2.1 Mission

The mission of VMGR-252 is to support the MAGTF Commander by providing air-to-air refueling, assault support, Close Air Support (CAS) and Multi-sensor Imagery Reconnaissance (MIR), day or night under all weather conditions during expeditionary, joint, or combined operations.

2.2 Objectives

The most important Contractor objectives are to provide safe flyable aircraft to complete the squadron’s daily flight schedule, return aircraft to Ready Basic Aircraft (RBA) status and support Type/Model/Series (T/M/S) readiness goals as defined by the KC-130J Mission-Essential Subsystems Matrix (MESM).

2.3 The Aircraft

The KC-130J is a high-wing, long-range, land-based monoplane. The mission of the aircraft is to conduct aerial refueling or tactical transport missions. The aircraft can be used for rapid delivery (by parachute or landing) of ground troops, paratroops, equipment, or cargo. It can be readily converted for ambulance or aerial delivery missions. Power is supplied by four Allison Engine Co. AE2100D3 turboprop engines. Each engine includes a two stage free power turbine section and a propeller gearbox joined by a torquemeter and interconnecting struts. A

DowtyR391 six-blade, coarse-seeking counterweight design, variable pitch propeller is attached to each engine propeller gearbox.

2.4 Activity The purpose of this non-personal services contract is to provide Maintenance Support for C-130 squadrons within Marine Air Group (MAG) 14 at the Organizational level (O-Level) on the KC-130J aircraft assigned to MAG-14. Aircraft maintenance support shall be provided aboard Marine Corps Air Station Cherry Point, NC at Marine Aerial Refueler Transport Squadron 252. The mission of VMGR squadrons is to train qualified aircrew and deploy them with mission capable KC-130J aircraft. The most important objectives are to provide safe flyable aircraft to complete the squadron’s daily flight schedule, reduce Time to Reliably Replenish Aircraft

(TRR(A)) and achieve Type/Model/Series (T/M/S) readiness goals as required by Chief of Naval Operations (CNO) and defined by the C-130 Mission-Essential Subsystems Matrix (MESM).

2.5 General Functions

The Contractor shall provide organizational level (O-Level) maintenance support as outlined in Section 4.0.

2.6 CMS Work Specifications

The normal Government work week consists of six (6) consecutive days, beginning at 1600 Sunday, and consisting of five (5) ten (10) hour work days Monday through Friday for Government personnel assigned to the day shift or

Sunday through Thursday for Government personnel assigned to the night shift. Government day shift hours will normally be from 7:00 AM (0700 hours) to 5:00 PM (1700 hours). Government night shift hours on Sunday and

Tuesday through Thursday will normally be from 4:00 PM (1600 hours) to 2:00 AM (0200 hours). On Mondays, the

Government night shift working hours will normally be from 3:00 PM (1500 hours) to 1:00 AM (0100 hours) to accommodate shop technical training requirements). If a third shift is staffed by the Government, the third shift hours will normally be from 10:00 PM (2200 hours) to 8:00AM (0800 hours). The Government routinely modifies the work week or working hours to meet operational commitments and annual training requirements. Government personnel normally do not work on federal holidays and are routinely granted special liberty periods of up to 96 hours.

With the exception of holidays, the normal Contractor workweek shall be six (6) consecutive days, beginning at

4:00PM (1600 hours) Sunday, and consisting of five (5) eight (8) hour work days Monday through Friday for contractor employees assigned to the day shift or Sunday through Thursday for contractor employees assigned to the night shift. Contractor day shift hours will normally be from 7:00 AM (0700 hours) to 4:00 PM (1600 hours).

Contractor night shift hours will normally be from 4:00 PM (1600 hours) to 1:00 AM (0100 hours). One hour during each shift will be provided for meals (two (2) 15 minute breaks and one (1) 30 minute meal). Ability to execute a night crew will commence once appropriate plus-ups are hired.

A minimum of ten paid holidays per year are anticipated. These include:

(A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) See 29 CFR 4174.

If Optional CLIN X003 is exercised, the Contractor shall be prepared to support day and night flight operations by proportionally staffing two shifts of maintenance.

The Contractor Team Lead shall work closely with Maintenance Department / Operations Department personnel to plan workloads, integrate aircraft schedules and coordinate material requirements. Whenever personnel are not fully utilized in one work center, the Contractor Team Lead may assign them to work on other tasks within their respective skills.

Due to the urgent and continuous nature of this requirement, the government requires the contractor to maintain the proposed workforce at 100% manning. As such, the contractor is expected to develop a manning plan to fill any planned or unplanned vacancies on an expedited basis. Any vacancies that occur in the contractor’s proposed manning should be filled within 14 calendar days. Any manning vacancies that remain unfilled after 14 days will have an invoice offset calculated using the total proposed daily cost (including profit and overhead) for the position left vacant (based on a 30 day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.

3.0 General Requirements

3.1 Applicable Directives

The contractor shall perform in accordance with the most current version of Commander Naval Air Forces

Instruction (COMNAVAIRFORINST) 4790, also referred to as the Naval Aviation Maintenance Program (NAMP), and applicable C-130 maintenance instruction manuals, Technical Directives (TDs), squadron Standard Operating

Procedures (SOPs), and such other instructions as may be applicable in the support of these tasks. The Contractor shall perform requirements in a manner that meets or exceeds CNAFINST 4790.2 Series, applicable Naval Aviation

Maintenance Program Standard Operating Procedures (NAMPSOPs) and local NAMPSOP instructions.

3.1.1 Changes to Applicable Directives

The Contractor shall notify the Contracting Officer (CO) if any changes required by a revision to the documents cited in 3.1, above, directly impacts the firm-fixed-price of the contract. This notification shall be made and funded prior to any work being performed against that revision.

4.0 Performance Requirements

The Contractor shall perform requirements in a manner that meets or exceeds the intent of

COMNAVAIRFORINST 4790.2 (series); the Naval Aviation Maintenance Program (NAMP), applicable Naval

Aviation Maintenance Program Standard Operating Procedures (NAMPSOPs). DCMA 8210.1C. and local instructions.. In case of conflict between instructions, the order of precedence shall be: Contract, NAVAIRINST

3710.1 (series), Ground Operating Procedures (GOPs), and service instructions.

4.1 Maintenance Programs/Areas

The Contractor shall maintain assigned aircraft and equipment in a manner that meets or exceeds the requirements of the following programs, marked with an “X” below:

4.1.1 QA/ Aviation Maintenance Inspections

The Contractor shall participate in periodic QA audits and periodic monitoring. Additionally, the Contractor shall participate in periodic Government (Aviation Maintenance Management Team )AMMT inspections, Aviation

Logistics Management Assist Team (ALMAT) inspections, Maintenance Program Assist (MPA) visits, training assist visits (pre-MPA), Material Condition Inspections (MCIs), Conventional Weapons Technical Proficiency

Inspections (CWTPIs), Commander Naval Air Forces inspections (CNAF), and Naval Safety Center surveys.

Discrepancies found during formal audits/inspections shall be corrected by the Contractor within ten (10) working days. If correction is not possible within ten (10) working days, a plan of action shall be presented to the squadron

QA Audit Program Manager for additional follow-up as necessary.

4.2 Flight Line

The Contractor’s launch and recovery personnel shall use standard aircraft handling and taxi procedures in accordance with (IAW) Naval Aviation Training and Operating Procedures Standardization (NATOPS), specific aircraft manuals, and local regulations, to support the host squadron and/or transient aircraft. Line work center procedures include:

4.2.1 Pre-flight, launch, aircraft directing and recovery operations During normal service hours, the Contractor shall launch aircraft IAW published flight schedules or as needed to support emergencies. The Contractor is advised the published daily flight schedule may change due to aircraft availability, weather and other factors. The COR, Government Ground Flight Representative (GGFR) or government representative will provide as much notice as possible regarding schedule changes. Recovery (pre-positioning SE and aircraft directing), shall include hot brake checks, post flight servicing, static grounding (aircraft to ground) and chocks.

4.2.2 Aircraft and SE Inspections

Perform acceptance, conditional, daily, phase, pre Depot (D)-Level, post D-Level, special, transfer, turnaround and zonal aircraft inspections and preoperational and periodic inspections on SE IAW Maintenance

Requirements Cards (MRC) and NAVAIR technical manuals.

4.2.3 Support Services

Pre/Post-Op checks, fueling and operation of SE, tools, Individual Material Readiness List (IMRL) and Naval

Aviation Metrology and Calibration (METCAL) assigned to the Power Line work center, to include conditional/scheduled inspections and periodic maintenance. The Contractor shall be responsible for performing the following services, marked with an “X” below:

Aircraft movement/direction Aircraft securing (covers, grounding and tie-downs at the end of flight schedule, prior to heavy weather and when coordinated by Maintenance Control) Aircraft fuel and defuel (fuel nozzle operator and safeties during hot-pit operations) Aircraft servicing (hydraulics, engines and engine accessories) Plane Captain functions for aircraft maintenance turns Detachment on-load and off-load for identified support functions

The services described above may be performed multiple times each day on the same aircraft as the flight schedule dictates.

4.3 Corrosion Control

The Contractor shall perform corrosion prevention and treatment, hereby referred to as corrosion control, IAW governing directives.

4.3.1 Corrosion Control Services

The Contractor shall be capable of detecting, identifying, reporting, treating and preventing various forms of corrosion

IAW applicable directives. This includes, but is not limited to; surface finish removal, sanding, corrosion control, preservation, masking, stenciling, and paint touch-up of assigned squadron aircraft. Corrosion control services may be performed multiple times each day on the same aircraft as the flight schedule and aircraft condition dictates. The

Contractor is not responsible for providing corrosion control services involving aircraft emergency reclamation and salvage services.

4.4 Government Furnished Equipment (GFE) Maintenance

Repairs, periodic maintenance and calibration of all GFE including support equipment, IMRL, and calibration-required tools shall be performed at the appropriate level of maintenance. Intermediate Level (I-Level) facilities and calibration laboratories are available to provide I-level and Depot level support for GFE. Repairs or periodic maintenance which are considered O-level in nature are required to be performed by the Contractor.

4.5 Scheduled and Unscheduled Maintenance Functions

The Contractor shall provide maintenance support for KC-130J aircraft as indicated IAW functions listed above in paragraphs 4.0 thru 4.4.3 and the following:

4.5.1 General Requirements

The Contractor shall perform maintenance on KC-130J aircraft as coordinated by the COR or designated government representative. Maintenance schedules will be issued orally, by letter, or by e-mail correspondence to the Contractor’s Site Lead or Site Manager. Upon completion of maintenance, the Contractor’s Collateral Duty

Inspector or Government Quality Assurance Representatives or Aircrew (as required) shall inspect the aircraft to certify that all maintenance performed is correct and complete. The Contractor shall check the aircraft for tools and other foreign objects that could potentially put the aircraft or aircrew at risk. The Contractor shall provide personnel who meet equivalent Department of Labor Skill Classification standards for designated occupations and trade skills, in performance of the required functions necessary to perform aircraft maintenance as described in

Section 2.

4.5.2 Aircraft Confined Space Entry

The Contractor shall not perform aircraft confined space entry except for hands-in/tool-in maintenance on non-permit required confined spaces. Prior to performing hands-in/tool-in maintenance, the Contractor shall comply with squadron Aircraft Confined Space Entry Program requirements as outlined in the COMNAVAIRFORINST

4790.2 (series) and NA-01-1A-35 manuals. The Government shall furnish Aircraft Confined Space Entry Program, training, and certifications IAW OPNAVINST 5100.23 series.

4.5.2.1 Contractor Furnished Equipment (CFE)

The Contractor is required to furnish uniforms/company identification clothing, and Personal Protective Equipment

(PPE) as described in Section 6.1.

4.5.3 Aircraft Subsystems

The Contractor shall perform inspection, disassembly, repair, servicing, TD compliance, modification, assembly, preservation/de-preservation, surface finish removal, corrosion control and preservation, masking and sanding of assigned KC-130J aircraft and components including the following systems, marked with an “X” below:

4.5.4 Administrative Requirements

The Contractor shall perform administrative duties related to aircraft maintenance such as: preparing reports and correspondence, filing and typing; performing Maintenance Data System (MDS) analysis; maintaining aeronautical equipment logbooks and Configuration Management (CM) Auto Log Set (ALS) records. The

Contractor shall be responsible for record keeping and reporting as required by COMNAVAIRFORINST 4790.2

(series) and the following:

a. Optimized Organizational Maintenance Activity (OOMA) Naval Aviation Logistics Command

Management Information System (NALCOMIS) work orders, automated aircraft discrepancy book and

Configuration Management (CM)/Auto Log Set (ALS) records.

b. Visual Information Display System (VIDS) Maintenance Action Forms (MAFs)

c. Aircraft Material Condition Readiness Reporting

d. Naval Aircraft Flight Record (OPNAV Form 3710/4)

e. Aircraft Inspection and Acceptance Record (OPNAV Form 4790/141)

f. Aeronautical Equipment Service Record (AESR) (OPNAV Form 4790/29)

g. Assembly Service Record (CNAF Form 4790/106A)

h. Scheduled Removal Card (CNAF Form 4790/28A)
