PERFORMANCE WORK STATEMENT (PWS)
Miami-Dade County Public Schools District JCLC (JROTC Cadet Leadership Challenge)
6-10 June 2026
PART 1
GENERAL INFORMATION
1. General: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: This is a services contract to provide support for 275 Cadets and 50 Cadre during the JROTC Cadet Leadership Challenge (JCLC) 2026, serving Miami-Dade County Public School District’s 18 JROTC programs.
The contractor shall provide all personnel, equipment, supplies, lodging, facilities, tools, materials, supervision, required certified trainers and meal services necessary to support the event. Training facilities / course setups include swimming pool access with lifeguards, lake access with canoeing and lifeguards, water survival training, rappelling course, land navigation course, COPE course (high and low ropes), rope bridge course, obstacle course, and archery course including all equipment and instructors. The Contractor shall lead team-building activities and icebreakers upon arrival. Additional contractor-staffed areas include Rappel Tower / Ziplining, Alpine Tower, Catapult and Lakefront activities (equipment issue of canoes, kayaks and paddles with life jackets).
All training requirements shall be aligned with the approved JCLC training schedule. All requirements shall be co-located. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in the Performance Work Statement (PWS).
1.2 Background: Cadet Command Regulation (CCR) 145-2 provides the guidelines for the training of the Junior Reserve Officers Training Corps (JROTC) Program and requires each JROTC unit to annually conduct a JCLC. The JCLC Camp Miami-Dade is to be located within 280 miles of the center point, which is Miami Springs, FL. The site must have the capability to provide billeting, food service, transportation, medical support with facilities as well as 3-mile running route and other areas required to support the JCLC. The Contractor shall provide all personnel, equipment, supplies, lodging, facilities, tools, materials, supervision, meal services, furniture, 25 two-way radios, 15 gas-powered golf carts (fuel included)., all requirements shall be co-located.
The Contractor shall provide services in accordance with the terms, conditions and specifications set forth in the Performance Work Statement (PWS). Required facilities include a rappelling tower, land navigation course (approx. 0.5 mile by 0.25 mile), COPE high and low ropes courses, rope bridge course, water safety area, swimming pool, lake, and canoeing area. Only Cadre may operate golf carts.
1.3 Scope: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS.
1.4 Objectives: The objective of this contract is to provide:
1.4.1 Provide a safe and supervised environment throughout all contract‑supported activities, operations, and events
1.4.2 Provide meals for 275 Cadets and 50 Cadre from lunch on 6 June 2026 through lunch on 10 June 2026.
1.4.3 Provide a daily evening snack for 275 Cadets and 50 Cadre.
1.4.4 Provide lodging for 275 Cadets and 50 Cadre from 6-10 June 2026.
1.4.5 Provide training facilities and qualified staff to support all events in accordance with the approved training schedule.
1.4.6 Provide JROTC Cadets with an opportunity to practice leadership skills in an unfamiliar environment.
1.4.7 Allow JROTC Cadets the chance to participate in citizenship building and critical thinking exercises.
1.4.8 Provide JROTC Cadets with an opportunity to experience living and interacting with their peers from other units in a military type setting.
1.4.9 Instruct leadership-type skills to JROTC Cadets in a “hands-on” military type environment.
1.4.10 Provide Cadets with an opportunity to participate in adventure training not normally available.
1.4.11 Provide JROTC Cadets with an opportunity to have fun and take advantage of recreational facilities available on site.
1.5 General Information:
1.5.1 Quality Control (QCP): The Contractor’s existing quality control system shall be utilized in accordance with FAR 12.208.
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).
This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).
1.5.3 Recognized Holidays: There are no recognized holidays during this JCLC.
1.5.4 Contractor Support Hours: The Contractor shall provide support between 6:00 AM and 9:00 PM. Camp operations shall run from 11:00 AM on 6 June 2026 through 11:00 AM on 10 June 2026. The Contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.
1.5.5 Place of Performance: The work under this contract shall be performed at the camp facility provided by the Contractor. Camp location must be within 280 miles of the district’s center point, located in Miami Springs, FL.
1.5.6 Type of Contract: This will be awarded as a Firm-Fixed Price Service Contract.
1.6 Security Requirements: The following information is provided on security related matters. Contractor personnel performing work under this contract are not required to have a security clearance.
1.6.1 Physical Security: The Contractor shall be responsible for providing secure space for JROTC Staff Operations Center.
1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall occur at no additional cost to the Government.
1.7.1 The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to ensure effective communication and information exchange. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours.
1.8 Contracting Officer Representative (COR): As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.
1.9 Key Personnel: The following personnel are considered key personnel by the Government: Contract Manager. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 6:00 AM to 9:00 PM, Saturday through Wednesday, 6-10 June 2026.
PART 2
DEFINITIONS & ACRONYMS
2. Definitions and Acronyms
2.1 Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
Cadet - An eligible student who is enrolled in JROTC and actively participating in Leadership Education Training.
Cadre - Military instructor recognized by the Army employed to conduct JROTC at a school.
Contracting Officer – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line-item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”
Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
Day – means, unless otherwise specified, a calendar day.
Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable – means anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
Junior Reserve Officers’ Training Corps (JROTC) - Organization of units established by the Department of the Army under Title 10, U.S. Code 2031 at public and private secondary educational institutions to conduct a program of leadership instruction for students. It is a program designed to instill in students in United States secondary educational institutions the values of citizenship, service to the United States, personal responsibility, and a sense of accomplishment.
Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.
Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.
Quality Assurance Surveillance Plan (QASP) – means the key Government-developed surveillance process document and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing Contractor performance assessment by ensuring that systematic quality assurance methods validate that Contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document Contractor performance results to determine if the Contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal to Government document.
Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Subcontractor – means one that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.
Unit - The organization comprising JROTC Cadets and military instructors at one school.
Work Day - The number of hours per day the Contractor provides services in accordance with the contract.
Work Week - Monday through Friday, unless otherwise specified.
2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

GOVERNMENT PROPERTY (GP) AND SERVICES
3. Government Property and Services: This requirement does not have any Government furnished property or services.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. Contractor Furnished Property and Services
4.1 General: The Contractor shall furnish all personnel, supervision, supplies, equipment, lodging, facilities, tools, meals, furniture, and services required to perform work under this contract.
4.2 Materials: The Contractor shall provide all furniture, an aid station, ten (10) portable latrines, 25 two-way radios, a course for rappelling, a Land Navigation Course, COPE course (high and low ropes), a Rope Bridge Course, an Obstacle Course, with all necessary equipment to include instruction, Water Survival training, a swimming pool with lifeguards, lake with lifeguards, canoeing, kayaking, and life jackets. Certified trainers shall be provided for the Rappel Tower and Alpine Tower. The Contractor shall provide a location for a Camp Operations Center headquarters where all camp activities can be monitored, a 24‑hour, climate‑controlled first aid facility with supplies and certified medical personnel, and usage of a movie theater area. Training, lodging, and dining facilities shall be co-located to the maximum extent practicable.
4.3 Vehicles and Equipment: The Contractor shall provide15 gas‑powered golf carts, with fuel included, for Cadre operation with 4-seat capacity and a cargo bed.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1 Basic Services: The Contractor shall provide services for meals, lodging, and facility usage to conduct JROTC JCLC from 6-10 June 2026, for 275 Cadets and 50 Cadre from 18 JROTC Programs in Miami Dade Public School District.
5.2 Tasks: Tasks consist of the following:
5.2.1 Lodging: The Contractor shall provide non-smoking sleeping facilities that are furnished solely on the basis of one (1) individual to a bed/cot with a mattress and no more than two (2) individuals to a room/tent for double occupancy. Males and females shall be housed separately with separate male and female shower and bathroom areas.
The contractor shall provide separate sleeping and showering areas for Cadre that shall also be separated by male and female.
5.2.2 Meal Services: The Contractor shall provide a dining facility and meal services for 275 Cadets and 50 Cadre. The Contractor shall serve 3,625 meals and 1,300 evening snacks and 275 STAR MREs/Heater Meals.
5.2.2.1 The Contractor shall transport and set-up all food and serving equipment prior to each meal start time as coordinated with the Government POC.
5.2.2.2 The Contractor shall provide all food and condiments, serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal.
5.2.2.3 The Contractor shall wipe down all tables at serving location as well as food preparation area and equipment after each meal.
5.2.2.4 The Contractor shall tear down each meal service upon completion and remove all debris from site.
5.2.2.5 The Contractor shall ensure meals are available and served to all participants during the specified mealtimes.
5.2.2.6 Menus: The Contractor shall provide a menu similar to the following for each meal. All meals shall be served hot except for sack lunches and include a vegetarian option. The menu shall be coordinated with the Government POC / Camp Commander a minimum of 10 calendar days prior to the event and any changes agreed upon at that time.
5.2.2.6.1 Sample menu:

5.2.3 Medical: The Contractor shall provide a co-located 24-hour climate-controlled first aid station with supplies and License Practical Nurse #2 Occupation Code 12072 with a bed and refrigerator for any medical storage usage.
5.2.4 Training and Instructional Facilities: The Contractor shall provide facilities co-located to the lodging accommodations and meal services.
5.2.4.1 The Contractor shall provide two (2) safe and maintained swimming pools with both shallow and deep areas to accommodate diverse swimming skill levels as well as adequate, certified lifeguards.
5.2.4.2 The Contractor shall provide a lake with 25 canoes and 25 kayaks and 25 paddle boards for each rotation including life vests, and four (4) certified lifeguards and two (2) safety boats.
5.2.4.3 The Contractor shall provide safety-certified National Camp School Trained Director rappelling, zip-line, and climbing facilities/apparatus with 6 Level one, and 6 Level twos and a certified rappel master and on-site trained instructors.
5.2.4.4 The Contractor shall provide a COPE course with high and low ropes and certified trainers, with Alpine Tower, climbing, rappelling, zip-line, and team-building obstacles including all required equipment.
5.2.4.5 The Contractor shall provide 25 two-way radios with range of 2 miles.
5.2.4.6 The Contractor shall provide a securable area/facility for use as a supply and temporary storage facility.
5.2.4.7 The Contractor shall provide camp administrative office area with 5 Tables, 20 Chairs, Wi-Fi and 20 power outlets.
5.2.4.8 The Contractor shall provide a minimum of two (2) portable latrines at each remote training location where permanent bathroom facilities are not readily accessible with toilet paper and cleaning services. Examples of such training sites may include land navigation course, archery range, tower operations and water session areas.
Locations shall be coordinated with the JCLC Camp Commander.
5.2.4.9 The Contractor shall provide an outdoor field for “sports day”, enough space for running relay-style competitive games, to include basketball and volleyball court areas.
No Sports equipment required only Basketball/ volleyball court.
5.2.4.10 The Contractor shall provide an overhead facility for inclement weather. The overhead facility must accommodate all 325 cadets & cadre and lighting safe fully enclosed with multiple exit doors and access to restrooms.
5.2.4.11 Lightning Detection: The Contractor shall have an operable detection system in order to ensure safety and early warning of any impending storm or hazardous weather conditions
5.2.5 Golf Carts: The Contractor shall provide 15 gas‑powered golf carts, nine (9) 4-passenger golf carts and six (6) cargo golf carts, to provide logistical and operational support, movement of medical personnel from training site to site and emergency evacuation. Golf carts shall include fuel for Cadre operation.
5.2.6 The facility shall not be undergoing renovation or remodeling during the time of the camp and shall not be located within an area considered a high crime area or designated a high crime area as determined by local police statistics.
5.2.7 Fire and Safety: The Contractor’s facility shall comply with the applicable fire and safety codes and regulations. The Contractor shall ensure buildings have emergency contingencies in place to house cadets and cadre in case of emergencies.
5.2.8 Miscellaneous Services: The Government will not be responsible for any miscellaneous charges incurred by the training participants. The contractor shall explain to participants that miscellaneous services are not covered by this contract and are payable by the participants, such as personal telephone charges, pay-for-view movies, room service, internet service, meals more than the contract requirements, and other such services.

The contractor shall transport and set-up all food and serving equipment prior to each meal start time as coordinated with the Government POC. The Contractor shall serve meals during the times indicated in the PWS.

The contractor shall provide a menu similar to that outlined in the PWS. All meals shall be served by the contractor, served hot, and include a vegetarian option. The menu shall be coordinated with the Government POC / Camp Commander a minimum of 10 calendar days prior to the event and any changes agreed upon at that time.

The contractor shall provide a co-located 24-hour climate-controlled first aid station with certified medical personnel, a bed, and a refrigerator for any medical storage usage.
