About this file
This is a Performance Work Statement (PWS) for Industrial Control Technician (ICT) services at Buckley Space Force Base (BSFB), dated September 30, 2026. The contract requires two primary service categories: Industrial Control Technician (ICT) and Industrial Technician (IT) roles supporting facility control systems and operational technology infrastructure.
The ICT position encompasses hands-on physical and device-level maintenance, configuration, and cybersecurity hardening of field-level operational technology infrastructure, including diagnosis and repair of electromechanical faults within control cabinets (PLCs, relays, I/O modules), troubleshooting network connectivity issues (BACnet/IP, Modbus TCP/IP), and implementing security controls such as firmware patches, default password changes, and physical port disabling. Key deliverables include quarterly physical security checks of control system enclosures, maintenance of secure repositories for field device logic backups, asset inventory documentation for authorization to operate (ATO) purposes, and participation in Control System Working Groups. The IT position requires hands-on system administration for servers and workstations, installation and configuration of CE-specific operational software applications (NexGen IT, AutoCAD, BUILDER, vendor-specific applications), execution of weekly data backups with verification of restoration capabilities, user account management within Active Directory, DISA STIG compliance implementation, vulnerability scanning and remediation (with CAT I vulnerabilities resolved within 15 days and CAT II within 30 days), and weekly security audit log reviews with 24-hour escalation protocols for anomalies or indicators of compromise.
Performance thresholds require 100% compliance across physical security measures, patch management, vulnerability scanning, and audit log reviews, with monthly status reports due by the fifth workday following each month's close. Contractor personnel must maintain Secret clearance (T3 level), possess Defense Biometric Identification System (DBIDS) cards for unescorted base access, complete OPSEC training within specified timelines, and adhere to standard working hours (7:30 A.M. to 4:30 P.M., Monday through Friday, excluding federal holidays). The Government provides facilities, utilities, workspace, Government computers, ADPE, data and telephone services, and access to NIPR/SIPR networks. Performance evaluation occurs monthly through the Contracting Officer's Representative (COR) following specified surveillance methods, with corrective actions required within five workdays of non-compliance notification. A Quality Control Plan must be submitted within ten business days of award and accepted within thirty calendar days, and a Contract Manager must be assigned off-site to coordinate with Government personnel regarding compliance issues.
