PERFORMANCE WORK STATEMENT
FOREST HILL HIGH SCHOOL, ARMY JROTC
JCLC (JROTC Cadet Leadership Challenge) Camp All American 13-17 February 2026
PART 1
GENERAL INFORMATION
1. General: This is a non-personal services contract to provide JROTC Cadet Leadership Challenge (JCLC) Camp All American 2026. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform JROTC Cadet Leadership Challenge (JCLC) Camp All American 2026, as defined in this Performance Work Statement except for those items specified as government furnished property and services.
1.2. Background: Cadet Command Regulation (CCR) 145-2 provides the guidelines for the training of the Junior Reserve Officers Training Corp (JROTC) Program and requires each JROTC unit to annually conduct a JCLC. The camp will need to be within 223 miles radius from the center point. The site must have the capability to provide billeting, food service, transportation, medical support with facilities as well as 3 mile running route and other areas required to support the JCLC. The contractor shall provide all personnel, equipment, supplies, lodging, facilities, tools, materials, supervision, meal services, furniture, 50 two-way radios, 15 gas-operated golf carts (with insurance), all requirements shall be co-located. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in the Performance Work Statement (PWS), Tower for Rappelling, Land Navigation Course 2.5 mile by 2.5 mile, COPE course (high and low ropes, Rope Bridge Course, Water Safety, a swimming pool, lake, 100 pounds of ice daily, and canoeing with lifeguards. Training categories include required, integrated, and organized activities with designated fields. The golf carts will be operated by Cadre only. Fuel shall be provided as part of the contract.
1.3. Objectives: Provide a crime free environment throughout all activities, operations, and events.
Provide meals for 265 Cadets and 45 Cadre beginning at dinner on 13 February 2026 and ending with lunch on 17 February 2026.
Provide evening snacks daily for 265 Cadets and 45 Cadre.
Provide lodging for 265 Cadets and 45 Cadre from 13-17 February 2026.
Provide all training facilities and staff to support all events per the training schedule.
Provide JROTC Cadets an opportunity to practice leadership skills in an unfamiliar environment.
Allow JROTC Cadets a chance to participate in citizenship building exercises along with STEM.
Provide JROTC Cadets an opportunity to experience living and interacting with their peers from other units in a military setting.
Instruct leadership-type skills to JROTC Cadets in a “hands-on” military type environment.
Provide an opportunity to participate in adventure training not available to JROTC Cadets.
1.4. Scope: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations, as specified herein, for JCLC Camp All American from 13-17 February 2026 to provide 265 JROTC Cadets and 45 Cadre from 12 high schools with services necessary to complete the JCLC. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this PWS.

1.6. General Information
1.6.1. Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor assures that work complies with the requirement of the contract.
1.6.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3. Recognized Holidays: February 16th, 2026 / President’s Day.
1.6.4. Hours of Operation: The contractor shall conduct business between the hours of 1200hrs on Day 1 (Thursday, 13 February 2026 ADVON) until 1300 on Day 6 (Tuesday 17 February 2026). The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5. Place of Performance: The work to be performed under this contract will be performed at the vendor’s primary business location
1.6.6. Type of Contract: The government will award a firm fixed price (FFP) service contract.
1.6.7. Security Requirements: Contractor personnel performing work under this contract must have an ability to safeguard all government equipment, information, and property at time of the proposal submission, and must maintain the level of security required for the life of the contract. There is no classified material utilized during this contract period. The DD254 is not required as part of this contract. Personally Identifiable Information (PPI) will be maintained in control of the S1.
1.6.7.1. Physical Security: THE contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.
1.6.8. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart
42.5. The contracting officer, Contracting Officers Representative, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.9. Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions:
assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract;
issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.10. Key Personnel: The following personnel are considered key personnel by the Government: Camp Commander, Camp Command Sergeant Major, Camp Operations Officer. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0600hrs to 1800hrs, Friday through Tuesday, 13-17 February 2026.
PART 2
DEFINITIONS, ACRONYMS, AND ABBREVIATIONS
2. DEFINITIONS, ACRONYMS, AND ABBREVIATIONS:
2.1. Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
2.1.1. Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. Contractor Officer: A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. Contracting Officer Representative (COR): An employee of the U.S. Government appointed by the contracting officer to assist in the administration of the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. Defective Service: A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. Deliverable: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.1.6. Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. Physical Security: Actions that prevent the loss or damage of Government property. Security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents;
and to safeguard against espionage, sabotage, damage, and theft.
2.1.8. Quality Assurance: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. Quality Control: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. Workday: The number of hours per day the Contractor provides services in accordance with the contract.
2.1.13. Work Week: Monday through Friday, unless specified otherwise.
2.1.14. Cadet: An eligible student who is enrolled in JROTC and actively participating in a LET.
2.1.15. Cadre: Military instructor recognized by the Army employed to conduct JROTC at a school.
2.1.16. Chaperone: A person who accompanies and looks after another person or group of people.
2.1.17. Junior Reserves’ Officer Training Corps (JROTC): Organization of units established by the Department of the Army under Title 10, U.S. Code 2031 at public and private secondary educational institutions to conduct a program of leadership instruction for students. It is a program designed to instill in students in United States secondary educational institutions the values of citizenship, service to the United States, personal responsibility, and a sense of accomplishment.
2.1.18. Unit: The organization comprising JROTC Cadets and military instructors at one school.

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. Contractor Furnished Items and Services:
4.1 General: The Contractor shall furnish all personnel, supplies, equipment, facilities, materials, supervision, services, and other items necessary to perform services as described in the PWS and associated contract documents, except for those items specified in Part 3 Government Furnished Property and Services.
4.2 Materials: The Contractor shall provide lodging for 265 Cadets and 45 Cadre members participating in JCLC All American 13-17 February 2026. Lodging must include one bed/cot per individual. Gender separation in billeting and adult separation from underage JROTC Cadets are critical safety components of the program. Males and females will be lodged separately, and female Cadre will lodge with female Cadets.
4.3. Vehicles and Equipment: The Contractor shall provide 15 gas-operated golf carts for Cadre to utilize throughout the training, 50 two-way radios to ensure all communication needs are met. The Contractor shall provide a facility with Wi-Fi in order to conduct Command and Control, Brigade Operations. The Contractor shall provide Brigade staff with Wi-Fi access code. Brigade Operations staff and Cadre will have access to Wi-Fi.
PART 5
SPECIFIC TASKS
5.1.1. The contractor needs to provide office space with electricity, running water, and bathroom(s) for the in-processing and camp operations center.
5.1.2. The facility is not undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.
5.1.3. The contractor shall provide non-smoking sleeping facilities that are furnished solely on the basis of one (1) individual to a bed/cot with no more than two (2) individuals to a room/tent for double occupancy. Males and females to be housed separately with separate shower and bathroom area(s).
5.1.4. Fire and Safety: The contractor’s facility shall comply with applicable fire and safety codes and regulations.
5.2. Miscellaneous Services: The Government is not responsible for any miscellaneous charges incurred by the training participants. The contractor shall explain to participants that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges, pay-for-view movies, room service, internet service, meals in excess of the contract requirements, and other such services.
5.3. Contractor shall provide services, provide meals, lodging, and facility usage in order to conduct JROTC JCLC 13-17 February 2026, for 265 Cadets and 45 Cadre from Area 3 South, 11 schools.
5.4. Tasks: Tasks consist of the following:
5.4.1. Transport and set-up all food and serving equipment prior to each meal start time as coordinated with the Government POC.
5.4.2. Contractor shall provide all food and condiments, serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal. Additionally, it must be able to comfortably seat 265 cadets and 45 cadres and during inclement weather.
5.4.3. Contractor shall wipe down and sanitize all tables after every meal at the serving location as well as the food preparation area and equipment.
5.4.4. Tear down each meal service upon completion and remove all debris from site.
5.4.5. The government will not furnish cadets to serve each meal to participants. Contractor shall provide all meal service personnel.
5.4.6. Menus: The contractor shall provide a menu similar to the following for each meal. All meals shall be served hot. The menu shall be coordinated with the Government POC a minimum of 10 calendar days prior to the event and any changes agreed upon at that time. Including a total of 530 Meals Ready-to-Eat (MREs).
5.4.7. Dining Specifications. The contractor shall provide the following meal service to authorized personnel (265 Cadets and 45 Cadre) per schedule. All meals shall be served hot with exception of cereal in the dining facility. Camp Commander will coordinate meal plans prior to the start of camp.
5.4.8. The contractor shall provide a menu similar to the following for each meal:

5.5. Security: The contractor shall provide a secure environment to ensure participants are in a safe and crime free environment.
5.6. Facilities and Equipment: The contractor shall provide lodging facilities for 265 Cadets and 45 Cadre, training facilities, meal services, furniture, first aid station with supplies, and 2 EMTs, for 310 participants. The facilities include latrine and shower areas at lodging and training sites. The contractor shall perform to the standards in this contract.
5.6.1. The contractor shall provide 15 four-seat cargo bed convertible gas-powered golf carts for Cadre to transport equipment. The golf carts will be gas operated by Cadre.
5.6.2. The contractor shall provide a designated course clear of obstacles with grass or dirt surface for the Land Navigation Course,
2.5 miles by 2.5 miles. Fitness Challenge Course of .5 mile long. The contractor will provide tires for the tire flip and Raider Recon run course of 3.0 miles. Additionally, provide Portable Toilets at each training site and one Portable Shower.
5.6.3. The contractor shall provide a swimming pool, lake, canoeing (at least 35 canoes), and lifeguard to conduct water safety training.
5.6.4. The contractor shall provide COPE course (high and low ropes) and rope bridge course with a distance of 40 feet between large trees and standard telephone poles.
5.6.5. The contractor shall provide 50 two-way radios with a range of two (2) miles.
5.6.6. The contractor shall provide a rappelling tower and rappelling equipment for 310 cadets and cadres.
5.6.7. The contractor shall provide 2 Camp Medical Officers, along with two AEDs, and 24hrs First Aid Facility.
5.6.8. The contractor shall provide all items to include first aid support facilities, personnel, supplies, treatment rooms, and operations headquarters will be located on site.
5.6.9. The contractor shall provide Wi-Fi (Internet) service.
5.6.10. The contractor shall provide an indoor facility that enables safe operation and demonstration of small drones for educational and research purposes.
5.6.11. Bagged Ice: Provide 500 pounds of ice (i.e., five 20-pound bags or equal per day, 100 pounds per day) from 13-17 February 2026.

PWS Para 1.5, 5.3, 5.4.6, 5.4.7, 5.4.9 Provide nutritious, safe, and timely meal services totaling 3,720 hot meals, 530 Meals-Ready-to-Eat (MREs), and 1,240 evening snack meals, with menus coordinated and approved by the Government Point of Contact (POC) no later than ten (10) calendar days prior to the event, and prepared in accordance with Paragraph 5.4.8, ensuring all meals meet quality, sanitation, and dietary standards throughout the period of performance.
Meals. The contractor shall serve 3,720 hot meals, 530 Meal-Ready to Eat, and 1240 evening snack meals. Coordinate menu with Government POC 10 calendar days prior to the event. Prepare menu like Para 5.4.8
100% Compliance. The meals and dining space shall be available during the hours specified in Para 5.4.9.
