Salient Characteristics IAAFA Partner Nation Instructor (PNI) NAICS Code 3371 Upholstered Household Furniture

Background:

This requirement supports the Inter-American Air Forces Academy’s (IAAFA) Partner Nation Guest Instructor (PNGI) program authorized by the Secretary of the Air Force/International Affairs. The PNGI’s are a crucial part of execution of the Academy mission due to their field expertise, cultural knowledge, and language capability. Additionally, they are a strategic touchpoint given their status within their Air Forces and provide a much deeper security cooperation link between the US and our allies. The 2022 National Defense Strategy states, “Mutually beneficial Alliances and partnerships are our greatest global strategic advantage.” Partnerships are at the core of IAAFA’s mission and our PNGI program focuses on fortifying our defense ecosystem through Western Hemisphere partners. The alliances and partnerships forged with current and future Latin American Air Forces Senior Leaders are unmatched.

The Memorandum of Understanding between the United States and each country is approved/signed by SAF/IA and the Chief of Staff of each country. The MOU expresses a mutual desire for a formal allocation of responsibilities. IAAFA is responsible for facilitating assignment to off-base housing or on-base housing whichever is available. The houses do not come furnished therefore the need for basic furniture necessities is required. The normal PNI assignment is for two years. Upon acceptance of a house, IAAFA moves the furniture in and when the PNI’s assignment is complete the furniture is moved to a warehouse to wait arrival of the member’s replacement. Due to this rotation cycle, furniture is replaced every five to six years for excessive wear and tear. PNIs are not authorized to ship their household goods from their country as we limit them to 2,000 lbs. for a family and 600 lbs. for single members. The added cost of household shipments based on rank to the program would increase the program significantly as the majority of the PNIs are officers. The allocation of furniture is a cost-effective solution.

Delivery only. No assembly/installation is required.
