About this file

This request for information (RFI) from the General Services Administration (GSA) Federal Acquisition Service seeks industry feedback on a draft performance work statement and attachments for a trainer developer II opportunity. The draft documents outline representative tasks including developing augmented reality trainers for HH-60 Pave Hawk and C-130 aircraft, as well as airborne communication trainers. Responses are requested by April 30th and should include a capability statement demonstrating past experience on similar scopes of work. The RFI does not include pricing or award details.

HISTORICAL INFORMATION / REPRESENTATIVE TASKS AND PROJECTS

The following are representative of the types of tasks and projects that have been accomplished through the 502 TDS:

Task and Projects

• HH-60 Pave Hawk Trainer

The Contractor developed and integrated a platform IT system solution, including software and hardware solutions for an HH-60 Pave Hawk Augmented Reality Trainer.

The trainer project was funded and accomplished in three phases. Phase 1 Cockpit Familiarization Trainer (CFT) included a replica composite fuselage with I/O capable working flight controls and indicators. Phase 2 Cockpit Procedural Trainer (CPT) included integrating an augmented reality solution for the gunner and basket positions.

Phase 3 Flight Training Device (FTD) included adding an augmented reality for the pilot and copilot positions, and included elements of crew resource management training.

• Air National Guard (ANG) Advanced Joint Terminal Attack Controller (JTAC) Training System (AAJTS)

The AAJTS is a fully immersive simulator which has been designed to support JTAC training, combat controller squadron level continuation, and qualification and mission rehearsal training requirements. The AAJTS utilizes a domed virtual display system to create a full suite of emulated, simulated, and virtual ultra-realistic military scenarios and threat environments. The AAJTS is the only JTAC training simulator that is unrestricted and is fully accredited and listed in the JTAC MOA to provide Type I, II, III, day, night, and laser training.

• AANG C-130 Multi Mission Crew Trainer (MMCT)

The C-130 MMCT is a full scale replica of the C-130 cockpit, including the navigator and flight engineer stations. The MMCT provides pilot, copilot, flight engineer, and navigator training systems that are fully populated with touchscreen switches, knobs, and displays that are representative of the location and appearance of an actual C-130 cockpit.

The MMCT acts as a Federal Aviation Administration (FAA) Level 6 compliant flight training device, and supports crew procedure training, emergency procedure training, aircraft systems refresher, threat awareness training, and mission rehearsal. Future MMCTs will include the functionality of three C-130 variations. In this instance, the

Government is the prime manufacturer and integrator of the end item, which the contractor supports through the procurement and delivery of vendor supplied components and materiel as well as the integration of specific component software packages.

• Airborne Communication Trainer (ACT)

The Contractor identified and developed a platform IT system solution (software and hardware) to conduct Airborne Communications training in a classroom environment.

The Contractor-developed solution was then integrated into a larger Government designed and manufactured platform that included student and instructor / operator stations. The end item consisted of fifteen student positions and one instructor position.

The system emulated the following aircraft: E-8 JSTARS, E-3 AWACS, and RC- 135S/U/V/W, etc. The student positions simulated the communications console on board the aircraft and allowed the students to configure and operate the radios, intercom, and cryptologic devices as they would on a real aircraft.

• Rackmount Improved Avionics Intermediate Shop (R-IAIS)

The Contractor provided Product Support Integration services, to include the procurement of material, fabrication, integration, test, and delivery of R-IAIS Automatic Test Equipment (ATE), R-IAIS spares, ancillary Support Equipment (SE) and special tools, and Support Equipment Recommendation Data (SERD) hardware to the Government, as well as the development of required documentation. In addition, the scope of this effort included programmatic technical support for the entire acquisition and sustainment effort.

• F-16 Requirements for Hardware Fabrication with Accompanying Software

The Contractor performed systems sustainment integration activities to identify and resolve program management, data management, engineering, and logistics issues impacting existing operational users and potential new equipment customers. The effort required the Contractor to analyze, procure, fabricate, integrate, test, and install F-16 non- Radio Frequency (RF) capable as well as RF-capable, on-deployable and deployable test capabilities to support USAF CONUS Homeland Defense operations, USAF and EPAF/FMS Overseas Contingency operations, and operations at the USAF Depot industrial complex at Hill AFB, Utah, and Kadena AB, Japan. The equipment capabilities included F-16 test system hardware components, Test Program Set (TPS) ancillary SE, general SE (both powered and non-powered), SERD equipment, and associated technical data.

Systems

The following are representative of the major systems that could make up the types of projects developed by the 502 TDS that may require support from the Contractor. This is not an exhaustive list, nor is it final.

• Visual

The visual system shall provide graphical representation simulating various missions, related scenarios, models and/or conditions to the user.

• Image Generation

The image generation system shall create images from an image concept projected on screens. The image shall be created with computer-graphics software.

• Control Loading

The control loading system shall provide realistic flight control forces in simulation or training devices.

• Aural

The aural system shall generate aircraft and environmental sounds to enhance the realism experienced by crew/trainee. The sounds are ultimately a subjective experience, and therefore, flexibility and tune-ability are key in considering system selections.

• Input/Output

The input/output system shall provide the instructions necessary to communicate to all systems which make up the overall IT simulation/training system.

• Host

The host system is the primary operating system installed on a computer to deal with computer resources in various ways, ultimately allowing the various system applications handled by multiple users to function simultaneously.
