STATEMENT OF WORK

UPGRADE OF THE EXCITATION SYSTEM

AT THE AMISTAD DAM HYDROELECTRIC POWER PLANT

A. OBJECTIVE:

The Contractor shall provide, install, and test two new DECS-2100 Digital Excitation Control Systems or equal to replace the existing, General Electric Silco IV, excitation system and the power potential transformer, supplying power to the system at the Amistad Dam Hydroelectric Power Plant.

B. GENERAL:

The Amistad Dam Hydroelectric Power Plant houses two 33 MW Canadian General Electric generators. The Unit 1 and 2 Generator currently have an excitation system that was installed and commissioned in 1981. The technology is now obsolete and replacement parts are no longer available. At some point in the future, if the Unit’s excitation system is not replaced, the Amistad Power Plant Units Generator will cease to generate due to not having replacement parts nor being able to find them for the excitation system.

C. PRINCIPAL FEATURES OF WORK:

1. The Contractor shall provide all labor, equipment, materials and supplies necessary to carry out the installation of the two new DECS-2100 Digital Excitation Control System or equal.

The DECS-2100 Guideform Specification can be found in the Attachment 1 to the SOW.

a. The new excitation system shall address current and pending Electric Reliability Council of Texas (ERCOT) protocols.

b. The Contractor shall provide a detailed cost breakdown to include all equipment and services.

2. The Contractor shall provide all labor, equipment, materials and supplies necessary to safely remove and relocate the existing excitation system along with all of its associated equipment to the warehouse adjacent to the Power Plant (approximately ½ mile). The Government will provide trailer and forklift to load and unload equipment.

3. The Contractor shall provide a list of the spare parts the manufactures are providing by their recommendation.

4. The new excitation systems must include the following items:

a. A monitoring circuit, voltage regulation, protective circuits, and limiting circuits. The system shall operate in a way that in the event of an over voltage, ground fault, or high temperature it will Shut-Down in order to prevent possible damage to the system.

b. A Human Machine Interface with the excitation system that allows monitoring, setting set points, and connecting to the Human Machine Interface via Ethernet so trend reports can be generated on temperature, voltage, and current of excitation system.

c. Six thyristors power convertors draw out type.

d. The system shall have a redundant power supply for the control system as a backup.

5. The system shall be installed into the generator electrical circuit in a way that makes it compatible with the existing system so that generation at Amistad Power Plant resumes to normal operation after the installation.

6. The Contractor shall provide schematics, technical manuals, and operation and maintenance manuals for all newly installed equipment.

7. The Contractor shall provide three to four days of training as necessary, to the Amistad Power Plant staff of four to five employees on the newly installed equipment after completion of the work. The training shall include operation and maintenance procedures of the newly installed equipment, information on repair and replacement parts and any other relevant information which may assist with operations at Amistad.

8. Work and new equipment shall comply with all guidelines from ERCOT and Texas Reliability Entity.

D. CORRESPONDENCE:

All correspondence in connection with this contract shall be transmitted in duplicate, one to the Technical Point of Contact (POC) and one to the Contracting Officer.

E. SPECIFIC DELIVERABLES AND SCHEDULE:

1. The Contractor shall complete the installation and testing of all new equipment within 210 calendar days from the time of award.

2. Within 15 calendar days after Contract award the Contractor shall specify delivery dates of equipment and working dates.

3. The Contractor shall work on one unit at a time. After the first unit has been installed and commission fully operational, the Contractor shall begin work on the second unit.

4. All coordination with installation is subject to change upon availability of maintenance outage due to units being certified for Black Start under ERCOT guidelines. Maintenance outages are approved by ERCOT through STEC (South Texas Electric Cooperative). If installation of the units is hindered as a result of this, the USIBWC will allow the contractor additional time to complete this work.

F. INFORMATION/ DATA TO BE FURNISHED BY USIBWC:

1. After contract award the USIBWC will provide any available information identified as necessary to carry out the contract work including, but not limited to all existing Electrical/Electronic schematic drawings and blueprints. The contractor is to request any specific information or data in relation to our current excitation system.

2. The Government will provide the overhead crane and forklift operator to unload and set new equipment on the second floor.

3. Technical data of the existing excitation system information can be found at the end of this scope as an Addendum.

G. NON-DISCLOSURE

All aspects of this work are considered property of the Government. No release of any information or opinion related to this work is permitted without written authorization of the

USIBWC.

H. SITE VISIT:

A site visit to Amistad Dam Power Plant will be held to evaluate the current equipment and system along with the existing site conditions. This visit shall occur during the Solicitation phase of contract award. It is highly recommend that the Contractor attend the visit in order to have a full and complete, hands-on understanding of the work which will take place.

I. POINT OF CONTACTS (POC):

1. The technical point of contact for this work is Juan Escobar, Power Plant Superintendent, 830-774-5519 or 830-774-5299. The Technical POC may coordinate site visits, meetings, delivery, and pick up of items or equipment at the work site.

2. The Contracting Officer shall be contacted for any other information related to this Contract.

Prior to and during the progress of work, the Contractor shall confer with the Contracting Officer of any problems that may significantly affect the delivery schedule or performance of work, in an effort to assure the satisfactory completion of work.

J. PAYMENTS

The Contractor shall provide a payment schedule with their offer which correlates with completed work.

K. PRICING

1. The Contractor shall replace the existing excitation system in accordance with this Statement of Work at a Firm Fixed Price (FFP).
