Questions & Answers

1. Equipment is specified as Basler DECSS 2100 or equivalent I can see on the interested vendor list on FBO that all other equipment suppliers have shown interest in this project. How are we evaluated if we offer our own brand since you seem to have a preference for the Basler brand? Answer: The "equal" equipment will need to have similar characteristics as provided for in Attachment 1 to the SOW. The equal equipment will need to meet the same needs that the Basler equipment is able to meet.

2. The solicitation is a 100% Small Business set aside. Are we to assume that the prime contractor signing the contract has to be a ‘Total Small Business’ type contractor or company and whereas the equipment is designed, built and tested by a large company such as Basler or any of the other potential equipment suppliers, e.g., Basler would not be able to sign the contract (large business) but some other small business could buy the Basler equipment and sell it to IBWC? Answer: The prime Offeror will need to meet the definition of a small business as defined by the terms and conditions in the solicitation. Since Basler is classified as other than small they would not be eligible for award. However that does not prevent a small business concern from buying Basler equipment and doing the installation.

3. SOW, Paragraph B: Are the two units have their own step up transformer or are they sharing one? Answer: Each unit has its own transformer.

4. SOW, Paragraph C.2: Are we to assume that the new equipment will be placed in the same location as the existing equipment? Answer: Yes, same location as existing equipment. Are we to re-use all the power, control and metering cables or is IBWC expecting that they are replaced? Answer: Will reuse what can be reused and replace what cannot be reused. Do you have general layout drawings of the existing PPT and exciter that shows the cable entry locations? Answer: All cable entry's locations are through the top.

5. SOW, Paragraph C.6: Is IBWC expecting any plant layout drawings or updates to your existing drawings or is the scope limited to drawings of our own equipment? Answer: Updates on drawings of existing wiring terminations and new wiring and new equipment.

6. SOW, Paragraph D.5: Is there any work expected in the control room as part of this solicitation? Answer: No.

7. SOW, Paragraph F.3: Please provide complete generator characteristics, e.g., Xd, Xd’, Ta etc. Answer: Reference "Generator Characteristics" attachment.

8. SOW, Addendum: Are we to assume that the new excitation / PPT system has the same field forcing capabilities or are there new specific requirements we have to fulfil, i.e., what is If cont, Uf ceil etc.? Answer: New PPT system shall have the same field forcing capabilities. Can IBWC provide a plant single line diagram for review as part of the solicitation? Answer: Yes, see attached documents to Amendment A001.

9. Bid due date: Per FBO posting you expect to respond to questions after September 8. There is likely not enough time to prepare an offer by September 16. We kindly ask to extend the due date by at least one week. Answer: Due to time limitations and this being a FY14 requirement, we cannot extend the response date or we will be unable to award by 9/30/14.

10. Does the 64F protection be detected by a protective relay external to the regulator CPU? Answer: No, shall be a built-in.

11. Since removable rectifying bridges have higher probability of failing, could fixed bridges be accepted? Answer: No

12. Should the spare parts and training cost be considered in the economical proposal or as an addendum pricing? Answer: The pricing for these items shall be included in Section II: Price and Business Proposal. Section I shall not contain any pricing. Refer to Section 3 of the Solicitation, IBM14R0011 for submission instructions.

13. Is it required a temperature sensor for the transformer. Answer: Yes

14. Under the buy American Act, is there a consideration or any exception issued to the use foreign end products, such as waiver when the use of a domestic product is likely to increase the overall total cost of the project by x%. Answer: Due to the limited time to award by 9/30/14, there is not sufficient time to process a waiver of the Buy American Act.

15. We have not seen any requirement for bid bond or payment and performance bonds? Is that an oversight on your part? Answer: This is not a construction contract and the conditions for the requirements for the aforementioned bonds for other than construction contracts as provided for in FAR 28.103 are not applicable.

16. What is the expected warranty? Answer: One year after each Exciter has been commissioned and operating.

17. How will access to the site be handled on a daily bases? Answer: You will sign in at the main office the first day and after that we will have a sign in and sign out sheet at the Power Plant. And you will be using the dirt road to get to the plant and we will be unlocking the gate.

18. Please confirm that contractor can use facilities when at site. Answer: Yes contractor can use Power Plant and Warehouse facilities.

19. We kindly ask to extend the bid due date to two weeks after receipt of answers by IBWC to the bidders questions. Answer: Due to time limitations and this being a FY14 requirement, we cannot extend the response date or we will be unable to award by 9/30/14.
