About this file
This is a FAR Part 16 Justification Review Document for an exception to fair opportunity in federal procurement.
The United States Army Recruiting Command (USAREC) at Fort Knox, Kentucky is seeking approval to award a firm-fixed-price delivery order for OpenText Documentum X plan Advanced Workflow Tool license upgrades through the Army's Digital Marketplace utilizing the Information Technology Enterprise Solutions-Software 2 (ITES-SW2) suite of contracts. The procurement (NP16-019) supports critical functionality for USAREC's accessions mission by enabling modification of existing waiver processes, workflow logic, and creation of new workflows within the Documentum system used by all U.S. Army Recruiters, Cadet Command Brigades, and accession organizations. The requirement includes four line items: Documentum Experience License Upgrade (21,000 units), Documentum Experience Maintenance (21,000 units), Advanced Workflow Tool (500,000 units), and Advanced Workflow Tool Maintenance (500,000 units). The period of performance extends from the award date through January 27, 2027, with anticipated funding from June 2026 and Fiscal Year 2026 Other Procurement Army and Other Maintenance Army accounts.
The justification cites FAR 16.507-7 (DFARS CD 2026-O0045) as authority for restricting consideration to OpenText as the sole source, as the upgrade is proprietary and only compatible with the current Documentum and Documentum D2 Software environment integrated with the ARISS system. Market research completed April 3, 2026 confirmed availability through Digital Marketplace authorized resellers, with two responses received indicating competition exists among ITES-SW2 contract holders. The contracting officer, Joseph R. Lawrence, certified the anticipated cost as fair and reasonable based on price analysis, with certifications from technical and requirements personnel confirming accuracy of supporting data. Approval was granted contingent on fund availability and prior authorization of the services for acquisition.

Justification Review Document FAR Part 16 Justification for an Exception to Fair Opportunity
Program/Equipment: NP16-019 Procurement of OpenText Documentum X plan Advanced Workflow Tool license upgrades for the United States Army Recruiting Command (USAREC).
Authority: FAR 16.507-7 (DFARS CD 2026-O0045) – Restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer).

Reviews: I have reviewed this justification and find it adequate to support the justification for an exception to fair opportunity.
IT Specialist:
MICC Office of Counsel:
Command Brigades and other accession organizations to store and retrieve all accessions related documents. The license upgrade is only compatible with the original equipment manufacturer commercial-off-the-shelf product (OpenText Documentum and Documentum D2 Software) that works with the ARISS system. This capability expansion tool enables the modification of existing waiver processes, workflow logic, and the ability to create new workflows within Documentum which supports United States Army Recruiting Division (USARD) priority system changes. Documentum X Plan Advanced Workflow tool aligns with the current Documentum and Documentum D2 Software which will continue to provide security patches and technical support. The software support must be provided with brand name specifications to ensure that compatible patches, upgrades, and fixes are received. Only OpenText can provide the compatible software required for this action. No other application can be integrated into the current framework as the required subscription is proprietary in nature.
b. Alternatives: An alternative solution would hamper the ability of USAREC to support the accessions process and lead to mission failure. It will also negatively impact the cybersecurity posture of the Documentum and Documentum D2 software and violate Army Regulation (AR) 25-2, Army Cybersecurity, which requires vendor provided security patches for applications to be available. If a different brand of software were procured, the software would have to be purchased again (estimated sunk cost of $979 thousand in initial investment of current perpetual licenses). New software would have to go through the Risk Management Framework approval process and user/operators would have to be retrained, incurring significant cost and potential downtime in the case of a transition period, which would have a detrimental effect on the Army’s accessioning mission.
c. Impact if not approved: The Documentum X Plan upgrade directly supports recruiting operations by enabling the modification of waivers and workflows to align with USARD priorities, ensuring timely and accurate processing of accession documentation.
Failure to procure this upgrade would prevent required workflow modifications from being implemented, potentially delaying processing of waivers and other time-sensitive recruiting actions. This could lead to mission failure and negatively impact the ability to meet operational priorities and sustain process efficiency for the recruitment of Soldiers into the United States Army.
7. Actions to Increase Competition: The items requested fall within scope of the Digital Marketplace, formerly Computer Hardware Enterprise Software and Solutions (CHESS), ITES-SW2 suite of contracts. Per AFARS 5139, all in scope items must be procured through the Digital Marketplace unless a statement of non-availability and ITAS waiver exists for the devices. The items requested are available through the Digital Marketplace and will be solicited to authorized resellers available on ITES-SW2.
At the end of the lifecycle for the current equipment and software, all sources available through the Digital Marketplace will be evaluated for replacement of the current equipment, maintenance, and support. USAREC will continue to monitor the market for additional resources for opportunities of this nature.
