Subject: RFP ID07180066 – AETC S-70 Aircrew Flight and Maintenance Training
NOTICE TO OFFERORS
This letter transmits Request for Proposal (RFP) ID07180066- AETC S-70 Aircrew and Maintenance Training. The scope of this requirement is to provide contractor support for S- 70/UH-60 aircrew training and maintenance familiarization training. This training shall include includes fuel, instructors/personnel, facilities, simulation equipment, tools, training materials, maintenance, and supervision necessary to qualify USG personnel for S-70/UH-60 flight and maintenance. This RFP is issued by the United States (U.S.) General Services Administration (GSA), Assisted Acquisition Services (AAS) and is set aside for small business. The North American Industry Classification System (NAICS) code for this procurement is 611512, Flight Training. The Product Service Code (PSC) is U099, Education/Training - Other.
Offers shall be provided to the Government in accordance with the instructions specified in Section L of the PWS. Proposals shall contain the following:
a. Stand Alone Doc: Cover Letter/Executive Summary
b. Stand Alone Doc: Reps & Certs/OCI
c. Stand Alone Doc: SF 1449
d. Volume I: Technical Portion (Non-Price)
e. Volume II: Price
In accordance with instructions from Section L of the PWS, offerors shall submit all parts of their proposal to the GSA Acquisition Project Manager, Kurt Kincannon and the GSA Contracting Officer, Tammy Mattox, via the GSA ASSIST Electronic Ordering System (ITSS) NLT Thursday, February 7, 2019, 5:00 PM CST.
Offerors shall use ITSS to submit a proposal. The link is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS web page is https://web.itss.gsa.gov/Login.
To submit a proposal for consideration for award, all interested offerors must send GSA an email identifying (1) offeror’s name, and (2) the name of the individual employee who will act as the offeror’s point of contact (POC) for this requirement that is “registered in ITSS.” OFFERORS
MUST IDENTIFY THE COMPANY NAME AND THE POC’S NAME EXACTLY AS IT

APPEARS IN ITSS. “Registered in ITSS” or “Registration in ITSS” means an offeror is successfully registered in ITSS such that the Government can select offeror’s designated POC in ITSS to receive the RFP, view an order, and be able to submit a proposal. Some offerors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. Therefore, to ensure that all interested offerors are able to submit a proposal, prompt submission of the above ITSS offeror information (offeror’s name and POC) is requested. An email must be sent to tammy.mattox@gsa.gov in order to ensure registration.
