1) Question: The specification for pipe bedding [31.05.16 2.2A(2)] references SSPWC 200-1 and 211. According to a local aggregate supplier, this is a drain rock. Normally in the San Diego area they use a ¾” crushed rock for pipe bedding. Please clarify this requirement.
Response: The Contractor should bid the job according to the plans & specifications; submittals of aggregate sources and gradations will be reviewed by the COR after award and during the submittal phase.
2) Question: In the Draft Contract Documents it calls out to submit a State of Equipment by going to Page D-2 We have looked throughout all of the bid documents and cannot find Page D-2. Please provide the document.
Response: A State of Equipment is not required and will not be used to evaluate a Bidder’s qualifications.
3) Refer to SHT M730 Item #10 on the partial assembly schedule describes “60x16 cross, weld x Vic ring, 304L SS. Please clarify what the word “weld” refers to since there is no field welding of pipe allowed on this project.
Response: The correct size is 48x16. The term weld was intended to mean plain end, however if the connector would be a Victaulic coupling, then, it should be grooved end.
4) Question: Please identify the extent of the 6” concrete curb on Drawings C6 and C8.
Response: Concrete curb is identified on the plans in several areas, including the notes. In general, if it has limits, it is shown with a double line. For landscaping islands that may partially define a parking lot for example, if there is a note for curb, then it is continuous.
5) Question : Please provide details for the “Knock Out Walls” The revised drawings do not tell us how to construct them. Drawing #S-1 note #11 describes something completely different to the detail drawn on sheet #S5. Please clarify.
Response: Drawing S1 Note #11 describes “Knock Out Walls”. Drawings S5 details the “Knock Out Panel”. These are two different elements. They should be constructed differently.
6) Question: Section L.8 – Qualifications of Bidders – of the proposal docs asks us to furnish a “Statement of Equipment” – Sheet D-2. Can you please provide us with this sheet D-2 or will our own standard equipment list be sufficient?
Response: A State of Equipment is not required and will not be used to evaluate a Bidder’s qualifications.
7) Question: Please provide details of the connection of the 72” inlet line to the 7 tank activated sludge tank configuration.
Response: Drawings have been provided in a previous amendment.
8) Question: Please provide connection details for the connection of the additional 2 tanks to the base 7 tank arrangement. The plans do not contain any details for wall, slab, rebar, etc… future connections Response: This has been clarified in a previous amendment. Bid Option 2 will only be exercised at contract award.
9) Question: Should Option #1 NOT be awarded, how will utility, electrical, instrumentation, etc… connections be handled?
Response: There are notes on the drawings that stipulate that if the Administration Building is not built then, for example the building transformers would not be supplied, the high voltage cables would not be installed to the transformers, etc. If there are specific questions about individual connections and the best method to deal with them, then those will be addressed with all such questions during the submittal process. For the purpose of bidding, the Contractor shall follow the notes on the drawings.
10) Question: In the upper right hand corner of page M109 of the drawings, there is a partial assembly schedule that is continued from page M108. On the bottom of page M109, the Process Drain Riser Diagram, the continuation of the 4” Sanitary Sewer is on M108 and M122. In the table of contents on page G3 of the drawings, M108 and M122 are not listed. Are pages M108 and M122 supposed to be in the drawings?
Response: Notes on M109 are a carry-over from a previous contract, and is used only for reference. It should not be considered as integral part of this project. It is an OGW.
11) Question: On page C14 of the drawings, Note # 7 states that there is a restraint pipe schedule on page C25 of the drawings. In the table of contents on page G3 of the drawings, C25 is not listed. Is page C25 supposed to be in the drawings?
Response: Drawing C14 has been revised in an earlier addendum; Note #7 was revised to read: Note # 7 states: “For restrained joints in plant yard piping, see restrained joint selection guide on this drawing.” There is no Drawing C25.
12) Question: Specifications do not include Motor Control Center. Will these be provided or shall we bid the project based on one-lines and schematics?
Response Bid the project as shown in the plan drawings & specifications. In most cases the MCC work is to expand existing MCCs. Where new MCCs are required, such as the Administration Building, the Contractor may provide any MCC manufacturer that meets the NEC.
13) Question: Sheets E-4, E-5, and E-6 show 12kv and 480V Concrete encased Duct Banks. Sheet E-8 shows additional underground conduit, (Site Ltg.)and site grounding. Sheet E-9 shows additional Fire Alarm and Telephone Systems site underground conduit. Can the Site Grounding be installed in the 480V Duct Bank ? Can the Site Lighting conduit be installed in the 480V Duct Bank? Can The Site Fire Alarm/Telephone be installed in the 480 V Duct Bank? If the Site Lighting is require to be installed alone, may it be direct buried PVC non metallic conduit ? In essence, can we have two underground Duct Bank systems, one 12kV and one containing 480 v, site lighting and fire alarm/telephone. As it stands now, you have four separate underground systems.
Response: Yes, two duct banks are acceptable, as long as the installation meets the NEC.
14) Question: Spec Section 28, (Electronic Safety And Security) calls for design, furnish install, test, calibrate, and commission a complete access control system as described herein and shown on the plans. I am not able to locate any thing on the drawings related to this work. We will assume this section of work is not required and will not include it in our proposal if said drawings are not provided to clarify scope of work.
Response: Specification Section 28.13.53 and Drawing No. SE1 are hereby deleted from the solicitation documents.
