About this file

This is a Memorandum to the File documenting the justification for using other than full and open competition for a simplified acquisition threshold procurement.

The acquisition is for 10ea SIFCO ASC Powerpacks required for Code 930 shop 38 electroplating operations in support of submarine overhaul, maintenance, and repair at Pearl Harbor Naval Shipyard and IMF. The manufacturer is SIFCO ASC, located at 5708 E. Schaaf Rd, Independence, OH 44131, with point of contact phone number (216) 524-0099. The requirement was first identified on 6/25/2026 with a required delivery date of 6/25/2026. The contracting officer, Quincey Lee Dillenback, approved the justification on 8/20/2026.

The determination for limiting competition to a single source is based on two factors: brand name necessity and unusual and compelling urgency. The brand name requirement specifies that all C930 certification for shipboard electroplating must be conducted using SIFCO ASC 6015A20V, and the same machine must be used during execution of shipboard work to maintain all repair requirements. The urgency justification explains that increased workload in Guam requires immediate procurement, as electroplating work can no longer be supported by borrowing equipment from Pearl Harbor Code 930 due to a 9-11 week lead time for machine procurement needed to support upcoming availabilities in both locations. The technical certification was completed by Albert Yi, Production Workforce Specialist at Pearl Harbor Naval Shipyard and IMF, on 7/21/2026.
