Question No. PWS Reference Offeror Question Government Response

1 General Is this is a new requirement, or is there an incumbent vendor? If available, can you please provide the incumbent contractor and contract number?

This is a new requirement - therefore, no incumbent contract or contractor exists.

PWS Sections A-J,Sub-section

B.1.5.1, p.7

According to the solicitation document, proposals are due February 7, 2019.

However, work also begins February 7, 2019. I was hoping to clarify the correct contract start date?

No - 02/07/2019 will not be the actual start date. The contract start date will be dependent upon the award date. Award is targeted for February 2019. Regardless of when the contract is awarded/start date, the Base Period will be a full twelve months.

The client currently has tentative training courses scheduled for mid-March - so the successful awardee should be able to begin providing training as early as March 2019.

Can Virtual Reality / Mixed Reality (VR/MR) capabilities be used to supplement "hands-on" instruction?

Yes, as long as the VR/MR compliment the hands on portion and all training items are covered.

PWS Sections A-J, Sub-section C.3.11 S-70 Live Fire

Qualification Training Curriculum Requirements, p.20

Can contractor work with government entities (i.e., air-ground impact range) to conduct live-fire training?

Yes, however it is up to the contractor to coordinate all aspects of range schedule for live fire operations. The government will not coordinate or de-conflict range scheduling times.

PWS Sections K-M, Sub-section M.2.1.1.1, Additional Required

TMA Information, p.45-46

Section M.2.1.1.1, Paragarph 3 describes required content for the offeror's Quality Control Plan, but it does so in two different lists: Items a-d and then again in "Quality Control Plan addressing (at a minimum)" Items a-h. Items a-h appear largely to be a repeat of M.2.1.1.1, Paragraph 1. Can the Government clarify what items are to be addressed by offerors in the Quality

Control Plan?

The Quality Control Plan should address those items (at a minimum) reflected in Sub-section M.2.1.1.1, Paragraph 3, Items a-d.

PWS Sections K-M have been amended accordingly.

PWS Sections K-M, Sub-section L.2.2.2.3. Quality Control Plan, p.39

Section L.2.2.2.3 states that the Quality Control Plan is included in the 30-page Technical/Management Appoach page count, but no where in Section

L is the Program Management Plan discussed. In Section M.2.1.1.1, Paragraph 1, however, specific details are povided for the content required in the Program Managemnet Plan. Can the Government confirm whether or no the Program Management Plan will be included in the 30-page limit of the

TMA?

The Government confirms that the Program Management Plan is included within the 30-page limit of the TMA.

PWS Sections A-J, Sub-section

C.2.0,Scope, p.9

Section C.2.0 states that the aircraft required for this contract are "S-70/UH- 60." Can the Government clarify which model(s) of UH-60 aircraft are acceptable (i.e. UH-60A, UH-60L, and/or UH-60M)? Can the Government also clarify if there are any specific aircraft configurations required (i.e.

specific radios, navigation system(s), hoists, etc.)?

UH-60A is the only model acceptable. Required Configurations:

Navigation:

Radio Receiving Set AN/ARN-123(V) AN/ARN-147(V) VOR/LOC/GS/MB navigational aid, VHF audio reception in the frequency range of 108 to 117.95 MHz and marker beacon receiver operating at 75 MHz. AN/ARN-147(V) tunable, 108 to 126.95 kHz. GPS- Garmin 696( Not Panel Mounted), with the assumption that they will be upgraded to the 750 or 1000 as theater dictates.

Communications:

UHF communications Radio-Transmitter Radio, RT-1518C/ ARC-164(V) HF-AM Two-way voice communications in the frequency range of 225.000 to 399.975 MHz (Optional) FM communications Radio Set AN/ARC- 201 VHF-FM Two-way voice communications, homing, frequency hopping in 30.0 - 87.975 MHz range. VHF-FM No. 1/2 and MEP VHF-FM. VHF AM and FM communications Radio Set AN/ARC-186(V) VHF-AM/FM Two-way voice communications in the frequency range 30.0 through

87.975 MHz and 116.0 through 151.975 MHz range. 108.0 through 115.975 MHz receive only. VHF-FM No. 2 Provisional.

Transponder: Transponder Set AN/APX-100(V), AN/APX-118, or AN/APX-123(V) Transmits a specially coded reply to a ground-based IFF radar Interrogator system. Or equivalent that meets all “FAR” requirements. Altimeter Radar Altimeter AN/APN-209 or equivalent that Measures absolute altitude.

Cargo Handling System:

Complete system as listed in TM 1-1520-237-10 (Section 3) - amended to RFP as Attachment 5 Armament:

M-240 Machine Gun Pintle Mount(Min of one Per aircraft that is scheduled for Gunnery flight)

8 General Will the contractor be required to use existing USAF simulators or expected to supply contractor simulators?

The successful awardee (or their teaming partners) are expected to supply contractor simulators.

9 General If civilian simulators or flight training devices are used, what are the device requirements (full flight simulators – level C or D, FTDs level 4,5,or 6)?

Simulation Device requirements are Full Flight Simulators (FFS) - level C or D. Non-motion simulators are not acceptable.

10 General Will the government furnish GFI including existing syllabus or will the contractor be expected to generate new syllabus?

The Government can furnish syllabi or can modify the successful awardee's existing syllabi, if available.

11 General Can computer based training be used in lieu of classroom instruction? No - computer based training cannot be used in lieu of classroom instruction.

12 General Was there market research (i.e. Sources Sought) conducted for this solicitation to determine the set aside?

Yes - A Sources Sought Notice (SSN)/Request For Information (RFI) was posted previously to FBO under ID07180044 on June 26, 2018 and closed on July 6, 2018.

12 General Will the Government consider an extension (to the RFP Close date)? No extensions of time will be granted for the RFP deadline due to the need for scheduled training to commence mid-March 2019.
