About this file
This is a Memorandum for Record documenting a sole source justification for a limited competition acquisition under the Simplified Acquisition Threshold.
The Mission Installation Contracting Command at Fort Knox is awarding Purchase Order W9124D25PA106 as a fixed-price follow-on requirement to Coastal Georgia Council, BSA (11900 Abercorn Street, Savannah, Georgia 31419) for a Junior ROTC Leadership Camp (JCLC) Black Creek event. The contractor will provide comprehensive support for 202 cadets and 38 cadre members from Hephzibah High School from June 1-5, 2026, including lodging, meal services, 10 gas-operated golf carts, and training facilities. Specific training infrastructure includes a COPES course with high and low ropes, zip line, and archery range. The facility must accommodate 240 personnel total with separate gender lodging, co-located facilities, and comply with Department of the Army food safety guidelines (DA PAM 30-22). The contract is funded through Operations & Maintenance, Army (OMA) and MPA funds for Fiscal Year 2026. Market research conducted in fall 2025 evaluated Fort Gordon, Augusta State University, Georgia Military College, and Coastal Georgia Council, BSA. Three sources were deemed unavailable: Fort Gordon due to base realignment challenges, ASU due to budget constraints, and GMC due to scheduling conflicts with another JCLC. Coastal Georgia Council, BSA was selected as the sole source based on central location, ability to host the entire operation in a secure single facility, past successful performance on JCLC contracts, and institutional capability to meet U.S. Army Cadet Command regulatory requirements under Cadet Command Regulation 145-2. Contracting Officer Terry D. Phillips, Jr. certified fair and reasonable pricing through price analysis and approved the sole source justification as in the best interest of the Government.

FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
5. Reasons for Authority Cited:
a. Coastal Georgia Council, BSA was chosen due to its central location relative to all participating schools and its ability to host the entire operation in a single, secure environment and is the only source within the coastal area that can provide the required services with the requested timeline.
b. The site has sufficient space for billeting Cadets and successfully accommodates a combined total of 240 personnel (202 Cadets and 38 Cadre), provides dedicated separate gender lodging, co-located training sites, and golf cart rental. The site has its own full-service dining facility operations and can prepare and serve meals while meeting the food safety guidelines of the Department of the Army Pamphlet 30-22, Operating Procedures for the Army Food Program (DA PAM 30-22).
c. The site offers infrastructure for COPE courses with high and low ropes, zip line, and archery range, with capability to conduct mandatory training to meet the regulatory intent.
6. Publicizing Contract Actions: For FAR Part 12 actions, pre-solicitation and solicitation notice will be made IAW FAR 5.102 and FAR 5.201.
7. Market Research: Market research was conducted by Hephzibah High School JROTC Directorate of Army Instruction (DAI), evaluations began in early fall 2025.
RFIs were sent directly to potential vendors. The review included Fort Gordon, Augusta State University (ASU), Georgia Military College (GMC), and Coastal Georgia Council, BSA. Fort Gordon denied the capability to host JCLC due to the base undergoing major realignment challenges. ASU declined due to budget constraints noted in 2025. GMC is unavailable due to hosting another JCLC during the requested period of performance. A review of all sources and facilities available has been narrowed down to the recommended source/facility, Coastal Georgia Council, BSA.
8. Other Facts: Coastal Georgia Council, BSA has successfully supported JCLC in the past, meeting all mission requirements. The center has performed satisfactorily on multiple previous contracts, establishing a high level of institutional trust. Based on past performance, there is no reasonable expectation of a decline in service quality for future iterations of the camp. Previous awarded contract W9124D25PA106.
If this contract is not awarded, Cadets and Cadre cannot participate in adventure training which is not normally available to students at their schools. As a result, the JROTC programs will not be in compliance with the U.S. Army Cadet Command (USACC) requirement to conduct an annual JCLC as mandated by Cadet Command Regulation 145-2, Organization, Administration, Operations Training and Support (CCR 145-2).
9. Contracting Officer Certification/Approval:
I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon price analysis.
I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
Terry D. Phillips, Jr Contracting Officer
