About this file

This document is a Government Response to Questions for a Request for Information (RFI) issued by the U.S. Department of Homeland Security (DHS), specifically the Immigration and Customs Enforcement (ICE) Detention, Compliance & Removals (DCR) office. DHS ICE is conducting market research to identify potential vendors for a claims processing system and related services, including claims processing staffing, provider network management, and pharmacy claims adjudication. The RFI seeks to determine vendor capabilities in developing or managing a comprehensive provider network, with services such as enrollment, credentialing, and database maintenance. The agency is exploring procurement options through either a single vendor or multiple vendor structure, and importantly, there is currently no incumbent contract for these services, and no established procurement timeline has been set.

Key clarifications in the document include that DHS ICE is specifically seeking vendor capability to adjudicate pharmacy claims from retail and mail-order pharmacies, not to serve as a Pharmacy Benefit Manager (PBM). The agency also corrected an initial incorrect RFI title from "Data Analytics Support" to a more accurate reflection of the claims processing system research. The RFI covers a broad range of potential services including claims processing system development, claims processing staffing, provider network management, and pharmacy claims adjudication, with the primary goal of gathering market intelligence to inform the most effective procurement strategy moving forward.

GOVERNMENT RESPONSE TO QUESTIONS

RFI Reference Questions Government Response 1 Background/Program

Description The "Background/Program Description" states:

"The Department of Homeland Security is conducting market research to identify potential vendors for a claims processing system." The following section lists pharmacy stocking services, vaccine acquisition, PBM services, and invoicing medical supplies and medical transportation services. These non-claims processing services are not services typically provided by claims processing system vendors. Is it DHS ICE's intent to procure all services outlined in the RFI from one vendor? Or is DHS ICE conducting market research for multiple contracts through one RFI process?

DHS ICE is conducting market research through the RFI process to explore services and capabilities in the marketplace. This includes evaluating options for procuring the outlined services either through a single vendor or a multiple vendor structure. The intent is to gather information to inform the most effective procurement strategy moving forward.

2 General Is DHS ICE conducting market research on vendors capable of providing a claims processing system only? Or is DHS ICE also seeking industry input on claims processing staffing to facilitate claims adjudication?

DHS ICE is conducting market research on vendors capable of providing a claim processing system and seeking industry input on claims processing staffing to facilitate claims adjudication.

3 Response Requirements – Question 18

In the "Response Requirements" section question #18 asks "Do you have the current ability to manage a full-scale provider network to include credentialling, enrollment and maintenance." Is DHS ICE seeking information on provider network development or capability to manage an existing network?

DHS ICE is seeking information to determine whether vendors have an established provider network or the capability to develop a provider network.

This includes services such as enrollment, credentialing, and maintenance of a comprehensive provider database.

4 General Has a procurement timeline been established for claims processing services? If so will DHS ICE share with industry?

A timeline has not been established yet.

5 General The title of the Request for Information (RFI) as listed on the attached Adobe notice in sam.gov is “Data Analytics Support.” However the title of the notice in sam.gov and the description of the services being researched is “claims processing system…and related functions.” Is the “Data Analytics Support” title correct?

The “Data Analytics Support” title is incorrect. The RFI has been updated to reflect the correct title.

6 General I am writing to confirm whether ICE Medical Claims is a follow-on to Task Order No.

70CDCR24FR0000060. If this is not the case, I would greatly appreciate it if you could provide the correct incumbent information.

It is not a follow on task order to 70CDCR24FR0000060. The “Data Analytics Support” title is incorrect. The RFI has been updated to reflect the correct title. There is no current incumbent.

7 General Regarding the RFI posted on SAM for medical claims adjudication, is there a current contract for these services? If so, can you provide the contractor’s name and the contract number?

There is not a current contract for these services.

8 Response Requirements – Question 7

In preparing our response to your RFI, question #7 is requesting a description of our process for adjudicating pharmacy claims. Just to be clear regarding pharmacy, all ICE is asking for is…….do we have the capability to adjudicate pharmacy claims from retail and mail-order pharmacies.

ICE is not asking for the services of a PBM which would require the dispensing of prescribed medication.

DHS ICE is seeking the vendor capability to adjudicate pharmacy claims from retail and mail-order pharmacies, not serve as a PBM.
