.1.7 must be currently held, previously held and/or fully attainable by CMS personnel assigned to production work centers within 90 days of employment. Question: PWS paragraph 9.2.8 does not exist. Will the Government update the referenced paragraph?See Question 6.
Performance Work Statement2Government’s estimated labor category mixture Para 6.1PWS paragraph 6.1, Government’s Estimated Labor Mix, the Labor Category Table lists the Technical Directive Coordinator as a Technical Writer III / SCA Occupational Code 30463. IAW COMNAVAIRFORINST 4790.2 (NAMP), NAMPSOP 10.10, this position requires T/M/S (CH-53) Safe-For-Flight qualification and the completion of CNATTU courses: C-555-0059 Configuration Management for Organizational Activities and C-555-0053 Naval Aviation Maintenance Control Management for Optimized Organizational Maintenance Activity. This position is equal to or more experienced than the Maintenance Controller position (Aircraft Mechanic III) and requires additional training per the NAMP, specifically the CNATTU courses: C-555-0059 Configuration Management for Organizational Activities. This course is not required for the Safe for Flight Maintenance Controller. Question: Will the Government change the Technical Directive Coordinator SCA labor category to 23023 (Aircraft Mechanic III) or provide the rationale how this position at MCAS New River is different and does need to comply with the NAMP? NOTE: Making this position an Aircraft Mechanic III aligns with the Technical Directive Coordinator position on the VMGR-252 effort. The TD coordinator (Technical Writer III) is the only person significantly involved in the program aspect (versus wrench turners). If the TD Coordinator makes a mistake, the govenment risks failing inspections and the possible shut down of the program. No, the government will not change the labor category of Technical Writer III because the government wants it to be a stand alone position within the squadron. The government does not want a Mechanic III to perform technical writing duties for various reasons, one of them being consistency within the technical writer position.
Performance Work Statement2Para 6.4The CMS team members shall be qualified to examine, inspect, investigate, repair, and provide recommendations to the local Maintenance Control and/or government agency as required. CMS personnel will be highly qualified and technically competent in their assigned skill category, meeting the minimum qualifications identified in paragraphs 9.1.7 and 9.1.8. Question: PWS paragraph 9.2.8 does not exist. Will the Government update the referenced paragraph?See Question 6.
Performance Work Statement10Enclosure (2)Note 3 does not state the requirement for Safe-for-Flight IAW COMNAVAIRFORINST 4790.2C, NAMPSOP 10., para 10.10. Question: Will the Government add the Safe-for-Flight requirement or provide the rationale how this position at MCAS New River is different and does need to comply with the NAMP?This was an oversight by the government. The TD Directive Coordinator position listed in the chart on page 10 should reference both Notes 2 and 3 (not just Note 3) because this position has a requirement to be Safe-for-Flight.
Performance Work Statement14.0The CH-53E has Cartridges and Cartridge Actuated Devices (CADs). CADS are considered/listed as Class V Ammunition and Explosive Material. According to the Wage Determination under the Service Contract Act: A 4% differential is applicable to employees employed in a position that represents a low degree of hazard when working with, or in close proximity to ordnance. These differentials are only applicable to work that has been specifically designated by the agency (In this case – USMC by virtue of MCO 8023.3C) for ordnance, explosives, and incendiary material differential pay. Since CADs are utilized throughout the CH-53, the 4% differential would apply to all personnel working on the aircraft in close proximity to the CADs..
Question: Should the contractor’s price quote include the mandated 4% differential?Yes
Performance Work Statement610. SafetyThe Contractor shall ensure personnel are equipped with proper work attire to include safety boots, eye protection, and other Personal Protection Equipment (PPE) determined to be necessary. Question: Will the government provide proper fall protection equipment such as lanyards, harnesses, etc., to ensure compliance with OSHA 29 CFR 1910?No, the personnel will use aircraft stands because this aircraft platform is an older one which is not equipped for lanyards, harnesses, etc.
Performance Work Statement814.0 Base AccessMarine Corps Installations East - Marine Corps Base Camp Lejeune and Marine Corps Air Station New River have implemented the RAPIDGate program intended to enhance installation access control. Question: Most Navy/Marine Corps installations have changed from RapidGate to DBIDS. Question: Can the government verify that Rapidgate is still required?Yes, Rapidgate is still required.
Performance Work Statement37.4The Contractor shall notify the COR and CO in writing whenever it has reason to believe that the costs it expects to incur under the Labor Hour Contract Line Item (CLIN) will exceed 75 percent of the total amount so far allotted to the CLIN by the Government. Question: Since this is an FFP contract, why is it necessary to notify the COR when a CLIN will exceed 75% of the total amount allotted?CLINS X002 are Labor Hour CLINs with a Not To Exceed ceiling. These CLINs cover overtime and are not FFP since the Government cannot predict the exact amount of overtime that will be used. While the Government tracks invoices under this CLIN, the Contractor is obligated to track invoices submitted under this CLIN and notify the COR and CO when it will exceed 75% of the ceiling stated in the Price Schedule.
RFP DocumentWe did not see where DFARS 252.228-7001, Ground and Flight Risk Clause was included.
Question: Will it apply to this effort? No.
Performance Work Statement14.0Paragraph 4.0 mentions "individual skill classifications as listed in paragraph 9.1.7", however there is no 9.1.7. Please clarifySee Question 6.
Performance Work Statement37.5Optional CLIN X004, please explainThe Government anticipates it may have a need for additional contractor support during Option Period One and/or Option Period Two.
Performance Work Statement410The paragraph states that the contractor will provide safety PPE. Is there a standard or reference please clarify? Isn't this classifed as a consumable item provided by the government?Government is not providing personal equipment, such as boots, coveralls, gloves, or goggles
Performance Work Statement714.3The text regarding RAPIDgate enrollement. Paragraph 14.3 reads that contractor personnel are exempt from RAPIDgate enrollment. Will Contractors be able to receive a CAC card without RAPIDgate enrollment? Please clarify.Yes
Performance Work Statement2,3, and 10.Sections 6.0, 6.1, 8.1 and 8.2 and “(Enclosure 2) Required Contractor Employee Complement and Qualifications" table. Is it the Government’s intent that Contractors can meet the expected labor requirements with the ‘Required Contractor Employee Complement and Qualifications’ of personnel listed in the PWS or if the Contractor believes more bodies [i.e. adding bodies to help quickly fill vacancies within the 14 day] timeline are needed to meet the work requirements then the Contractor can and should bid the additional personnel deemed necessary to accomplish the workload successfully?Section 6.1 and Enclosure 2 of the PWS will be revised through and amendment to state the team compliment in the chart is required, not recommended. The team complement stated in the PWS is the required team complement.
Performance Work Statement410The referenced paragraph requires contractors to supply PPE and uniforms. These items would be classified as Other Direct Costs (ODCs). The Price Schedule does not provide a CLIN to propose ODC costs. Is it the government's intent that offerors are to propose ODC costs within CLIN X001, CH-53 Aircraft Maintenance Services? The contractor will provide uniforms at its own expense, not as ODCs. The government will provide PPE.
Performance Work Statement5/612/12.2.2Paragraph 12 states that Travel within a 50 mile radius of New River will not be reimbursed by the government. Paragraph 12.2.2 states that travel and per diem incurred in the replacement or relocation of personnel will not be reimbursed by the government. Question: Are there any other instances of travel that will not be reimbursable? For example, will the travel associated with the initial mobilization of employees to New River be cost reimbursable?Currently there is no travel anticipated to take place outside of a 50 mile radius of New River, therefore travel is not being funded. Should a need for reimburseable travel arise, it would require a modification to the contract to add funding. Mobilization of contractor employees to New River will not be reimbursed by the Government.
Question: Is it the government's intent that offerors are to propose Non-reimbursable travel costs within CLIN X001, CH-53 Aircraft Maintenance Services? The offeror can use its judgment in determining what costs it factors into the fully burden wage rates used to calclulate the final proposed price.
RFP Document38/3911.4.3 Paragraphs a-eThe referenced paragraphs list the pricing items required for submittal. The items listed are: Attachment No. 2, SF1449, the name and contract information of offeror personnel who are authorized to make decision and negotiate the proposal, the requirements in paragraph c., price assumptions, documentation to substantiate that a bona fide arrangement exists between companies. Are subcontractors required to submit any of these items to the government? No, these documents are only required from the Prime Contractor (Offeror).
Performance Work Statement10Table, (Enclosure 2) Required contractor Employee complement and QualificationsThe Occupation Titles in the referenced Table from the PWS do not match the job titles and FTEs in the excel document, "Attachment_2_-_Price Schedule". Are offerors to adjust the excel document to match the table shown in the PWS?No, offerors should not adjust the Price Schedule. The two charts represent the same positions. The chart on page 10 just lists the names by which the squadrons call them. The Price Schedule will be revised through an amendment to the solicitation to reflect the job titles and FTEs in the PWS.
RFP Document4012.1What are the other specific factors within "price" and "non-price" factors will be evaluted to determine a "Best Value Contract Award? The Price and Non-Price Factors are described in Sections 11 and 12 of the RFP. There will be no other factors used to determine the Best Value.
