About this file
This is a Memorandum to the File documenting the justification for using other than full and open competition for a simplified acquisition threshold purchase under FAR 13.106-1(b)(1)(i).
The acquisition is for a specialized fire-resistant string/cord from C.S.R Inc, located in Sellersville, Pennsylvania. The specific product is a Nomex/Kevlar string with 1/8-inch diameter, fire-resistant properties, high tensile strength rated at 1000 pounds per spool, featuring braided Kevlar core with braided Nomex sleeve and polyurethane finish (Part Number 857516125-SYN). The estimated cost is to be determined, with a required delivery period for recurring MSM replenishment. The point of contact is Frank Bradley at (888)218-6636.
The justification for sole-source procurement is based on a brand name determination. The product was custom designed and manufactured to meet Pearl Harbor Naval Shipyard temporary shipboard requirements and must comply with specific fire regulations (PHNSY&IMFPEARLINST 11320.5 and NAVSEA TECHNICAL PUBLICATION s0570-AC-CCM-010/8010). When the requirement was initially identified, multiple vendors submitted samples for testing, but C.S.R's submission was the only one that successfully passed codes 106 and 990 testing. The memorandum was certified by a technical representative on February 20, 2025, and approved by Contracting Officer Angela Morelli on May 28, 2026. The document explicitly notes that any proposal to substitute with an alternate product will require prior X99/106 testing and approval, with substitution not permitted.
