About this file

This Independent Cost Estimate (ICE) document pertains to Collier County, Florida's procurement of consulting services for the design, conduct, and evaluation of emergency operations center (EOC) exercises focused on reviewing full deployment emergency functions and analyzing technology upgrades. The county is soliciting a contractor to deliver four key products: an Exercise Design Package developed in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) methodology; Exercise Facilitation services for two half-day hurricane response sessions; Participant Feedback Collection and Analysis tools including post-exercise hotwash discussions and survey administration; and a comprehensive Final After-Action Report with technical gap analysis and prioritized findings for improvement recommendations. The exercise will utilize the EOC's existing Audio/Visual (A/V) infrastructure and involve multiple county departments and partner agencies. Questions regarding the Quick Quote procurement must be submitted by March 16, 2026, at 3:00 p.m., with quotation responses due by March 20, 2026, at 3:00 p.m. through the Collier County Procurement Services Division Online Bidding System. Award will be made to the responsive vendor submitting the lowest lump-sum quote, with no renewal options available for this one-time purchase.

The Independent Cost Estimate establishes a total project budget of $97,318.74, comprising $61,318.74 in labor and direct costs and $36,000.00 in other direct costs allocated for travel ($8,000.00), printing and materials ($12,000.00), and exercise support and related expenses ($16,000.00). The estimate was prepared on February 12, 2026, by Debra M. Siciliano and reflects pricing benchmarked against three prequalified vendors: Custom Analysis, LLC; Professional Analysis, Inc.; and Interactive Process Technology, LLC, with labor rates ranging from $82.81 to $181.90 per hour depending on position and vendor. The procurement is funded through Federal/State Grant Programs, specifically the Emergency Management Performance Grant Program (EMPG) and Emergency Management Preparedness and Assistance Grant (EMPA) administered by FEMA and the Florida Department of Emergency Management. Vendors must comply with extensive federal regulations including the Build America, Buy America Act, suspension and debarment certification, E-Verify compliance, and maintain appropriate business licensing and insurance coverages including Workers' Compensation, Employer's Liability at $500,000, Commercial General Liability at $1,000,000 single limit per occurrence with $2,000,000 aggregate, and Professional Liability at $1,000,000 per claim and in the aggregate, with Collier County named as additional insured.

Independent Cost Estimate PURPOSE: In connection with every procurement action, except a micro-purchase, an Independent Cost Estimate (ICE) must be prepared in advance of receiving a quote, bid, or proposal. This is necessary because the ICE documentation:

• Ensures a clear basis for determining the benefits of the procurement;

• Provides essential procurement and financial planning information;

• Documents Federal compliance in a consistent manner; and,

• Provides a basis for the cost/price analysis.
