About this file
This document is a Statement of Work (SOW) for the Federal Emergency Management Agency (FEMA) Office of National Continuity Programs (ONCP) Continuity Communications Division (CCD) Integrated Continuity Communications Transport (ICCT) Point-to-Point Carrier Project. The SOW requires the contractor to provide engineering support, implementation, integration, and maintenance for nine 10-Gbps network circuits connecting the Mount Weather Emergency Operations Center to remote FEMA/DHS locations. The circuits must be physically and logically separated from existing primary circuit paths and the public internet to improve continuity communications resilience and meet federal policy requirements. The contractor must provide point-to-point leased line circuit services with Telecommunications Service Priority (TSP) features, a redundant transport architecture, and guarantees of 99.95% availability with no single points of failure. Deliverables include geographic and logical circuit diagrams, site diagrams, and installation within 90 days of award. Hardware must be procured from approved vendors. The period of performance is a base year with three option years.
The related federal contract opportunity is a Sources Sought Notice (SSN)/Request for Information (RFI) for the ICCT Point-to-Point Carrier project. FEMA is conducting market research to identify businesses capable of providing the required services. Respondents should provide information on labor categories, contract types, cost estimates, and capability statements. The government will use the information to finalize requirements and the acquisition strategy.

Statement of Work for
Federal Emergency Management Agency (FEMA) Office of National Continuity Programs (ONCP)
Continuity Communications Division (CCD)
Integrated Continuity Communications Transport (ICCT) Point-to-Point Carrier Project
April 2nd, 2024
PREPARED BY:
Federal Emergency Management Agency Office of National Continuity Programs Continuity Communications Division
500 C street, SW Washington, DC 20419
1. PROJECT TITLE:
Integrated Continuity Communications Transport (ICCT) Point-to-Point Carrier Project.
2. BACKGROUND:
Pursuant to the Homeland Security Act of 2002, as amended (6 United States Code (U.S.C.)
314(a)(15)); Executive Order 12656, Assignment of Emergency Preparedness Responsibilities;
Presidential Policy Directive-40 (PPD-40), National Continuity Policy; Office of Science and Technology Policy/Office of Management and Budget Directive 16-1 (OSTP/OMB D-16-1), Minimum Requirements for Federal Executive Branch Continuity Capabilities; and DHS Directive 008-03, Continuity Policy and Programs, FEMA, on behalf of the President and Secretary of Homeland Security, coordinates the implementation, execution, and assessment of continuity operations and activities among departments and agencies of the Federal Executive Branch and supports these responsibilities through various communications capabilities as required by PPD-40 and OSTP/OMB D-16-1.
PPD-40 and OSTP/OMB D-16-1, controlled policy documents, both describe unclassified and classified communication requirements. As such, federal departments and agencies are required to meet the criteria detailed in those policies, depending on the tier category assigned to the department or agency. FEMA, as a Category I (the highest) agency, requires robust communications capabilities across the Primary, Alternate, Contingency, and Emergency (PACE) model spectrum. These communications provide resilient, diverse methods of communicating before, during, and after all-hazards conditions.
To improve continuity communications resilience, mitigate denial of service attacks, provide physically diverse circuit pathways, safeguard against public network saturation, and achieve D-16-1 and Federal Mission Resilience Strategy (FMRS) compliance, FEMA’s Office of National Continuity Programs (ONCP) has developed the Integrated Continuity Communications Transport (ICCT): a transport solution utilizing a diverse collection of government leased and government owned data networks designed to provide physically redundant robust communications to designated facilities.
ICCT contracts fall within the Office of National Continuity Approved Programs and, thereby, qualifies to be supported using Defense Priority & Allocation Systems (DPAS) rated orders.
As such, the contract will follow procurement procedures for a rated acquisition, to include adherence to provisions of the DPAS regulation, including 15 CFR 700.13 (Elements of a Rated Order) and 700.15 (Extension of Priority Ratings).
3. SCOPE:
The Contractor will provide engineering support, implementation, integration, and maintenance support for communications equipment to ensure operational readiness and availability of nine (9) 10-Gigabits per second (Gbps) network circuits connecting the Mount Weather Emergency Operations Center to remote FEMA/DHS locations. These circuits will be physically separated from existing primary circuit paths in/out of Z locations. These circuits will be logically separated from public routing and the Internet.
The Contractor will install point-to-point carrier circuits with Telecommunications Service Priority (TSP) features activated. The Contractor will be responsible for engineering the entire length of the circuit path and will be required to employ subcontractors as needed to cover last-mile circuit segments. Prior to activation, the COR must accept all plans, to include, but not limited to, schedule, capacity, quality, and media type.
4. APPLICABLE DOCUMENTS:
• PPD-40
• OSTP/OMB D-16-1
• ICCT CONOP
• ICCT APB
5. SPECIFIC TASKS:
• Provide point-to-point leased line circuit services with TSP to the following locations:
A Location:
1. 19844 Blue Ridge Mountain Rd.
Bluemont VA 20135
Z Locations:
1. 4420 Buckeystown Pike Frederick, MD 21704
2. 200 228th St SW, Bothell, WA 98021
• Provide a transport architecture comprised of the following: Optical Transport Network (OTN), Multi-Protocol Label Switching (MPLS), or Carrier Ethernet/Ethernet Virtual Circuit.
• Provide, construct, or utilize last-mile connections to facilities that are physically separate from the primary service provision pathways to meet the following characteristics:
- Ingress/Egress pathway must have at least 3 meters of physical separation from existing primary circuit pathway.
- Point to point circuit must be homed in a different Central/Branch office than the primary service provider.
- Point to point circuit must have a routed pathway that differs from the primary service provider.
• Provide redundant path for each point-to-point circuit.
• Guarantee availability of 99.95% with no credible single point of failure.
• Provide round trip latency with a threshold of 100 milliseconds and an objective of 30 milliseconds.
