ISSUE DATE: April 29, 2022

BID DATE: June 15, 2022

SUBJECT: Invitation for Bid: IBC-02-22 Re-clearing 49th Parallel - Washington/British Columbia

To All, The International Boundary Commission, United States and Canada (IBC), United States Section, is soliciting bids from vendors as set forth by this Invitation for Bids (IFB), referenced documents and attachments hereto.

Bidders are urged and expected to inspect the project site to satisfy themselves as to all conditions that may affect the cost of performance of the contract. In no event will failure to inspect the project site constitute grounds for a claim after award of the contract.

The contract will be awarded to that responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The Government reserves the right to reject any or all offers and to waive informalities and minor irregularities in offers received. Award of contract will be on an all or none basis.

Hand-carried or mailed bids must be delivered to the IBC at 1717 H Street NW, Suite 845, Washington, DC 20036, no later than 10:00 AM local prevailing time on June 15, 2022, at which time and place bids will be publicly opened. Bids received after the above date and time will be considered “late bids”. Bidders are cautioned that late bids will be handled in accordance with the terms described below.

Bids must be submitted in duplicate, signed by an official legally authorized to bind the offeror to a contract. Bids must set forth full, accurate and complete information as required by this IFB and attachments. The penalty for making false statements in bids is prescribed in 18 U.S.C. 1001.

Bids shall be submitted in an envelope marked with the words “Sealed Bids”.

The date of the opening, time of opening, invitation number and title of bid are to be placed on the envelope. Bids must be sealed, marked and addressed as directed. Failure to do so may result in a premature opening of or a failure to open such bid. The attached addressed envelope with the information specified above is herewith provided to expedite bids into this office. Bids submitted in response to this IFB will not be returned, but will be retained for official record purposes.

Any late bid, bid modification or bid withdrawal received at the office designated in the solicitation after the exact time specified for receipt will not be considered unless it is received before award is made and either: (1) It was sent by registered or certified mail not later than the fifth calendar day prior to the date specified for the receipt of bids; or

(2) It was sent by mail and it is determined by the IBC that the late receipt was due solely to mishandling by the IBC after receipt at the IBC offices. The only acceptable evidence to establish the date of mailing of a late bid, modification or withdrawal sent either by registered or certified mail is the U.S. Postal Service postmark on the wrapper or on the original receipt from the U.S. Postal Service. Therefore, offerors should request the postal clerk to place a hand cancellation bull's-eye "postmark" on both the receipt and envelope wrapper.

The IBC intends that the Standard Form of Contract (SF-33), related documents, and any attachments thereto will constitute the contract requirements for this procurement. Your attention is invited to the fact that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds.

Any explanation desired by an offeror regarding the interpretation of the provisions of this IFB or its specifications must be requested in writing and with sufficient time allowed for a reply to reach all offerors before the submission of their bids. Oral explanations or instruction given before the award of the contract will not be binding.

Any information given to a prospective offeror concerning an IFB will be furnished to all prospective offerors as an amendment of the IFB or if such information would be prejudicial to uninformed offerors.

The IBC contact for this procurement is the undersigned. The telephone number is area code (202) 736-9029.

Sincerely, John T. Moore, Jr.

Deputy Commissioner
