| QUESTIONS | ANSWERS | ||
Section L.6, Page L – 14 of 23: “Two pages per referenced company plus 5 pages for miscellaneous past performance documentation (if required)” | Does the two-page limitation mean the Prime contractor must provide all three past/current projects within two pages, or is each past/current project allocated two pages (six-page total for the three past/current projects)? | Two pages per referenced company
Section L.5, Page L – 11 of 23: “A completed past performance questionnaire for each of the three current or past projects described in the proposal. The questionnaire will be furnished with this solicitation…” | Did the Government inadvertently omit the past performance questionnaire, or are past performance questionnaires not required? | The past performance questionaire was added/uploaded
Section J Attachment 4 Sample Task 02, Page 84, Section 1.0 and 2.1 | The RFP states to propose all phases of Task 2. Phase II includes the development of a qualification test protocol for those “applications” down-selected and approved by the Government. How many applications should we assume will be selected for Phase II and III activities and include in our cost proposal? | The number of applications to be selected has not been determined. The offeror should propose as many applications as they feel reasonable. The number of applications may be different based on the approach of each offeror.
Section J Attachment 4 Sample Task 02, Page 84, Section 1.0 | The RFP states that evaluation testing should be completed in accordance with the new Airworthiness Bulletin (AWB) for material and process substitutions. By AWB, is LCMC referring to (military handbook) MIL-HDBK-516C? | No, draft AWB is attached -- final version should be released later this month but will not materially change from draft version
Section J Attachment 4 Sample Task 02, Pages 83-87 | The Government highlights the need for readiness, worker safety, and environmental benefits, through the use of lasers in various technical applications in weapon system sustainment processes. Does the Government envision these laser applications within these sustainment processes to be automated through the use of robotics? | Government would like to automate as much as possible where feasible and cost-effective (i.e. may not be practical for small detail applications)
Section L.5, Part 3, page L-12 | It states that a general description of the duties and level of responsibility that apply to each of the generic labor categories are provided in Section J, Attachment 1- Labor Category Description of Duties, however, Section J Attachment 1 is a copy of the contractor Employee Non-Disclosure Agreement. Will a copy of the general description of duties and level of responsibility be provided? | Amended. The sentence "A general description of the duties and level of responsibility that apply to each of the generic labor categories shown in Section B are provided in Section J, Attachment 1 – Labor Category Description of Duties." is removed. There is no Labor Category Despcription of Duties attachment.
Section B | Section B has CLINs listed for ODCs, Travel, and Material. Are offerors to leave those blank in Schedule B? | Yes, in schedule B those would be blank. Updated Sample Task 1 and 2 will be posted to include ODCs, travel and material. Year 3 was also added to Sample task 2.
Section L.5, Part 3, page L-11 | It states for the open market pricing on the sample task order that prices and rates used in the preparation of the sample task order price proposals must be taken from the rates offered in the proposed price schedule, Section B. Are offerors allowed to offer discounts from the schedule, Section B rates on the sample task order pricing? Or must rates match exactly? | Since the sample task order pricings will be used to evaluate proposals and make the IDIQ contract award decision, those prices must reflect the rates quoted in the IDIQ contract price schedule. This is necessary so that competing quotes reflect the differences in IDIQ rates, thus providing a reliable price comparison during the evaluation process. The offeror is encourage to quote its best prices in the price schedule. However, this does not preclude the offeror from discounting task order rates following IDIQ contract award.
Section L.21, Page L-19 | Solicitation states that subcontracting plan shall be in accordance with FAR Clause 52.219-9. FAR 52.219-9(d)(2) requires a statement of “total dollars planned” to the various categories. As this is an IDIQ with rate submissions only, what dollar value or dollar value calculation shall be utilized to determine total subcontracted dollars? | Base dollar amounts on an estimated annual expenditure of $19M. enough.
General
Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number.
If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government? Lasers: FA8650-09-D-5601
| CBM+: There have likely been CBM+ efforts in the past however those were all specific to a single weapon system. This effort is unique in that it applies to the entire USAF weapons system portfolio. Therefore this is considered to be a new requirement for the government. | . | |||
Section J Attachment 3 Sample Task 01 | The SOW for Task order 0001 states under section 1, Background, “the contractor shall conduct activities to develop and implement an Air Force Condition Based Maintenance Plus (CBM+) program”. Under section 2, Scope of Work, it states “the overall objective of this effort is to develop a comprehensive CBM+ program”. While Section 3.2, 3.3 and 3.4 states “the contractor shall begin implementing…. recommended approach”. Is the scope of this task only for the development (which outlines how implementation is to occur), or is actual implementation also required? | The scope of this task includes development of a comprehensive CBM+ program. That effort includes an overarching plan (Section 3.1) which includes the aspects of prognostics/diagnostics (Section 3.3) and strong Reliability and Maintainability fundamantals (Section 3.4). If the offeror's proposed plan includes a pilot progam or other alternative, as outlined in Section 3.2, then the implementation of that effort shall be included in the scope as well. |
Section J Attachment 3 Sample Task 01 | The front page of the SOW for Sample Task 0001 has a block checked listing it as Firm Fixed Price yet a number of research-related activities need to be conducted in support of developing the CBM+ plan/approach. The outcome of those activities could affect the path chosen for the project and make it hard to propose work, particularly on a fixed price basis. Additionally, trying to price implementation of a plan that hasn’t been developed yet on a firm fixed price basis put the contractor in an extremely risky situation. We request the Government adjust the contract type to Time and Material or cost type due to the nature of the work. | This is an error and is amended. Sample Tasks 1 and 2 are anticipated to be T&M. |
Section J Attachment 3 Sample Task 01 | Section 3.2 of the SOW states that the contractor shall begin implementing pilot program/or recommended approach. Section 3.3 of the SOW states that the contractor shall begin implementing approved prognostic/diagnostic plan and Section 3.4 of the SOW states that the contractor shall begin implementing approved (R&M) approach/plan. Could the government clarify the expectations? Wording such as “begin implementation” is vague and doesn’t clearly outline how far implementation should be taken. The various plan(s) around CBM+ have to be first developed, vetted, approved before implementation can occur. Depending on the details of the plan, “begin implementation” could really be through a number of activities in the implementation plan and is very subjective making it very hard to propose on a fixed price basis. | The scope of this task includes development of a comprehensive CBM+ program. That effort includes an overarching plan (Section 3.1) which includes the aspects of prognostics/diagnostics (section 3.3) and strong Reliability and Maintainability fundamantals 9Section 3.4). If the offeror's proposed plan includes a pilot progam or other alternative, as outlined in Section 3.2, then the implementation of that effort shall be included in the scope as well. |
Section J Attachment 3 Sample Task 01 | Table 4 states that deliverable A001 is required for the Final CBM+ plan/strategy, R&M plan strategy. Section 3.3 of the SOW discusses a prognostic/diagnostic plan which seems to be a separate distinct deliverable. Please confirm whether this is a separate and distinct deliverable and if so should it be added to the deliverable table? | Data Item A001 is the final CBM+ plan/strategy which shall include the key areas outlined in Sections 3.3 and 3.4 as well as Section 3.2 if the offer's proposal includes a pilot program or other alternative. |
Section J Attachment 3 Sample Task 01 | Section 3.1 of the SOW states the contractor shall develop required plans to implement CBM+ across the air force. Further, Section 3.2 discusses an approach to accomplish the objective including detailed plans and schedule for implementation. Section 3.3 discusses a prognostic/diagnostic plan, and Section 3.4 discusses a reliability and maintainability (R&M) approach. It seems unclear if the Government is looking for an overarching CBM+ maintenance plan that includes these aspects or if each item is to be distinct and severable from the overall plan. In order to accurately price all the required deliverables we are seeking specific clarification on Governments expectations. Is one single overarching plan desired or are there distinct and severable parts of the plan that have to be provided as separate deliverables? | Data Item A001 is the final CBM+ plan/strategy which shall include the key areas outlined in Sections 3.3 and 3.4 as well as Section 3.2 if the offer's proposal includes a pilot program or other alternative. |
Section F.3 Delivery Dates and Places for Data Items p. F-3 | Section F includes a list of examples of the types of items that may be in individual task orders. Could the Government please provide the CDRL number and corresponding CDRLs that go with the data item? | There are no CDRLs in the basic contract or the task orders per se, but the Government still requires the deliverables as listed in Section 4 of each task order. |
Section L.21, page 19 of 23 | The very last line in bold in L.21 states, “See the Section E.2 Attachment for a sample Small Business Subcontracting Plan Outline.” Where is this located? Could not locate this attachment in the solicitation. | The solicitation has been amended to include a sample Small Business Subcontracting plan as Section J, Attachment 7. |
Section B.3 (pg B-1) and Section L | Section B.3.2 states cost reimbursement contract type Task Orders are not currently authorized under this IDIQ contract while Section L.1 states the government proposes to award an IDIQ contract resulting from this solicitation and place Time and Material, Firm Fixed Price and Cost Reimbursable Task Orders to fulfill Specific performance requirements. Could the Government clarify if cost reimbursable task orders will be issued or not. If authorized, will the Government provide some understanding of the process of how cost reimbursable task orders will be issued? | The solicitation text is an error and is hereby changed to eliminate the reference to 'cost reimbursable task orders'. The government will NOT issue cost reimbursement task orders under this IDIQ contract. |
Section J Attachment 4 Sample Task 02 | Sample Task Order 0002 has marked it is Firm Fixed Price on the first page; however there are a number of research related activities as well as undefined activities that make estimating on a fixed price basis extremely risky. Particular the contractor is asked to price implementation for a plan that hasn’t been developed. We request the government update the contract type from FFP to T&M or cost based on the requirements. | This is an error and is amended. Sample Tasks 1 and 2 are anticipated to be T&M. |
Task 02, Page 85, Section 3.2, Phase II | In addition to the number of applications to be proposed, can you provide the specific substrate materials of interest to LCMC for Phase II evaluation testing? The substrates and weapon systems and parts (component v. outer mold line) selected for evaluation critically impact the test matrix as well as the cost. | The primary substrates include 2000 and 7000 series aluminums typically found on aircraft structures |
Section L.5, Part 3 – Price Proposal | Section L.5, Part 3 states total prices must be supported by detailed labor, material and other direct cost data. Could the Government clarify the reference to “detailed labor” refers to only a breakdown of the labor categories proposed, Hours per category and fully burdened labor rate? | Detailed labor refers to a breakdown of the labor categories proposed, hours per category and fully burdened labor rate. |
Section L.25 | Will the Government clarify which of the sample tasks will be awarded? | Task #1 (CBM+) |
Section M.4 | This section states that in the third step of evaluation, offerors will be rated on business size and status with higher scores being given for small and small disadvantaged businesses and lower scores to other than small businesses. Could the Government provide some understanding of how much higher of a rating small businesses will be given? | Amended as follows: Large businesses will be scored at the low end of the rating scale, small businesses in the middle, and small disadvantaged business at the high end with appropriate adjustments to each depending on their proposed subcontracting or partnership arrangements. Additionally, Paragraph M.4 - Performing the Business Status & Subcontracting Plan Goals Evaluation, is changed to read as follows: "Business Status and Subcontracting Plan Goals will be evaluated in a two step process. In the first step offerors will be rated on business size and status with higher scores being given for small and small disadvantaged businesses and lower scores being given to ‘other than small’ businesses. In the second step the initial scores given to ‘other than small’ businesses will be increased to the degree they propose to use small and small disadvantaged businesses and the initial scores given to small businesses may be decreased to the extent of proposed 'other than small' business subcontract or partner participation." |
