PERFORMANCE WORK STATEMENT
COCOA HIGH SCHOOL, ARMY JROTC
JCLC (JROTC Cadet Leadership Challenge) Valor 19-23 March 2026
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide JROTC Cadet Leadership Challenge (JCLC) Valor 2026. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform JROTC Cadet Leadership Challenge (JCLC) Valor 2026, as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2. Background: Cadet Command Regulation (CCR) 145-2 provides the guidelines for the training of the Junior Reserve Officers Training Corp (JROTC) Program and requires each JROTC unit to annually conduct a JCLC. The JCLC Camp Valor will be no further than 70 miles from our center point which is Astronaut High School. The site must have the capability to provide billeting, food service, transportation, medical support with facilities as well as 3 mile running route and other areas required to support the JCLC. The contractor shall provide all personnel, equipment, supplies, lodging, facilities, tools, materials, supervision, meal services, furniture, 50 two-way radios, 15 Golf Carts (with insurance), all requirements shall be co-located. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in the Performance Work Statement (PWS). Tower for Rappelling, Land Navigation Course .5 mile by .25 mile, COPE course (high and low ropes), Rope Bridge Course, Water Safety, a swimming pool, lake, and canoeing. Training categories include required, integrated, and organized activities. The contractor shall perform to the standards in this contract. The golf carts will be operated by Cadre must be gas powered. The golf carts are required to maneuver throughout the training location due to distance and size of maneuver areas. No privately owned vehicles are permitted in training areas.
1.3. Objectives: Provide a crime free environment throughout all activities, operations, and events.
1.3.1. Provide meals for 250 Cadets and 50 Cadre beginning at lunch on 19 March 2026 and ending with bag lunch on 23 March 2026.
1.3.2. Provide evening snack daily for 250 Cadets and 50 Cadre.
1.3.3. Provide lodging for 250 Cadets and 50 Cadre from 19-23 March 2026.
1.3.4. Provide all training facilities and staff to support all events per the training schedule.
1.3.5. Provide JROTC Cadets an opportunity to practice leadership skills in an unfamiliar environment.
1.3.6. Allow JROTC Cadets a chance to participate in citizenship building exercises along with
STEM.
1.3.7. Provide JROTC Cadets an opportunity to experience living and interacting with their peers from other units in a military setting.
1.3.8. Instruct leadership-type skills to JROTC Cadets in a “hands-on” military type environment.
1.3.9. Provide an opportunity to participate in adventure training not available to JROTC Cadets.
1.3.10. Provide JROTC Cadets with an opportunity to have fun and take advantage of recreational facilities available on site.
1.4. Scope: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations, as specified herein, for JCLC Valor from 19-23 March 2026 to provide 250 JROTC Cadets and 50 Cadre from 14 high schools with services necessary to complete the JCLC. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this PWS.
1.5. General Information
1.5.1. Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor assures that work complies with the requirement of the contract. Within 30 days after contract award, a comprehensive written QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system.
1.5.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.5.3. Recognized Holidays: No federal holidays occur during the period of performance.
1.5.4. Hours of Operation: The contractor shall conduct business between the hours of 1000 on Day 1 until 1300 on Day 5, Thursday through Monday and remain flexible with hours and scheduling in the event of necessary changes that arise due to unforeseen conditions (ie; meal prep early or later that initially scheduled) or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.5.5. Place of Performance: Maximum travel allowable, one way, is 70 miles from Astronaut High School, 800 War Eagle Blvd, Titusville, Florida 32796.
1.5.6. Type of Contract: The government will award a firm fixed price (FFP) service contract.
1.5.7. Security Requirements: Contractor personnel performing work under this contract must have an ability to safeguard all government equipment, information, and property at time of the proposal submission, and must maintain the level of security required for the life of the contract. There is no classified material utilized during this contract period. The DD254 is not required as part of this contract. Personally identifiable information (PPI) will be maintained in control of the S1.
1.5.7.1. PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.
1.5.8. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.5.9. Contracting Officer Representative (COR): The COR will be identified by separate letter.
The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates.
The COR is not authorized to change any of the terms and conditions of the resulting order.
1.5.10. Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0600 to 1800, Thursday through Monday, 19-23 March 2026.
PART 2
DEFINITIONS, ACRONYMS, AND ABBREVIATIONS
2. DEFINITIONS, ACRONYMS, AND ABBREVIATIONS:
2.1. DEFINITIONS: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government appointed by the contracting officer to assist in the administration of the contract.
Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications.
This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.13. WORK WEEK. Monday through Friday, unless specified otherwise.
2.1.14. CADET. An eligible student who is enrolled in JROTC and actively participating in a LET.
2.1.15. CADRE. Military instructor recognized by the Army employed to conduct JROTC at a school.
2.1.16. CHAPERONE. A person who accompanies and looks after another person or group of people.
2.1.17. JUNIOR RESERVE OFFICERS’ TRAINING CORPS (JROTC). Organization of units established by the Department of the Army under Title 10, U.S. Code 2031 at public and private secondary educational institutions to conduct a program of leadership instruction for students. It is a program designed to instill in students in United States secondary educational institutions the values of citizenship, service to the United States, personal responsibility, and a sense of accomplishment.
2.1.18. UNIT. The organization comprising JROTC Cadets and military instructors at one school.

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities, services, lodging, tools, materials, supervision, meal service, furniture and personnel required to perform work under this contract that are not listed under PART 3 of this PWS. The site must have the capability to provide billeting, food service, transportation, medical support with facilities as well as 3 mile running route and other areas required to support the JCLC.
4.2 Equipment. The Contractor shall provide 15 gas powered golf carts (with insurance) for cadre to utilize throughout the training, 50 two-way radios to ensure all communication needs are met.
The Contractor shall provide a facility with WiFi in order to conduct Command and Control; Brigade Operations. The Contractor shall provide Brigade staff with WiFi access code. Brigade Operations staff and Cadre will have access to WiFi. Tower for Rappelling, Land Navigation Course .5 mile by .25 mile, COPE course (high and low ropes), Rope Bridge Course, Water Safety, a swimming pool, lake, and canoeing.
PART 5
SPECIFIC TASKS
5. Basic Services. The contractor shall provide co-located services for meals, lodging, training sites, and equipment to include 15 golf carts, 50 two-way radios in support of JCLC Camp Valor for 250 Cadets and 50 Cadre from 19-23 March 2026.
5.1. Facility Specifications: The contractor’s facilities shall meet the following minimum standards:
5.1.1. Facility must not undergo any renovation or remodeling during the contract period and not be located within an area considered a high crime area or designated a high crime area as determined by local police statistics.
5.1.2. The contractor shall provide non-smoking sleeping facilities that are furnished solely on the basis on one (1) individual to a bed/cot with no more than two (2) individuals to a room/tent for double occupancy. Males and females to be housed separately with separate shower and bathroom area(s).
5.1.3. Fire and Safety. The contractor’s facility shall comply with County and State applicable fire and safety codes and regulations. The facility is a Nationally Accredited Scouting Facility though annual inspections.
5.2. Miscellaneous Services. The Government is not responsible for any miscellaneous charges incurred by the training participants. The contractor shall explain to participants that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges, pay-for-view movies, room service, internet service, meals in excess of the contract requirements, and other such services.
5.3. The Contractor shall provide services to provide meals, lodging, and facility usage in order to conduct JROTC JCLC 19-23 March 2026, for 250 Cadets and 50 Cadre from Area 3 and Area 4 schools JROTC Programs (14 Programs) within 70 miles from Astronaut High School, 800 War Eagle Blvd, Titusville, Florida 32796 our center point.
5.4. Tasks: Tasks consist of the following:
5.4.1. Transport and set-up all food and serving equipment prior to each meal start time as coordinated with the Government COR.
5.4.2. Contractor shall provide all food and condiments, serving equipment, chafing dishes, heating elements to maintain food temperature at or above 140*F, per DA PAM 30-22 – Operating Procedures for the Army Food Program, serving utensils, disposable plates, cups, napkins, and utensils for each meal. Additionally, must be able to comfortable seat 250 cadets and 50 cadre and during inclement weather.
5.4.3. Contractor shall wipe down all tables at serving location as well as food preparation area and equipment.
5.4.4. Tear down each meal service upon completion and remove all debris from site.

5.1.1 Facility Condition The facility must not undergo any renovation or remodeling during the contract period. No later than 30 days prior to the event, the contractor must provide a formal certification that the facility is not located in an area where the violent and property crime rates exceed the national average, based on the most recent publicly available FBI crime statistics.
5.1.2 Lodging All sleeping quarters must be non-smoking. Lodging must be configured for a maximum of two (2) individuals per room/tent, with each individual provided their own bed or cot. Male and female participants must be housed in separate buildings or wings with separate, lockable shower and bathroom facilities. Compliance will be verified by a government inspection 24 hours prior to camp start; 100% compliance is required.
5.1.3 Fire and Safety The contractor must provide a copy of the valid, current Nationally Accredited Scouting Facility certificate no later than 30 days prior to the event. A copy of the most recent fire and safety inspection report, dated within the last 12 months, must also be provided at this time.
5.1.4 Location The facility's primary entrance must be located no more than 70.0 miles from 800 War Eagle Blvd, Titusville, FL 32796, as measured by a standard GPS mapping service (e.g., Google Maps).
5.1.5 Security The contractor must provide a 24/7 on-site security presence for the duration of the contract. A detailed security plan, including patrol schedules and incident response protocols, must be submitted to the Government Contracting Officer's Representative (COR) 15 days prior to the event. There shall be zero unauthorized entries into designated lodging or training areas.
5.2.1 Meal Preparation & Setup All food and serving equipment must be fully set up and ready for service no less than 15 minutes prior to the scheduled meal start time for 100% of all meals.
5.2.2 Equipment & Seating The contractor must ensure 100% availability of all necessary food, condiments, serving utensils, and disposable place settings for 300 participants at every meal. Covered or indoor seating for a minimum of 300 individuals must be available at all times.
5.2.3 Sanitation All food contact surfaces, tables, and preparation areas must be wiped and sanitized before and after each meal service, in accordance with the current FDA Food Code. The COR will conduct random spot checks; no more than one deficiency may be noted per day.
5.2.4 Cleanup All contractor-provided equipment and food-related debris must be completely removed from the dining area within 60 minutes of the scheduled end of each meal service.
5.2.5 Staffing The contractor must provide sufficient staff to manage all aspects of meal service without assistance from government personnel or cadets. A staffing plan must be submitted to the COR 10 days prior to the event.
5.2.6 Menu & Food Temperature The final menu must be approved in writing by the COR no later than 10 calendar days before March 19, 2026. All hot food items must be maintained and served at or above 140°F. The COR will verify temperatures at random. Any menu substitutions must be of equal or greater quality and approved by the COR at least 24 hours in advance. A vegetarian option must be provided at every meal, with no exceptions.
5.2.7 Meal Service Times Meal service must be ready for participants at the exact start time for 100% of scheduled meals. Service must remain open and fully stocked for the entire duration of the scheduled mealtime as specified in the contract.
5.3.1 General Availability All facilities and equipment must be fully operational and available for government inspection 24 hours prior to the event start time. The first aid station must be stocked to meet or exceed American Red Cross standards for a community first aid station.
5.3.2 Golf Carts Provide exactly 15 gas-powered, four-seat golf carts with convertible cargo beds. All carts must be fully fueled and operational upon delivery. A 100% operational readiness rate must be maintained. A replacement for any non-functional cart must be provided within 2 hours of notification.
5.3.3 Training Courses All courses (Land Navigation, Fitness Challenge, Raider Recon) must be pre-marked and cleared of hazards, with dimensions verified by the COR 24 hours prior to use. Course lengths must be within +/- 5% of the specified distance. Provide a minimum of 4 heavy-duty tires (e.g., tractor tires). One portable toilet, cleaned and stocked daily, must be at each of the three specified training sites.
5.3.4 Aquatics Provide exclusive access to a swimming area. A minimum of 35 functional canoes, each with paddles and a US Coast Guard-approved PFD, must be available. A certified lifeguard (copy of certification provided to COR) must be on duty at all times during water training.
5.3.5 COPE / Rope Courses All ropes course elements must have a valid safety inspection certificate, dated within the last 12 months, provided to the COR 14 days prior to the event. The rope bridge must span a minimum of 40 feet.
5.3.6 Radios & WiFi Provide 50 two-way radios with a demonstrated range of at least 2.0 miles in the operational area. WiFi service must provide a minimum of 5 Mbps download speed in all primary lodging and administrative areas, verifiable via a standard speed test.
5.3.7 Rappelling Tower The tower must have a safety certification from a qualified engineer dated within the last 12 months. All rappelling equipment (harnesses, ropes, helmets) must be available for at least 50 participants simultaneously and pass a visual inspection for safety by government personnel.
5.4 Participant Responsibility
The contractor shall provide written notice to each participant upon check-in detailing the miscellaneous services not covered by the contract (e.g., personal phone charges, room service). A copy of this notice must be provided to the COR for approval 14 days prior to the event.

37.601 General.

5.4.5. The Contractor shall provide personnel to prepare and serve each meal to participants.
5.4.6. Menus. The contractor shall prepare and serve a menu similar to para 5.4.8 in order to meet the dietary needs of JCLC participants. Menu shall be compliant with USDA guidelines and coordinated with the Government POC a minimum of ten (10) calendar days prior to the event. Any changes shall be agreed upon at that time. All meals shall be served hot with the exception of cold sandwiches. Once the food is cooked or reheated, it should be held hot, at or above 140*F. Food may be held in oven or on the serving line in heated chafing dishes, or on preheated steam tables, warming trays, and/or slow cookers. Bottled water and beverages shall be available at each meal.
The Contractor shall adhere to the meals identified on the JROTC sample menu below or equivalent nutrition.
5.4.7. Dining Specifications. The contractor shall provide the following meal service to authorized personnel (250 Cadets and 50 Cadre) per schedule. All meals shall be served hot in the dining facility. Camp Commander will coordinate meal plans prior to start of camp.
5.4.8. The contractor shall provide the following sample menu:

5.5. Security. The contractor shall provide a secure environment to ensure participants are in a safe and crime free environment.
5.6. Facilities and Equipment. The contractor shall provide lodging facilities for 250 Cadets and 50 Cadre, training facilities, meal services, furniture, first aid station with supplies, equipment, supplies, all for 300 participants. The facilities include latrine and shower areas at lodging and training sites. The contractor shall perform to the standards in this contract.
5.6.1. The contractor shall provide 15 four-seat cargo bed convertible gas powered golf carts for Cadre to transport equipment. The golf carts will be operated by Cadre only. This is a safety issue mitigation in addition to being the only type of vehicle allowed in the training area.
5.6.2. The contractor shall provide a designated course clear of obstacles with grass or dirt surface for the Land Navigation Course, .5 miles by .25 miles. Fitness Challenge Course of .5 mile long.
The contractor will provide tires for the tire flip and Raider Recon run course of 3.0 miles.
Additionally, provide Portable Toilets at each training site.
5.6.3. The contractor shall provide a swimming pool, lake, canoeing (at least 35 canoes), and lifeguard to conduct water safety training.
5.6.4. The contractor shall provide COPE course (high and low ropes) and rope bridge course with a distance of 40 feet between large tress or standard telephone poles.
5.6.5. The contractor shall provide 50 two-way radios with range of two (2) miles. Includes WiFi.
5.6.6. The contractor shall provide a rappelling tower and rappelling equipment for a minimum of 50 cadets and cadre per training session. The rappelling tower must have passed a safety inspection within 12-months of the PoP.
