About this file
This is a FAR Part 12 Sole Source Justification and Approval document for a U.S. Army contract to procure convention ancillary services for the Association of American Medical Colleges (AAMC) Lead, Learn, Serve 2026 Annual Meeting scheduled for November 6-9, 2026, in Anaheim, California at the Anaheim Convention Center, 800 W Katella Ave.
The required services include carpeting rental, carpet padding, labor, accessories, electrical services, and material handling services valued at an estimated total below the simplified acquisition threshold. The contracting activity is the U.S. Army Mission and Installation Contracting Command (MICC) at Fort Knox, with funding from Operations and Maintenance (OMA) for fiscal year 2027. The justification identifies a single source vendor as the official convention service contractor designated by AAMC, with no other vendor authorized to provide these services. The document establishes that competition is not available because requests for exceptions to using official show contractors were only accepted until September 25, 2026, and the contract award occurred on October 7, 2026, after the exception deadline. Market research confirmed no alternatives exist and that the identified vendor is the only responsible source capable of fulfilling the Government's requirements. The cost determination was made using comparison with prices from previous similar purchases under FAR 12.204(a), with certified cost or pricing data waived due to the commercial nature of the services. The justification was approved by the reviewing authority as adequate to support the sole source acquisition.
