About this file
This is a Memorandum to the File documenting the justification for using other than full and open competition for a simplified acquisition threshold purchase from a single source.
The acquisition is for a Shore Power Connector Assembly manufactured by TPC Wire and Cable Corp., located at 9600 Valley View Road, Macedonia, OH 44056 (Point of Contact: Dawn Zachary, 216-525-4480). The specific item required is TPC Wire & Cable part number MA206007F015, a 500MCM/3 conductor THOF-E plus with three male TPC Molded Locking Connectors to M24368/5 Joy plugs (outboard 90 degree), with an overall length of 15 feet. The required delivery date is September 30, 2026.
The justification for single-source procurement is based on three primary factors: (1) Restrictive Rights—TPC Wire and Cable Corporation holds Patent US9,425,574 B2 for manufacturing molded locking male and female connectors that compress directly onto cable for full integral fill and complete bonding; connectors are tested to 2,000 pounds without failure and pass 1,500 psi high-pressure washdown testing; (2) Other Reasons—these joy plug cable assemblies are identical to those currently used by Shop 99 for submarine shore power systems, and using cables with different connector types would cause system failure due to overheating; and (3) Mission Impact—using non-compatible connectors would result in shore power system failure. The contracting officer, Quincey Lee Dillenback, approved this justification on August 6, 2026.
