Questions
Solicitation Number: ID04200073
Project Title:Benefits Methods Development and Other Relevant Analyses (BORA) for the Evaluation of Air Pollution Control Policies
Question #Solicitation Ref:QuestionAnswer
1Cover Page (pg. 1)Under the Funding section of the cover page, both "Severable" and "Non-Severable" options are selected. Would GSA/EPA please clarify the correct designation? This information is correct and will be determined at the Task Order level depending on each specific requirement
2A.1 (pg. 3)The Solicitation/Contract Form directs Offerors to reference the Standard Form (SF) 1449 "through GSA business systems portal, ITSS (https://portal.fas.gsa.gov). However, the SF 1449 does not appear to be available. Would the Government please clarify if it will be providing a separate SF 1449 or does the information the Offeror will submit to the ITSS system populate the SF 1449?The pricing information provided by the offeror in ITSS will populate the SF 1449
3C.3.2 (pg. 14)Would the Government please clarify that the monthly progress report discussed in section C.3.2 is intended to be produced on an individual task order basis consistent with the provisions outlined in Section G.4.2?The solicitation has been amended to clarify
4G.4.1 (pg. 24)Clause G.4.1 states that "[a]n invoice for completion of each deliverable shall be electronically delivered to the COR via the GSA electronic contract management system (ITSS) by the twentieth calendar day of the month following delivery for client and GSA acceptance." [Emphasis added.] We note that this requirement is inconsistent with the invoicing provisions of FAR 52.212-4 Contract Terms and Conditions, Alternate I applicable to time and material contracts as incorporated in the solicitation which call for monthly invoicing. Would the Government please clarify that the contractor should anticipate submitting monthly progress billings consistent with FAR 52.212-4?The soliciation has been amended to remove the specific language in Clause G.4.1
5H.3 (d)(2) (pg. 30)This Organizational Conflict of Interest clause requires that the Contractor not divulge "any information generated or derived during or as a result of performance of this contract." Given that many assignments involve producing reports or information that is made available to the general public, would the Government consider revising this requirement to limit such restrictions to "non-public" or "confidential" information?Any/All requests to release information should come from the EPA Program Office
6FAR 52.212-5 (pg. 68)Would the Government please confirm that Bidders should provide their proposed Small Business Subcontracting Plan as part of the Volume III?Yes, Please provide the Subcontracting Plan as part of Volume III if applicable
7J.1 Pricing Spreadsheet (pg.86)Would the Government please confirm that bidders should provide their proposed rates and corresponding education and experience levels for the labor categories listed within the Pricing Spreadsheet within Volume III?Confirmed
8FAR 52.216-1 (pg. 114)We note that FAR 52.216-1 indicates that the Government contemplates award of a hybrid (Time and Materials, Firm Fixed Price, and Cost Reimbursable) contract resulting from this solicitation, however the cover page of the solicitation has indicated a hybrid contract comprised of Time and Materials and Cost-Reimbursement will apply, and the Schedule B includes CLINs consistent with the cover page (Time and Materials Labor, Time and Materials Materials, and Cost Reimbursement Travel). Will the Government please confirm that the contract will not include Firm Fixed Price Task Orders? The solicitation has been amended to remove Firm Fixed Price from 52.216-1
9L.5.1 (pg. 119)Please clarify if the Government intends for the Offeror to provide a summary regarding the Offeror's understanding of the Statement of Work and a description of the Offeror's approach to meet the stated requirements? We ask because the first paragraph in Section L.5.1 (pg. 119) appears to indicate this is required, but it is not mentioned in the Volume I Evaluation Criteria (pg. 127). Additionally, if the Offeror provides the maximum five pages for each of the Corporate Experience examples in Volume I, there would be no room to add this text, given the stated 15-page limit. Please clarify if this text is required, and if so, would the government consider expanding the page limit to include this information? The solicitation has been amended to clairfy in the opening paragraph. The Government is not seeking a summary regarding the Offeror's undertanding of the Statement of Work and a description of the Offeror's approach to meet the stated requirements.
10Subfactor Two (pg. 121)Subfactor Two requires that the Offeror supply a copy of the Program Manager's resume. Would the Government consider clarifying that the resume will not count towards the overall page count limitation or would the Government consider adjusting the page limit accordingly? The solicitation has been amended to increase the page count for all Subfactors with the resume counting towards the overall page count. The QMP and QAPP will not count towards the overall page count limitation
11Subfactor Three (pg. 121)Subfactor Three requires the submittal of a Quality Management Plan (QMP) and Quality Assurance Project Plan (QAPP). Would the Government consider clarifying that the QMP and QAPP will not count towards the overall page count limitation or would the Government consider adjusting the page limit accordingly?See Question 10
