PERFORMANCE WORK STATEMENT (PWS)

Laredo Independent School District (ISD)

JROTC Cadet Leadership Challenge (JCLC) 2026 United States Army Cadet Command

5th Brigade JROTC Programs 4-9 May 2026

Part 1

General Information

1. General: This is a non-personal services contract to provide services to support the Laredo Independent School District (LISD) JROTC Cadet Leadership Challenge (JCLC) camp during the period of performance 4-9 May 2026.The Government shall not exercise any supervision or control over the contract service providers performing the service. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: This is a non-personal service contract to provide co-located lodging facilities, training facilities, meal services, furniture, equipment, supplies, facilities, medical services, tools, management, and labor as specified herein, for the Laredo ISD JCLC camp challenge during the period 4-9 May 2026 contractor shall provide services in accordance with the terms, conditions and specifications set forth in this Performance Work Statement (PWS). The contractor shall perform to the standards in this contract.

1.2 Background: JCLC is an annual requirement for all JROTC units. Camp has the required capability to house all cadets and instructors to provide billeting, food service, transportation, medical support with specialized facilities and activity areas required to support the Laredo ISD JCLC Camp.

1.3 Scope: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations, food service, transportation and medical support as specified herein, for the Laredo JCLC . JCLC for 120 Cadets and 20 Cadre from ten schools 4-9 May 2026.The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this Performance Work Statement (PWS).

1.4 Objectives: The objectives of this contract are:

Provide Cadets an opportunity to test their leadership skills in an unfamiliar environment.

Allow Cadets a chance to participate in citizenship building exercises.

Give Cadets the opportunity to experience living and interacting with their peers from other JROTC units.

Instruct leadership-type skills to Cadets in a “hands-on” military-type environment.

Provide an opportunity to participate in adventure training not normally available to Cadets.

Provide meals, lodging, and training facilities as specified in this PWS to ensure event is successful for Cadets and Cadre.

1.5 General Information:

1.5.1 Quality Control Plan (QCP): The contractor’s existing quality control system shall be utilized in accordance with FAR 12.105(a).

1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

1.5.3 Recognized Holidays: Reserved

1.5.4 Operating Hours: Contractor support hour requirements often coincide;

however, they may differ. Please refer to the following.

1.5.4.1 Contractor Support Hours: The contractor is responsible for providing all services between the hours of 06:00 AM to 18:00 PM from 4-9 May 2026, while providing reduced services between the hours of 1801hrs to 0559hrs.

These reduced services should be able to provide the dinner meal and any medical or lodging concerns. JROTC instructors will provide overwatch during reduced service timeframes to ensure cadet safety and discipline. The Contractor must, always, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS for the period stated. Contractors shall keep in mind that the stability and continuity of the workforce are essential.

1.5.5 Place of Performance: The work to be performed under this contract will be performed within 50 miles of Sandia Texas, 78383..

1.6 Security Requirements: The following information is provided on security related matters.

1.6.1 Security Program: Reserved

1.6.2 Personnel Security Clearance Requirements: Contractor personnel performing work under this contract do not require a security clearance.

1.6.3 Physical Security: The Contractor shall safeguard all Government equipment, information, and property provided for Contractor use.

1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.8 Contracting Officer’s Representative (COR): As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms:

2.1 Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field

Contracting Officer – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR:

“Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line-item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”

Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Contractor-acquired Property - means property acquired, fabricated, or otherwise provided by the Contractor for performing a contract and to which the Government has title.

Day – means, unless otherwise specified, a calendar day.

Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable – means anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

Government-furnished Property – As reflected in FAR 52.245-1, Government-furnished Property “means property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract

Government Property - means all property owned or leased by the Government. Government property includes both Government-furnished and Contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property.

Government property does not include intellectual property and software.

Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.

Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

Quality Assurance Surveillance Plan (QASP) – means the key Government-developed surveillance process document, and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing Contractor performance assessment by ensuring that systematic quality assurance methods validate that Contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document Contractor performance results to determine if the Contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal to Government document.

Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Subcontractor – means one that enters into a contract with a prime Contractor.

The Government does not have privity of contract with the subcontractor.

Work Day - The number of hours per day the Contractor provides services in accordance with the contract.

Work Week - Monday through Friday, unless otherwise specified.

2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

GOVERNMENT PROPERTY (GP) AND SERVICES

3. Government Property and Services

3.1 Government Furnished Property: As stated in 5.2.5.4 Government will provide all archery range equipment.

3.2 Services and Facilities: Reserved

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. Contractor Furnished Property and Services

4.1 General: The Contractor shall furnish facilities, meals, training areas, training activities, services, equipment, supplies, management, supervision, and labor as specified herein. The contractor shall provide permanent-structure facilities with electrical power for internet in-process and telephone services to conduct camp operations center in concert with billeting for our staff and Headquarters element, a 24-hour on-site First Aid Station/Health Center with staffed nurses, gymnasium, and dining facilities, to include adequate cleaning supplies. The Contractor shall provide services in accordance with the terms, conditions and specifications put forth in this PWS.

4.2 Materials: The Contractor shall provide all expendable, durable, and non-expendable supplies that support JCLC training objectives, food services, lodging, medical services, and cleaning items for the utilized facilities. Specific requirements are outlined in the section 5.

4.3 Vehicles and Equipment: The Contractor shall provide two (2) Golf Carts for logistics support during camp. The carts shall remain on chargers when not in use.

4.4 Security. Reserved

4.5 Courtesy: The contractor's employees shall be courteous to all persons served under this contract. Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public lodging facility. Services and consideration provided all guests, shall be provided to event participants.

4.6 Contractor Personnel Attire: Contractor personnel shall wear clothing that is clean and does not contain statements that may be offensive to others.

PART 5

SPECIFIC TASKS

5.1 Basic Services: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations, food service, two golf carts for internal camp transportation and medical support as specified herein, for the Laredo ISD JCLC for 120 Cadets and 20 Cadre from ten schools on 4-9 May 2026. Training facilities include swimming pool for water safety courses and canoeing. The contract shall provide services in accordance with the terms, conditions and specifications set forth in this statement of work.

5.2 Tasks: Tasks consist of the following:

5.2.1 Lodging Specifications. The contractor’s facilities shall meet the following minimum standards:

5.2.1.1 The contractor shall provide facility, climate-controlled housing with running hot water, portable toilets, showers, sinks, and personal space for 120 Cadets and 20 Cadre.

5.2.1.2 Male and female Cadets will be lodged separately in dorm style buildings.

5.2.1.3 Two Female Cadre/Chaperones will be lodged with female Cadets in a staff room by themselves. Two Male Cadre/Chaperones will be lodged with male Cadets in a staff room by themselves.

5.2.1.4 The contractor shall provide non-smoking sleeping facilities that are furnished solely on the basis of one individual to a bed.

5.2.1.5 The contractor shall provide permanent-structure facilities with electrical power for in-processing, camp operations center in concert with billeting for our staff and Headquarters element, a 24-hour on-site First Aid Station/Health Center, and dining facilities, to include cleaning supplies capable of cleaning, and sanitizing the entre living area. There must be adequate dumpsters for the proper removal of all waste. They should be located throughout the training area. A minimum of two locations.

5.2.1.6 Facilities shall not be undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.

5.2.1.7 The contractor shall provide security to ensure participants are in a safe and crime free environment.

5.2.1.8 Contractor shall provide enough restrooms and showers located in all male and female quarters.

5.2.1.9 Fire and Safety. The contractor’s facility shall comply with applicable fire and safety codes and regulations.

5.2.2 Meal Requirements. Contractor shall provide meals for 120 Cadets and 20 Cadre from 4-9 May 2026, for the ten schools that are attending JCLC.

Contractor shall transport and set-up all serving equipment 1 hour prior to each meal start time as coordinated with the government key personnel. Contractor shall furnish cooking equipment, condiments, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal. Materials shall include cleaning items for the utilized facilities.

5.2.2.1 Menus. The contractor should provide a specified menu l. All provided hot meals shall be served hot and cold foods served cold.

Dinner Meal, 4 May 2026 Frito Pie, Baked Potato, Pinto Beans, Salad bar, Churro, assorted beverages, or comparable meal.

Breakfast Meal, 5 May 2026: Eggs, Sausage, Hash browns, Assorted Fruit, assorted beverages, or comparable meal.

Lunch Meal, 5 May 2026: Chicken Tenders, Tater Tots, Carrot Sticks, Green Beans, Salad bar, Sugar Cookies, assorted beverages, or comparable meal.

Dinner Meal, 5 May 2026: Brisket Nachos, Queso, Rice, Salad bar, Brownie, assorted beverages, or comparable meal.

Breakfast Meal, 6 May 2026: Potato Taco, Sausage, Orange Wedges, Eggs, Cereal Bar, assorted beverages, or comparable meal.

Lunch Meal, 6 May 2026: Sub Sandwich, chips, Pickle Spears, Salad bar, Chocolate Chip Cookie, assorted beverages, or comparable meal.

Dinner Meal, 6 May 2026: Spaghetti w/meat Sause, Green Beans, Garlic Bread sticks, Salad bar, Ice Cream Cake, assorted beverages, or comparable meal.

Breakfast Meal, 7 May 2026: Biscuits w/Gravy, Scrambled Eggs Asst Breakfast bread, Sausage, Cereal Bar, assorted beverages, or comparable meal.

Lunch Meal, 7 May 2026: Crispy Taco, Refried Beans, Spanish Rice, Salad bar, Snickerdoodle, assorted beverages, or comparable meal.

Dinner Meal, 7 May 2026: BBQ Pulled Pork, Waffle Fries, Coleslaw, Salad bar, Cherry Pineapple Cake, assorted beverages, or comparable meal.

Breakfast Meal, 8 May 2026: Pigs n Blanket, Scrambled Eggs, Blueberry Muffin, assorted Fruit, Cereal bar, assorted beverages, or comparable meal.

Lunch Meal, 8 May 2026: Chicken Tenders, Tater Tots, Pickle Spears, Salad bar, Chocolate Chip Cookie, assorted beverages, or comparable meal.

Dinner Meal, 8 May 2026: Brisket Nachos, Queso, Rice, Salad bar, Churro, assorted beverages, or comparable meal.

5.2.2.2 Contractor shall provide all food and condiments for use at each meal.

5.2.2.3 Contractor shall provide servers, serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal. Two serving lines are needed.

5.2.2.4 Contractor shall wash all dishes, dispose of all trash, wipe down and sanitize all tables at serving location as well as food preparation area and equipment.

5.2.2.5 Mealtimes. The Contractor shall serve meals during the times indicated below:

5.2.3 Ice/Water. Contractor should provide unlimited amount of water and ice per day throughout the JCLC.

5.2.4 Medical. Contractor shall provide a 24-7 fully supplied, fixed, dedicated, climate-controlled health center and first aid station with full-time RN Nurse, on-site, contractor-provided staff during the camp. Nurses need to be available during the day and on call after hours.

5.2.5 Training. Contractor shall provide training facilities with regional accreditation certified instructors for all training events to include tower operations and water sessions. Certification for the towers and Lifeguard state certified standard. Contractor shall provide appropriate, safe, and certified training facilities, areas, and personnel as follows:

5.2.5.1 One (1) safe and maintained swimming pool with both shallow and deep areas to accommodate diverse swimming skill levels as well as adequate, certified lifeguards. Pool shall be tested with proper chemical testing. There will be a maximum of 50 Cadets in the pool at a time.

5.2.5.2 A water course for canoeing/kayaking and certified lifeguards. There will be a maximum of 25 Cadets/Cadre on the vessels at a time.

5.2.5.3 Outdoor group game infrastructure for “ga-ga ball”, flag challenge”, and space for running relay-style competitive games.

5.2.5.4 An outdoor archery/marksmanship range for rotational training provided by the JROTC program. Fifteen (15) cadets will be conducting training at a time.

All equipment will be provided as stated in the Government Furnished Property.

5.2.5.5 Two covered pavilions to accommodate at least 40 cadets for split training in the event of inclement weather.

5.2.5.6 A wooded outdoor training area with seating adequate for 50-person survival training. JROTC will provide all equipment.

5.2.5.7 An outdoor open field of at least 100 x 100 meters for land navigation training.

5.2.5.8 At least one softball field.

5.2.5.9 The aquatics, “high-ropes” venues, “low ropes” venues require contractor-provided safety/trainer personnel in adequate numbers to train approximately 120 Cadets in each respective event/activity. Each event

5.2.5.10 The contractor shall provide one swimming pool with lifeguards and applicable safety equipment for drown proofing mandated requirements for the JCLC event from the 4 – 9 May 2026 from 08:00hrs to 17:00hrs.

5.2.5.11 The contractor shall provide an area for low and high ropes for cadet team building event from the 4 – 9 May 2026. The contractor shall provide all safety equipment and 2 trained personnel to facilitate safety. JROTC Instructors will provide the trainers for Rappelling. The high/low rope course shall accommodate 50 Cadets every two hours over the course of two days.

5.2.5.12 Contractor shall provide two (2) Golf Carts for Cadre to use for logistics and recovering of injured cadets.

5.2.6 Miscellaneous Services. The Government shall not be responsible for any miscellaneous charges incurred by the event participant. The contractor shall explain to the participant that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges and meals more than the contract requirements, and other such services.

5.2.7 Shelter. The Contractor shall make the dining facility, gymnasium, and equipment available from 4 – 9 May 2026 from 08:00hrs to 17:00hrs for and in the event of inclement weather, it will also be used as a shelter. Inclement weather equipment includes lightning protective shelters, dining facility, and other structures.

5.2.8 Provide portable latrines at remote training areas. The camp commander will coordinate with the contractor on locations.
