Q3. Reference Sections C.7.5.3, Pages C5, C6 and C7: In the event the Government requires additional IME or AMI centers to be established, will the Government execute a funded modification with Contractor to provide for costs insured to establish the additional centers by contracting with and training additional network providers?

A4. Yes.
Q5. Reference Section C.7.1.2, Page C5: This Section states: “the contractor shall provide and maintain a list of management personnel who are qualified to execute these services”, and in section 7.1.2.1 the contractor is required to “ensure all management personnel receive a minimum of two calendar-days training in the overall DoDMERB activities.” Can we receive clarification on what management roles need to be included in this training?
A5. The listed management personnel provided by the contractor to DoDMERB will be responsible for oversight of all facets with respect to execution of the contracted services. The training will consist of learning the overall DoDMERB business processes for a greater understanding of the need, timing, and accuracy of the services to ensure overall success. Examples: 1) What is the DoDMERB mission. 2) How do the contracted services fit into the DoDMERB mission? 3) Why timing and accuracy of contracted services are critical to the success of the DoDMERB mission.
Q6. Reference Section C.9 (Table), Page C16 and Section I.1.4, Page 12: In accordance with FAR 23.1005, FAR 52.223-5 is only required to be included in solicitations “that provide for performance, in whole or in part, on a Federal facility.” Our understanding is this solicitation does not provide for performance on a Federal facility.
Accordingly, will the Government remove FAR 52.223-5 from the solicitation?
A6. PWS has been revised accordingly.
Q7. Reference C.7.8.3.3, Page C12: This section states: AMI Examinations will be determined by DoDMERB using the Current Procedural Terminology codes (CPT) listed in the current AMA Current Procedural Terminology book. The most current version of this book will be incorporated into the contract at time of award. Pricing for the CPT codes will be determined by the current CHAMPUS Maximum Allowable Cost (CMAC) for San Francisco, CA. Rates for the CPT codes can be found at the link below:
http://www.tricare.mil/CMAC/ProcedurePricing/ProcPricing.aspx Question: Is it the intent of the Government for Offerors to populate the CLINs referencing a CPT code on “Appendix_M_-_Pricing_Spreadsheet” with the current CMAC rates for San Francisco, CA at time of submission? If not, is it the intent of the Government that these CLINs be reimbursed at unit prices developed by the offeror?
A7. The intent of the Government is that these CLINs be reimbursed at unit prices developed by the offeror; and submitted as a response to this RFP.

Section L.3.4 has been revised to state a one page limit for the OCI letter and no page limit for the OCI Mitigation Plan, if required. The OCI Mitigation Plan, if required, is excluded from the maximum 20 page limit of the Technical/Management Approach submission.
Q10. Reference Section L.3.8, Page L6: Will the Government remove the page limit for the Past Performance in Utilization of Small Business Concerns/Small Business Participation Plan? The required documentation (such as Past Performance Evaluation ratings and Individual Subcontracting Reports) will exceed the 5 page limit and also not permit space for the required narrative that demonstrates how small businesses will be utilized.

http://www.tricare.mil/CMAC/ProcedurePricing/ProcPricing.aspx
A11. Please refer to Appendix I – Subcontracting Plan Template, section entitled “GSA SUBCONTRACTING GOALS (How to do the math tips)”.
Q12. Reference Section L.3.11, Page L7: Does the Government require duplication of all the representations and certifications that are in SAM.gov to be submitted with the proposal? Section K.1 of the Solicitation identifies certain representations and certifications required to be submitted but Section L.3.11 states that it is not acceptable to say our reps and certs are on the SAM.gov site and the offeror must also submit a PDF of each representation.
A12. As stated in the solicitation, the Representations and Certifications shown in K.2 shall be completed and returned with the offer as instructed. Section L.3.11 states that the required Representations and Certifications (Reference Section K) may be combined into one pdf document or submitted as separate documents. In addition, there are several sections, outside of Pricing that have no page count requirements (RFP Exceptions/Deviations; OCI Plan, Subcontracting Plan, Tax Certification Letter, Representations and Certifications) that are normally not included in page count and could constitute more than 30 pages.
A13. Section L.3.12 has been revised accordingly.
