About this file
This is an Independent Cost Estimate (ICE) document prepared by Collier County, Florida for consulting services related to Emergency Operations Center (EOC) exercises focused on audio/visual (A/V) and technology system evaluation. The procurement seeks to design, conduct, and evaluate a two-session, full-scale hurricane response exercise that will identify technology gaps, redundancies, and process inefficiencies affecting situational awareness and information flow between County departments and partner agencies. The ICE was prepared on February 12, 2026, and covers four primary deliverables: Exercise Planning & Design, Exercise Facilitation, Participant Feedback Collection/Analysis, and Final After-Action Report (AAR) with technical gap analysis and findings presentation. The estimated project involves approximately 148 hours of labor across multiple task categories, with planning meetings expected to be conducted virtually and on-site exercise execution requiring contractor personnel travel to Collier County.
The total estimated project cost is $97,318.74, consisting of $61,318.74 in labor and direct costs plus $36,000.00 in other direct costs (travel, printing/materials, and exercise support expenses). Labor costs are broken down by task with estimated hourly rates ranging from $82.81 to $181.90 across three contractor sources: Custom Analysis LLC, Professional Analysis Inc., and Interactive Process Technology LLC. The ICE includes detailed cost comparisons from these three vendors across all four work categories. Travel costs are estimated at $8,000.00 for airfare, lodging, and per diem based on GSA rates for 3-4 contractor personnel; printing and materials are estimated at $12,000.00; and exercise support and related expenses are estimated at $16,000.00 to cover technical, analytical, and administrative support during preparation, conduct, and after-action reporting. The estimate is based on historical pricing data and GSA Federal Supply Schedule contracts currently in effect, with final costs subject to reconciliation post-award based on the selected vendor's proposed methodology and staffing approach.

For the Acquisition of Goods and Services Funded By Federal/State Grant Programs
Independent Cost Estimate PURPOSE: In connection with every procurement action, except a micro-purchase, an Independent Cost Estimate (ICE) must be prepared in advance of receiving a quote, bid, or proposal. This is necessary because the ICE documentation:
• Ensures a clear basis for determining the benefits of the procurement;
• Provides essential procurement and financial planning information;
• Documents Federal compliance in a consistent manner; and,
• Provides a basis for the cost/price analysis.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the
Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule
(MAS) and all services provided. While no specific labor categories have been identified as being subject to
SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
