Video LINCS BAA 24-04 Round 1 and 2 Question updated responses

Round 1 Question

93. Volume 1 shows as a 30-page total limit; however, there is a one-page limit for the transmittal letter (which is shown as not included in the page count) and 5-page limit for the Summary.

Could IARPA confirm whether the remaining sections should total 25 pages or are the 5 pages in addition to the 30 pages listed?

Answer: As stated in the BAA section 4.B. Proposal Format and Content and Section 4.b.1 Volume 1: Technical and Management Proposal: The proposal will not exceed 30 pages, and, yes, the Cover sheet and transmittal letter does count toward the 30-page limit, but the table of contents does not count towards the page limit. Please reference the BAA.

Government Updated response: The Coversheet, Table of Contents (optional) and transmittal letter will not count towards the 30-page limit as per Page 34, Section 4.B.1 Volume 1:

Technical Management Proposal. As per Section 4.B.1.a Section 1: Cover Sheet and Transmittal Letter, the Transmittal Letter shall not exceed one page.

Round 2 Question

1. Question: Given the extensive information required in the Technical Volume limit of 30 pages, would you consider removing the Transmittal Letter and/or Cover Sheet from the Technical response page count? On the submission portal, the Transmittal Letter must be submitted as a separate document. Thank you.

Answer: No, IARPA will not be modifying the format, and the Transmittal Letter and/or Cover Sheet with remain within in the 30-page limit as stated in the BAA. Please reference again Section 4.B.1 for complete details on the formatting requirements.
